Pyongyang, September 21 (KCNA) -- It is the greatest of anti-Japanese heroine Kim Jong Suk's exploits to provide a definite guarantee for successfully carrying forward the Korean revolution through generations.

A few years before the victory of the Korean people in the anti-Japanese struggle, she gave birth to General Secretary Kim Jong Il and brought him up in battlefields and in the period of the building of new Korea.

Last time, I witnessed a lot of events happened outside, and somehow it gives a lot of headache due to what they want to implement with or without any approval of the majority.

These proposed attempts, namely Increase in mass transit fare, additional levels in primary and secondary levels in education, followed by the same old increase in tuition, shows how the system is desperate for profit, and at the same time wanting to let away their responsibilities to a clique of greedy individuals, motivated by profit, trying to corrupt welfare as they could.

It also somehow wanted to slow down social progress, again in favor of individual profits they may accumulated from higher fares, tuition and funds related to mass transit and additional levels. And speaking of additional levels, grade 7 for elementary and 5th year for high school, unveils the fact that the system wanted "slaves" than "professionals" for the modern day slave trade in the guise of contract workers for foreign countries, working as maids, factory workers, drivers, anything slave-like, manual labor.

We don't know why the system wanted this, except for "improvement" as what they said, it rather intensifies the anger of the majority, of those who endure hours working yet given a less salary to meet bigger spending like debts, bills, and the like. God forbid, the system wanted us to drown in their so-called "flow." The common increase in tuition and other fees in schools, the proposed increase in LRT and MRT fares, what's next? The entire railway network in the Philippines hath its fees increased? Additional charges in schools and universities? Lies forcing people to pay more for the coffers of the privileged few?

Well...
We're in the era of modern-day slavery, and worse, the system tolerates it. After all, we are in a semi-feudal, semi-colonial society, that emphasised much on the former not because of being agricultural, but its character remains deeply rooted, and needs to be destroyed to the core. The increases manifests how feudo-capitalists forced everyone to become peons, slaves of modern-day serfdom.

Eliseo (Ka Bimbo) Tada is a very sick man who has been ill for some time now and had to have immediate medical treatment in a hospital. Medics of the New People's Army who attended to him decided he should have a more specialized and extensive treatment, which at that particular time, could not be provided by the guerilla front.

For this reason, the comrades decided to brave the odds and bring him to the nearest medical facility in order to save his life. Unfortunately, he was accosted by enemy patrols along the way, interrogated and brought to 39th Infantry Battalion's headquarters in Davao del Sur.

During the interrogation, he must have been physically and psychologically forced to admit to certain activities of which he had no knowledge about.

It is not true that Ka Bimbo was part of the team that attacked the Armed Forces of the Philippines contingents at Sitio Akboal, Upper Suyan, Sarangani Province.

This is physically impossible as Datu Danwata (where he was accosted) and Akboal, Malapatan (where the attack took place on 21 September ) are separated by a very mountainous terrain which cannot possibly be reached in a period of three days.

We suggest that Major Medel Aguilar of the 10th Infantry Division and the AFP's spin doctors review their geography to make themselves more credible.

Besides, how could Ka Bimbo participate in the attritive action when he was very sick and has been on treatment by the NPA medics for some time now?

He was neither in any of the two other tactical offensives launched by the Red fighters on 18 and 20 September in Malita, Davao del Sur and in Malapatan, Sarangani, respectively, which are within Front 71 territories.

Major Aguilar was very quick to claim for himself and the AFP the honor of capturing this very sick man, Ka Bimbo, and parading him to the world as a 'surenderee.' He has no qualms at all about making up tall stories and demonstrating to the entire world the pathetic liar that he is.

For instance, the AFP's so-called "anti dengue fever advocacy" is nothing but a ploy for the government troopers to militarize the mineral-rich areas of Malapatan and Alabel in Sarangani Province and Little Baguio in Davao del Sur, to pave way for the immediate entry of Looc Mining of Eduardo Cojuangco, President Aquino's uncle.

While Major Aguilar and Col. Edgardo de Leon of the 73rd Infantry Battalion have fabricated so many recycled and rehashed 'surrenderees' in the Malapatan-Alabel area and have pompously announced there are no more NPAs in Sarangani, they should be reminded that lies and deceit will never win the war for the AFP. In fact, these will isolate them more from the people and towards the AFP's eventual downfall.

More importantly, it is but proper that the AFP abide by the international humanitarian laws as they have so continually boasted about. As such we demand that the AFP treat Ka Bimbo as hors de combat and accord him the proper treatment as stipulated in the Rules of War of the Geneva Convention and the Comprehensive Agreement on Respect of Human Rights and the International Humanitarian Law (CARHRIHL).

