The Communist Party of the Philippines (CPP) said today that the revolutionary forces under its leadership, together with their mass base are bracing for a more intensified campaign of military suppression under the new counterinsurgency Operational Plan Bayanihan (Oplan Bayanihan) soon after the current 19-day ceasefire ends at midnight today.
The CPP noted that the Armed Forces of the Philippines (AFP) exploited the concurrent ceasefire declaration to preposition its forces in and around New People's Army guerrilla fronts in preparation for renewed, more open attacks.
The CPP called on all revolutionary forces to carry out their tasks with utmost vigor and resolve in 2011 and beyond, turn the tables against the enemy, grab the initiative and launch effective tactical offensives against enemy forces within and around the guerrilla fronts, zones and bases.
Meanwhile, the CPP condemned the government's military and police forces for their numerous and continuing outright violations of the ceasefire, including the arrest of NPA cadres and fighters who were merely travelling, visiting loved ones or undergoing medical treatment with expectations that the government forces would respect the reciprocal and concurrent holiday ceasefire.
The CPP also denounced the many instances from north to south where goverment military forces continued to launch military operations inside and around NPA guerrilla fronts and subjected the masses to fascist terrorism as if there was no ceasefire at all. The CPP disclosed partial reports about such operations in various places in Mountain Province, Ifugao, Quezon, Mindoro, Capiz, Iloilo and Mindanao.
The CPP added that it anticipates more reports of AFP ceasefire violations to arrive in the next few days, saying that these will be consolidated in a report to be submitted to the NDFP negotiating panel.
