Mobilize the youth in their numbers for the people's war
Message on the 46th anniversary of Kabataang Makabayan

The cadres and members of the Communist Party of the Philippines, commanders and fighters of the New People's Army, and all the organizations and forces of the National Democratic Front of the Philippines fervently salute the Kabataang Makabayan on its 46th anniversary.
In over one and a half decades, the KM has served as a wellspring of revolutionaries and communists for the different fields of revolutionary struggle--from the democratic youth-student and propaganda movement to the workers' and antifeudal movements and the armed revolution in the countryside. It is one of the founders and remains among the staunchest allied organizations of the NDFP.
The KM is one of the most steadfast partners in advancing the people's democratic revolution under the leadership of the revolutionary proletariat and on the basis of the worker-peasant alliance. It advances the building and strengthening of the patriotic and progressive alliances against imperialism and its local big-comprador and landlord allies. The KM has practically served as the Young Communist League.
On the occasion of its founding anniversary, it would be useful for the KM to thoroughly study the CPP Central Committee's call to advance the people's war towards the stage of strategic stalemate in the next five years. Amid the worsening crisis of the world capitalist system and the domestic ruling semicolonial and semifeudal system, and despite the extreme brutality and hardships posed by Oplan Bantay Laya on the revolutionary forces and the people, the revolutionary movement continued to expand and gain strength in the past decade. They are now in a position to make great strides in the coming years and advance the people's war to the next strategic stage.
The KM and the broad militant youth movement will play an important role in the achievement of revolutionary advances in the next five years, just as it did during the first stage of the nationwide expansion of the revolutionary movement in the 1970s. Raising the people's war to a qualitatively higher stage relies on the upsurge and expansion of the mass movement and on the people marching in their millions along the path of militant and revolutionary struggle. Thousands of new Party members, tens of thousands of Red fighters and hundreds of thousands of urban and rural activists must be recruited in order to further invigorate the mass movement.
Vitalizing and expanding the KM and the revolutionary movement severalfold will play a major part in the general advance of the revolutionary mass movement. The vigorous mass actions and struggles of enlightened youth within and outside their schools and the waving banner of the revolutionary cultural and second propaganda movement are clarion calls for the people to rise and struggle against bondage, oppression, repression and suffering. The benchmark of the revolutionary youth and student movement's revolutionary character and solid moorings lies in the strength of its solidarity with, and the depth of its roots in, the struggles and actions of the oppressed people.
To be able to mobilize the youth in their millions, the KM and progressive organizations directly address the day to day problems of the youth and students. On the basis of their democratic interests, various levels of unity can be developed among the youth and students and various levels and forms of expression and struggle can be encouraged. It is incumbent upon the progressive and democratic forces to raise the consciousness of the youth by presenting a sharp analysis of these issues, and contextualizing them within the basic problems of society. They must expose the roots of these issues in the antinational, anti-democratic and antipeople character of the ruling state and the rottenness of the prevailing social system.
The recent actions of the youth, students and even teachers, administrators and employees against the budget cuts for state universities and colleges in different campuses and cities are a good example. This can lead to a broader unity of students and youth, including those in private schools, on the basis of their common interest against the commercialization of education, further privatization of the educational system and the reactionary government's lack of support for education in general. Further unity can be forged with the broad masses on the basis of their common interest against the cuts made by the US-Aquino regime on urgently needed state social spending, and for the demand to change the government's lopsided priorities.
Students and youth must undertake mass actions within their campuses and in the streets in order to advance their struggles against budget cuts in state colleges and universities and other social needs. These actions can be further strengthened by uniting with the various democratic sectors through the mass mobilization of youth and students towards factories and communities of workers and urban poor, as well as in the countryside in order to present their grievances to the people, learn about the demands and struggles of the workers, semiproletariat, urban poor, peasants and other oppressed sectors, and support each other and unite in a common struggle.
By participating in mass struggles, the youth and students raise their consciousness regarding fundamental historical and social issues and they become more effective propagandists and organizers not only among their own ranks but among the broad masses of the people. By arousing, organizing and mobilizing the biggest number of youth and students and immersing themselves in the struggles of the other democratic and oppressed sectors, the KM helps in the accelerated advance of the national democratic struggle in general.
Monthly targets must be set for the expansion of KM chapters in order to achieve qualitative expansion every quarter and every semester in the coming years. A general and particular plan and tactics for expansion must be drawn up. Form the appropriate committees to take charge of recruitment. Each member must have a target and should be trained in recruitment. Pay attention to organizing chapters of KM and progressive youth organizations in communities and factories.
The organization must ensure that new recruits are immediately given the special sectoral course and general national democratic education. Ensure that these are immediately followed by the course on Philippine society and revolution. Undertake these studies using modern media like video, computer presentations, cellphones and so on. Disseminate all education materials through the internet. Recruits must also receive early training on the conduct of recruitment, mobilization and propaganda among new members.
The vigorous recruitment of members and the expansion of the movement rely greatly on active revolutionary propaganda. The KM must ensure that it issues statements on and thoroughly discusses the key issues within and outside the campus. Spread the revolutionary stand among the broad masses of youth and students, workers, urban poor, peasants and other democratic sectors throughout the country. Plan the dissemination of our revolutionary newspapers, especially Ang Bayan as well as other revolutionary publications and statements. Utilize campus publications as vehicles for our revolutionary propaganda.
The KM must significantly expand its ranks and reach out to the people as the youth and students' movement and struggles achieve a qualitative advance. It is through this that the KM can fulfill its role in achieving the overall target of advancing the people's war in the next five years.
The current thrust of the revolutionary movement to achieve a leap in the people's war in the next five years underscores the need to develop hundreds of thousands of youth who are willing to serve the interests of the people in the different fields of revolutionary struggle. The KM and the revolutionary youth movement are now in a position to surpass the contributions they made during the First Quarter Storm of 1970 and the first stage of advancing the Philippine revolution.
A great number of youth are needed to help advance various tasks in the workers' movement, peasant movement and the various democratic sectors. Tens of thousands of youth are needed to join the New People's Army and contribute their strength and skills in carrying out the growing tasks in advancing the armed struggle. Most of all, thousands of youth are needed to become members and cadres of the CPP for our party to maintain its vigor and vitality.
The KM's celebration of its anniversary this year coincides with the CPP's celebration of the 40th anniversary of the book Philippine Society and Revolution published by the Central Publishing House of the CPP Central Committee in 1970. Let us use this occasion to push our study of PSR and Marxism-Leninism-Maoism as guides for the further invigoration of our revolutionary tasks.