Current conditions are exceedingly favorable to arouse, organize and mobilize the Filipino people in their millions to tread the path of militant struggle and revolutionary war. The key requirement for the further advance of people's war towards the stage of strategic stalemate in the next five years is the creation of an extensive mass movement nationwide.

Social conditions continue to deteriorate under the Aquino regime. The people are severely impoverished and gravely suffer in the face of massive unemployment, slave wages, intense feudal and semifeudal oppression, skyrocketing prices and transport fares, a growing tax burden, widespread corruption and scarce social services.

The intensity of the crisis has caused the hollowness of the US-Aquino regime's braggadocio to be rapidly exposed. Its pretensions of being an agent of change have quickly faded. Aquino has been in office for less than a hundred days, but disillusionment already abounds among many of those who supported or believed in him.



The US-Aquino regime is merely perpetuating imperialist economic polices (especially the furtherance of denationalization and privatization). Its handling of Hacienda Luisita provides a striking example of how land reform has been relegated to the sidelines. Factional strife, incompetence, corruption and in the latest incident, the involvement of a number of key officials in the illegal jueteng numbers game have all very quickly reared their ugly heads. The intervention of foreign troops continues to be allowed. Human rights violations, terrorism and intense psywar go on without letup with the extension of Oplan Bantay Laya even as a new operational plan to suppress the people's resistance is in the works.

We must arouse, organize and mobilize the people in their numbers to enable them to defend and advance their interests in the face of the worsening crisis under the current rotten government and system. The Party's mobilization of millions of people in a broad mass movement is the single, most important political requisite in advancing the people's war.

The class line and mass line are the guiding principles of the revolutionary and progressive forces in mobilizing the people: they immerse themselves among the people, find out about and analyze their concrete conditions, arouse them on their most pressing issues as well as related national problems both current and long-term, organize and mobilize them in appropriate forms of organization and collective action.

We must reach out to the millions upon millions of people in the countryside and cities, in communities, factories, schools, offices and streets. We must identify their current problems and unite them both solidly and on a broad scale. The main issues in the countryside are land, exploitation by landlords and merchant-usurers, low production, calamities, militarization and lack of government support and social services. In the cities, the main issues faced by the people are low wages, unemployment, working conditions in the factories, rising prices of basic needs and the lack and high cost of public services.

Arouse, organize and mobilize the people to fight for their immediate and long-term needs and advance the people's strategic interests for revolutionary change.



Invigorate propaganda, education and cultural work. Sharply analyze the issues faced by the people by applying the class line and the propeople and political line of the national-democratic revolution. Sharply expose the emptiness of the so-called reforms being bandied about by the regime.

Immdiately counter the regime's psywar offensive. Go allout in exposing and assailing the military's fascist crimes. Expose the counterrevolutionary intervention of the US. Link all this to the general call against imperialism, feudalism and bureaucrat capitalism and for revolutionary change.

Make sure that various ways of conducting propaganda and education work are utilized not only to reach out to the biggest number of people but also to effectively arouse and organize them.

Establish and mobilize on a broad scale the various types of mass organizations in order to address their problems. Form broad, open and solid underground mass organizations at the basic level while expanding their scope.

Ensure the establishment and consolidation of revolutionary mass organizations and revolutionary cores in the different sectors and localities, until fullfledge mass organizations and organs of democratic political power are formed not only at the village or barrio cluster level but at the municipal, district and provincial level upwards. Link these mass organizations and movements through broad organizations and alliances.

Ensure and stress the emergence and development of tens of thousands of mass activists who will be responsible for leading and expanding their respective mass organizations and movements. In the countryside, the main responsibility for expanding revolutionary mass organizations to adjacent villages and towns rests on them. They serve as deep wellsprings for the further expansion and consolidation of the Party and the NPA.

Strengthen and expand alliance work at various levels and scopes. Expand the National Democratic Front and its allied organizations in all sectors and areas. Establish a broad united front of the oppressed and exploited people, divide the ranks of the enemy, isolate and concentrate our attacks on the current worst reactionary in the form of the ruling chief puppet of the reactionary state.

Expand and continually consolidate the Party. Assiduously establish it within the people's army and mass organizations, in alliances, schools, factories and offices. Ensure the propagation of Marxist-Leninist-Maoist education and training for its cadres in the various lines and fields of work on all levels.

