DPRK medium urges S Korea to take practical measures for dialogue*

PYONGYANG, March 5 (Xinhua) -- Rodong Sinmun of the Democratic People's Republic of Korea (DPRK) issued a commentary on Saturday, urging South Korea to respond to the DPRK proposal of dialogue with practical measures.
According to the Rodong Sinmun, it is doubtable that South Korean authorities declared that they would like to have dialogue with the DPRK while holding large scale of military exercises.
The South Korean authorities have neither discarded their unfair precondition nor make any efforts for the dialogue, but constantly challenged the DPRK's peaceful nuclear cause and even dreamed so called "contingency" in the DPRK. It is a kind of "hypocrisy" for the South Korean authorities' declaration of dialogue, which is aimed at escaping responsibility and appeasing the consensus, said the commentary.
The commentary urged the South Korean authorities to stop the joint exercises with the United States, discard policy of confrontation and respond to the DPRK's proposal of dialogue unconditionally.
The joint South Korea-U.S. military exercises "Key Resolution" and "Foal Eagle" would be held from Feb. 28 to March. 10.
The Panmunjom mission of the Korean People's Army (KPA) issued a statement on Feb. 27, declaring to take resolute measures to respond to the exercises. A DPRK Foreign Ministry spokesman has said the DPRK had prepared for both possibilities of dialogue and war.