Persevere in advancing people's war to a higher level. Let us leave no stone unturned in advancing guerrilla warfare towards the stage of strategic stalemate of people's war in the years to come.

Culture war exists, but not "Genre war"



Back then, I hear much about conflicting genres in the world of music. Metal vs. Rap, Goth vs. Emo, anything that seemingly sort of a crass conflict orchestrated by vested interests in order to gain profits upon controlling the music industry.

However,
I also think that despite criticism, of assailing cultures by another, is there any musician who felt getting tired of the conflict between different genres and instead unite and create a new culture of coexistence? To the fact that they create music for the people in general and not for a particular clique or person what the system wanted or rather say forced upon to them in the name of competition?

As a writer, and a social critic, I simply think that having a "genre war" is somewhat a battleground more of a music company than of a musician itself. Every genre in music, whether it is Rock, Rap, Pop, or Classical carries its own uniqueness, but it carries enough similarities to the fact that they are creating music for the people! For sure most people spoke of assailing a particular genre but they simply don't understand, or playing deaf why there is a need for competing? Are they competing for what? Fame or profit?


After all, as Marx said in his Communist Manifesto:
"The history of all hitherto existing society is the history of class struggles."

And class struggles includes culture, like music for example. And it involves its closeness, relevance to the people, especially the workers and making it understandable to them-as music back then emphasized the bourgeois style that was, and is-too difficult to understand yet easy to ape by the majority. Rap music for instance is one of the examples-people, especially the youth simply listen and sung the words yet they don't understand its essence, its reason behind the words given. The song "Momay" by Juan thugs can be considered good for an everyday rap listener, but they didn't notice that the message involves Marijuana, so are the others whose music can be good but what about the message? Is it understandable? And for whom?

Most musicians nowadays somehow felt getting dictated for the sake of popularity and profit. Love songs are greatly affected most of the time, that they stress most of sex instead of the essence of love in every lover. The song "Rosas ng Digma" by Musikangbayan is no match for the ones in the mainstream scene although the message of the former is better. But still, the industry prefers the popular than the right, the fan-centric than the essence of the music being sung.

And somehow that kind of problem the music industry possess today continues to prevail. The songs of the past have been trashed out in favour of the senseless ones the industry, instead of the musicians wanted for the people. Are the musicians, again felt getting tired of their songs pressing for long-term competition? Does it really give comfort and encouragement? Or putting them to an endless illusion, an escape from the reality as the industry, controlled by vested interests encouraged?

Well...
To me, having a "Genre war" is an illusion created by the vested interests in order to gain more profits, but for a songwriter, a musician it is far from their message of making their music accessible to the people. Putting too much into the competition is far from expressing the message, it rather instead making the music purely plain and devoid of an idea. God forbid, are the listeners listening or simply deaf despite listening to a song? "Genre war" will always be a minor part of a "Kulturkampf", and anything regarding this hell of a kind Kulturkampf, including Genre wars would be end up, simply by emancipating culture from "culture" itself, and making it purely in the service of the people as it genuinely expresses the idea clearly and realistically, without any hindrances and with harmony.

Anyway, how wonder sometimes I, who usually listen to punk, ska, anything more of a band admires a maiden with a different genre of music? After all the idea that makes genres take away differences is, and must be coexistence and the will to struggle in breaking the flow- alongside the struggle for social liberation. Or, in a classical radical sense, as Marx said: we have nothing to lose except our chains, we have a world to win.

BAGUIO CITY, Philippines- The Communist Party of the Philippines (CPP) led Cordillera People's Democratic Front (CPDF) accused the Philippine military of performing the role of private army of large scale mining companies operating in the region.

Simon Naogsan, CPDF spokesperson said the Fifth Infantry Division under Commander MGen. Rommel Gomez had increased the deployment of troops to the the mining sites currently applied for mining by Cordillera Exploration Company (CEXI)/Anglo-American Group PLC in the tri-boundary of Sagada, Bauko and Tadian.

Last week, top military officials of the Armed Forces of the Philippines (AFP) offered their troops services to big time offshore mining giants operating in Palawan sea and other potential oil and gas sites offered by the Manila government for exploration.

The CPDF spokesman linked MGen. Gomez’ call for fresh local recruits for the Armed Forces of the Philippines, and the denial of food, shelter, and protection to the New People's Army to the resurgence of all-out mining in the region and on the other hand, the denial of base and the distortion of the struggle for ancestral domain.

In a statement sent to various media outlets in Manila, a copy of which was obtained by www.allvoices.com, the CPDF further accused the AFP of engaging in round-the-clock psy war.

"Portraying the military as the people’s partner in achieving peace and development is a vile psywar ploy. It is the massive militarization of the Cordillera that causes destruction of ancestral lands and resources and interferes with and violates indigenous rights to use, protect and develop ancestral lands," it said.

The CPDF added: The military mindset that arbitrarily classifies anyone within their areas of operations as either friend or foe, shows the AFP’s lack of sensitivity to local culture. The merciless killing of civilians during military operations and the imposition of virtual martial law that restricts farmers from tending to their crops, hunting, or cutting firewood clearly attest to this fact."

According to CPDF, since the Marcos dictatorship, military troops have been sent to the Cordillera for “peacekeeping and development” missions that have turned out to be nothing more than protecting big extractive industries such as dams, mines, and geothermal projects that threatened to or actually displaced thousands of Cordillerans.

"And now comes MGen. Gomez, who has the audacity to say that his troops are here to protect ancestral lands and children?" it said.

The CPDF noted that while MGen. Gomez calls the Cordillera people to watch over their children, but he is blind to the fact that Igorot children are displaced and put at risk when AFP troopers use day care centers and school buildings as barracks and villages as their garrisons.

"The general keeps wailing foul and repeats the lie that the seven soldiers ambushed last July 9 in Samoki, Bontoc, Mountain Province were on their way to a medical mission. Far from it, the soldiers were on a mission to force local executives to sign an agreement to join in the counter-insurgency effort.", noted CPDF.

The NDFP also scored the malicious insistence of the 5th ID for localized peace talks instead of the resumption of the stalled peace talks at the national level is a futile implementation of the divide-and-rule tactic and clearly shows their insincerity and vileness. The 5th ID espouses the Convergence Approach, a program that carries all the features of the US Counter-Insurgency Guide.

"The struggle for the genuine defense of land, life and resources is the struggle against militarization and the aggression of foreign and local big extractive industries. It is time that Igorot military officers realize that the Igorot masses and the revolutionary forces will resolutely stand together and will be undaunted by force or lies," the NDFP said.

MANILA, Philippines- The Communist Party of the Philippines (CPP) led National Democratic Front of the Philippines (NDFP) said the Manila government under President Benigno Simeon "Noynoy" Aquino III is ruling the country under undeclared Martial Law.

In a press statement dispatched to foreign and local media, a copy of which was emailed to www.allvoices.com, Jorge Madlos, NDFP-Mindanao spokesperson said 23 years since the ouster of the fascist Marcos, and after the rule of four almost equally brutal regimes from Corazon AquinoCorazon Aquino to Gloria Arroyo, the symptoms of those dark years remain with us as summary executions, enforced disappearances, barefaced militarism and other appalling forms of human rights violations continue to persist under the Aquino administration.

"On account of the newly installed Aquino government, it has carried on the infamous militarist legacy of the vile period of Martial Law despite the euphoria created by Mr. Aquino's pre-programmed victory in the recent presidential elections and its hard sell campaign for 'change.," Madlos noted.

According to Madlos, during the election period, human rights violations seemed to have ebbed as the Armed Forces of the Philippines (AFP) neared its (national security program) OBL 2 deadline. But, when it became obvious that Mr. Aquino would be the next president of the Government of the Republic of the Philippines (GRP), his assumption into power led to the extension of Oplan Bantay Laya 2, the resumptionof which escalated to a more vicious nationwide military campaign.

Abuses in Mindanao

Human rights abuse cases in Mindanao have risen as a direct result of this more brazen and intensive military campaign. In three regions in the island alone, Noynoy Aquino demonstrated in his 80 days in office a staggering record of 90 cases of human rights abuses, victimizing close to a thousand families and more than 8,000 individuals, according NDFP spokesperson in Mindanao.

In the Southern Mindanao Region (SMR), where more than a dozen AFP battalions have been mobilized to counter revolutionary forces, 42 human rights violations cases, affecting 640 families and 7,721 individuals, have been documented.

In the North Eastern Mindanao Region (NEMR), 41 cases of 14 various types of human rights abuses that affected 286 families, 1,252 individuals, 3 communities and 1 school have been recorded. The recent evacuation of nearly 300 families from communities in Surigao del Sur, Agusan del Norte and Surigao del Norte as a result of heightened AFP combat operations marked the height of barefaced militarism in the region.

In the Far Southern Region of Mindanao (FSMR), 7 cases of human rights abuses committed by government troops, including rape, looting and illegal arrests, were initially documented in the months of July and August.

The New People's Army have fought back by means of launching tactical offensives to defend the well-being of the people and to preserve the gains of the revolutionary movement. There have been 59 tactical offensives thus far launched since Noynoy Aquino took his oath of office. This shows how the NPA defended revolutionary areas and the people's welfare, and how determined the Red fighters are to frustrate the exacerbating militarist salvo of the new puppet regime.

Since July, the NPA in SMR was able to launch more than 20 military actions that resulted in the death of 11 enemy soldiers and paramilitary CAFGU elements, and the wounding of 13. These NPA tactical offensives also led to the confiscation of a number of firearms. Similarly, with the entire Caraga Region saturated with four AFP battalions almost simultaneously undergoing offensive military operations, the New People's Army in NEMR launched 32 military actions that lent stinging blows against advancing enemy forces in the countryside. The Maoist guerillas claimed the offensives were meant to defend the rural people from attacks of the AFP.

The NDFP-Mindanao noted a series of 4 tactical offensives were initiated in FSMR since June 30, highlighted most recently by Red fighters launching punitive action against the most notorious land-grabber in North Cotabato in the person of Manny Pinol, which disabled his banana plantation machineries and confiscated 7 high-powered rifles (HPRs) of its security personnel in Brgy. Blaas, Tulunan, North Cotabato on September 16.

Similar attacks against human rights have also been committed with impunity by the AFP, the Philippine National Police (PNP), the CAFGU (Citizens Armed Forces Geographical Unit) and other paramilitary groups in the North Central and Western regions of Mindanao. These have been promptly responded to with NPA military action, particularly in the North Central Mindanao Region (NCMR) where 3 tactical offensives were launched.

Killings of media people

"The killing of media practitioners and workers and other vile forms of repression against them continue to worsen and done with utter impunity. Barely a hundred days after Aquino's inauguration, three media persons have been murdered in the country, " said the NDFP-Mindanao.

In Mindanao, other media workers face harassment with no let up. The most vicious of these harassments is the outright termination of three media practitioners and the threat of suspension aimed at other personnel of radio station dxDC RMN Davao for their progressive stance in public opinion.

"These brazen manifestations of militarist treachery clearly show what the Filipino people could expect under Benigno Aquino III's 6-year term of 'undeclared Martial Law': more human rights violations and suppression campaigns in order to protect the interest of US imperialism and the ruling landlord and big bourgeois comprador classes," it said.

US role

The NDFP said the intensity of violence of Mr. Aquino's 'martial rule' is expected to escalate because the only way for it to prevail is to silence the people's growing clamor for genuine land reform and nationalist industrialization, while it desperately attempts to please US imperial power by agreeing to the basing rights of US military forces in the country and falling subservient to its geo-political interests in the Asia-Pacific.

"The attacks against revolutionary forces and the people are seen to intensify even further, mainly because the New People's Army and the revolutionary masses are ever more becoming the major threat to the ever decaying ruling system of the Philippine society. Also because it is a revolutionary movement that continues to stand firm in defending people's rights and is doubly steadfast in its stance against the reactionary government's militarist policies", the NDFP observed.

The NDFP further noticed that the most disturbing to know that Noynoy Aquino, the son of one of the most celebrated victims of Martial Law - Ninoy Aquino, is now the one on the warpath implementing the Marcos weapon that ultimately killed his father and crushed the entire nation.

"But he would be mistaken to think that this fascism would go on without reckoning because Noynoy Aquino's dawn of 'undeclared Martial Law' would only usher in the further advance of the people's democratic revolution towards a new and higher level, towards the strategic stalemate phase of the people's war.

"In light of these, the NDFP-Mindanao strongly calls upon the Filipino people to unite and firmly stand against the US-backed Aquino regime's 'undeclared Martial Law' and much more against what it intends to achieve, which is the further exploitation and oppression of the nation," it said.

"We call on the NPA to totally frustrate the extension of OBL and further intensify the level of tactical offensives to defend the

masses and the revolutionary forces, especially now that it is clearer that Benigno Aquino III is far from being interested in solving the root causes of the armed conflict by way of the peace process", the NDFP further added.

It also reiterated its challenge to Noynoy Aquino to give justice to the victims of human rights violation during the Martial Law years, of the Mendiola massacre during the term of his mother Corazon Aquino, and of the Hacienda Luisita massacre and other victims of extra-judicial killings during the US-Arroyo regime.

The Communist Party of the Philippines (CPP) denounced the harsh demolition of urban poor homes yesterday by the National Housing Authority (NHA) and the Philippine National Police (PNP) in Sitio San Roque, Barangay Bagong Pag-asa, Quezon City, calling it "bloody payment for Aquino's political debts to the big business oligarchs of Makati."

Scores were hurt when police-escorted NHA demolition teams started wrecking housing structures and applying force as long-time residents of the area fought to defend their homes. "The demolition operations were carried out by the NHA and the PNP in complete disregard of the legal and human rights of the residents and despite their pleadings for renegotiations first," said the CPP.

"The demolition of urban poor homes yesterday in Sitio San Roque was ferociously and pitilessly carried out by the NHA and PNP, showing the Aquino government's determination to pay its political debts to the Ayalas of Makati at all cost," said the CPP. The Ayalas were among the biggest contributors to Aquino's election campaign fund.

The CPP said the demolition of urban poor communities and the takeover by private businesses of land and other assets in the area are being carried out by the US-Aquino regime in accordance with its Private-Public Partnership central thrust that is being promoted by the imperialist International Monetary Fund and World Bank (IMF-WB).

The CPP pointed out that the Ayalas are the principal private investor in the P22-billion Quezon City Central Business District (QCCBD) project to build a new prime commercial and business center on the 30-hectare Sitio San Roque. Under the QCCBD, Ayala Land Inc. (ALI) plans to set up new giant commercial and business establishments in the area. The NHA expects to earn P12 billion from the sale of the property.

"The utter disregard for the rights and interests of the residents of Sitio San Roque in yesterday's demolition gives the lie to Aquino's 'Kayo ang Boss Ko!' bombast," said the CPP.

There are up to 25,000 families living in the area, many of whom have been residents for at least 20 years, and are totally dependent on some jobs and other sources of livelihood in the area. They will all be without any source of income in Montalban, Rizal where the NHA wants to relocate them. Daily fare back and forth to the area, where the residents have jobs and other livelihood, amounts to more than P100 a day. "The residents have all the legal and moral right to defend their homes and lives. They are fully justified to resist the demolition through collective action," said the CPP.

Residents were granted a temporary reprieve when a Quezon City court issued yesterday afternoon a 24-hour restraining order to stop the demolition. However, the NHA insists on pushing through with the demolition in the coming days.

"We can expect more of these forcible evictions of entire communities to be carried out by the US-Aquino regime in the next six years as it seeks to pave the way for the operations of big foreign and comprador businesses in total disregard of the aggrieved people's interests."

"Urban poor and peasant communities must brace for bigger struggles in the coming months and years to defend their land, homes, lives and interests," said the CPP.

The Cordillera People's Democratic Front (CPDF) takes exception to the press statement of 501st Bde spokesperson Capt. Adonis Banez that the AFP troops now rampaging in the Cordillera are deployed for peacekeeping purposes! The more the captain talks, the less sense he makes! What he peddles as localized peace talks are actually summary surrender procedures of the revolutionary forces. Capt. Banez does not comprehend what he is saying. Here are some points to consider. One, can the Provincial Peace and Order Council (PPOC), a creation of the GRP for its counter-insurgency campaign, be the proper forum for peace talks? Two, there are no stalled local peace talks simply because no previous local negotiations ever took place. The "stalled local peace negotiations" are only in the imagination of the 5th ID. The peace talks that only took place were between the GRP and the NDFP at the national level. Three, while Capt. Banez praises the value of peace talks, he simultaneously keeps repeating his absurd call for the revolutionary forces to lay down arms even without resolving the root causes of the armed conflict. The purpose of peace talks is to thresh out social issues that drove the exploited Filipino masses and their New People's Army to persevere in revolutionary struggle. So any call for surrender is really comical and an insult to the intelligence of the revolutionary forces and the people. Does Capt. Banez now realize why he makes no sense at all? His name-calling won't do him any good and only shows how good he is at parroting the lines of his superiors.

How can Capt. Banez claim that the soldiers' role in the Cordillera is keeping the peace? Military units turn villages into garrisons by sleeping under or inside houses, or by arrogantly occupying barangay halls, public school buildings and dap-ays. They do this to protect themselves from imagined attacks from the NPA. Residents have written and sent text messages to local newspapers complaining that the operating troops, while staying inside barrio, have even dared to court married women.

The military is being illogical when it insists that localized peace talks can solve current social problems. Can Capt. Banez or even 5th ID commander MGen. Rommel Gomez solve the basic problems of land reform and national industrialization, or the features of the national oppression of the people of the Cordillera? The military's insistence on localized peace talks are meant to sabotage the previous achievements of national peace talks between the GRP and the NDFP, such as the Comprehensive Agreement on the Respect of Human Rights and International Humanitarian Law (CARHRIHL), the Hague Joint Declaration, and the Joint Agreement on Security and Immunity Guarantees (JASIG).

Adhering to the dictum that a lie repeated a thousand times becomes the truth, Capt. Banez parrots the lie that the troops of the 52nd Division Recon Coy ambushed last July 9 were on a medical-dental mission. The truth is those troops came from a barrio where they were forcing local officials to sign an agreement to take part in the counter-insurgency campaign, and they were on their way to a conference with top military officers on how to force more local executives to become part of the counter-insurgency campaign.

Capt. Banez said the NPA violated international humanitarian law, but it is the military that has repeatedly violated human rights. Capt. Banez accused the NPA of recruiting minors, and to prove this absurd allegation, the military has produced alleged rebel returnees who are way beyond 18 years of age, if ever they were recruited at all.

The falsehoods peddled by Capt. Banez are not worth the paper they were printed on. They are part and parcel of an information campaign to demonize the revolutionary forces, and is one of the requisites for launching more military operations in the Mountain Province and the rest of the Cordillera. There are now more troops in the Mountain Province from the newly organized 86th IB, 54th IB, 50th IB, 77th IB, 52nd DRC, Special Forces, and the Scout Rangers. Why is Capt. Banez calling for peace talks when his superiors are pouring more troops into the Mountain Province and the rest of Cordillera? Greater militarization will result in a greater number of abuses committed by the military. It is clear that the peace talks the military offers is just meant to camouflage their offensive operations and cover up the dismal failure of Oplan Bantay Laya 2.

The people of the Cordillera and the CPDF will vigilantly face the divide-and-rule tactics of the AFP and GRP. The 5th ID is encouraging more Igorot youths to join the AFP and is reviving the CPLA bandit group in Eastern Mountain Province, sure signs that it desperately needs more men. The lies and deceptive tactics of the 5th ID have failed in the past and will surely fail again. These deserve to be thrown into the dustbin of history.

V.I LENIN ON GUERILLA WARFARE



Despite all attempts by the bourgeois regimes to bring the labour movement to its knees, despite all their applied repression, workers and working people are rising up to fight for their rights.

In this issue we publish materials from Russia, Ukraine, Kazakhstan, on the unfolding struggle.

Especially interesting are the letters of young readers of our newspapers, including political prisoners. Political prisoners from the "Odessa case" have not given up, have not broken, have not betrayed their communist beliefs. They, from the torture chambers continue their publicist, ideological, moral fight –- to defend their communist beliefs and ideals that call for working people not to give up and fight for the overthrow of the power of capital.

Noteworthy is the article of our reader Vikhrev about events in Primorye. And in this context I would like to learn from the experience of our Leninist party, the experience of the revolution of 1905-1907, when Lenin and the Bolsheviks paid much attention to the question of armed struggle in general and the partisan struggle in particular.

Analyzing the “Lessons of the Moscow Uprising” (works, vol.13, pp. 369-377, August 1906 - Russian) – of the December armed uprising in Moscow in 1905, - and the reasons for his defeat, Lenin noted that the general strike as an independent and main form of struggle, had outlived its usefulness, what with the spontaneous, irresistible force coming out of these narrow confines and producing the highest form of struggle, the uprising. "The strike grew into an uprising, especially under the pressure of the objective conditions" (p. 370).

"From the strikes and demonstrations to individual barricades. From individual barricades to massive construction of barricades and street fighting with the army. Over the head of organizations, mass proletarian struggle crossed over from strike to uprising. In this, lies the greatest historic gain of the Russian Revolution reached by December 1905, the gain, bought, as in all the previous ones, at the price of enormous sacrifices "(p.370-371).

"And now we must, finally, openly and publicly recognize the inadequacy of political strikes, to agitate among the broadest masses for armed insurrection ... To hide from the masses the need for a desperate, bloody, destructive war as the immediate task of impending action, means, to deceive oneself, and the people"(p.372).

"... The inevitable wavering of troops, whatever the true people's movement, leads under the aggravation of the revolutionary struggle to a true struggle for winning over the troops. The Moscow uprising shows us exactly the most desperate, most furious fighting of reactionary power and the revolution for winning over the support of the army"(p. 372).

Lenin, analyzing the causes of the defeat of the December armed uprising, reminds the revolutionaries of Marx's words, "who wrote that insurrection is an art and that the main rule of this art –is the desperately brave, final, decisive assault" (p.374). "We should ring all the bells on the need for a bold offensive and attack with weapons in hand, on the need for extermination with this, of the commanders, and the most energetic struggle for the wavering troops "(p.374).

"Moscow - Lenin notes – put forth "new barricade tactics." These tactics were the tactics of guerrilla warfare. The organization, using such tactics would be mobile and very small detachments of tens, triples, or even two people "(p.374-375).

Lenin went on to note that Moscow put forward a new tactic of guerrilla warfare, but did not develop it. "Vigilantes were insufficient in numbers, the mass of workers had not received the slogan of bold attacks and did not use it, the nature of guerrilla units was too fixed, their weapons and their methods inadequate, their ability to lead a crowd was almost undeveloped" (p.375).

“Social-Democracy (Communists-FB) must recognize and adopt as their tactics this mass terror, of course, organizing and controlling it, subordinating it to the interests and conditions of the labour movement and the general revolutionary struggle ... "(p. 375).

The heroic struggle of several thousand armed Moscow workers lasted 9 days. Tsarism sent troops into Moscow, many times higher in strength than the rebel forces, had used artillery against the barricade and drowned the uprising in blood. The Moscow Committee of Bolsheviks was arrested, and the rebels did not have a single centre, fought piecemeal and limited themselves to defence. This was the main source of weakness of the Moscow uprising and one of the reasons for his defeat (material from the History of the CPSU (b), OGIZ, Gospolitizdat, 1945, p. 79).

Lenin, in the above work, notes that "military tactics depends on the level of military equipment - Engels chewed upon this truth and put it into the mouth of Marxists." (p.374).

The Bolsheviks after the defeat of the Moscow uprising did not lost heart. They believed that there was an impending new wave of armed struggle and proposed to prepare for it more carefully, prepare weapons and to really confront the armed to the teeth, Tsar’s punitive forces, called on them step up the fight to win over the wavering troops, which mainly consisted of peasants dressed in soldiers' uniforms. "We can and must take advantage of improving technology, to teach the workers’ detachments to make bombs en-mass, to help them and our fighting squads to stock up explosives, fuses and automatic rifles. With the participation of the working masses in the urban uprising, with a mass attack on the enemy with a strong skillful fight for winning over the army, which will waver even more ..., ensuring the participation of the countryside in the common struggle - victory will be ours in the next all-Russian armed uprising" (p.376 ).

Lenin ends this work on an optimistic note with a deep faith in the creative forces of the revolutionary working class, - "Let us remember that the great mass struggle is nearing. This will be an armed uprising. It should be, if possible, at the same time. The masses must know that they are going on an armed, bloody, desperate struggle. Contempt for death must be spread among the masses and ensure victory. The attack on the enemy must be the most vigorous; attack and not defence should be the slogan of the masses, the ruthless extermination of the enemy – will be their task; the organization of the struggle will be developed mobile and flexible; the wavering elements among troops will be drawn into active struggle. The party of the politically conscious proletariat must fulfil its duty in this great struggle (p.376-377).

Lenin devoted questions on guerrilla action in his special work "The Guerrilla War" (PSS, v.14, p.1-12, September 1906). Speaking of forms of struggle, Lenin noted that, firstly, "Marxism is different from all the primitive forms of socialism in that it does not connect the movement of any one particular form of struggle. He recognizes a variety of forms of struggle, does not "invent" them, but merely summarizes, organizes, gives consciousness to those forms of struggle of the revolutionary classes, which arise of themselves in the course of the movement "(p. 1). "Marxism in this respect is learning, so to speak, from mass practice, far from the claims to teach the masses invented "forms of struggle" by armchair" systematists (p. 2).

"Secondly, Marxism demands an absolutely historical consideration of the question on forms of struggle" (p. 2). "At different stages of economic evolution, depending on various political, national, cultural, domestic conditions etc., various forms of struggle are put forward and become the principal forms of struggle, and in connection with this, in turn, secondary and less important forms of struggle are modified, "(p. 2).

"Armed struggle pursues two different objectives ... this struggle is aimed, firstly, to the murder of individuals, superiors and subordinates in the military and police - and secondly, to confiscate the funds from government and private entities. Confiscated funds go to the party, part of it goes towards the armament and preparation of the uprising, and part of it towards the maintenance of those leading the struggle characterized by us"(p. 4). "The worsening political crisis to the point of armed struggle and in particular the worsening poverty, hunger and unemployment in villages and towns have played a major role among the reasons for the described form of struggle" (p. 4). "The spreading of the "guerilla" struggle namely after December and its connection with the aggravation of not only the economic but also political crisis are obvious. Old Russian terrorism used to be the affair of the intellectual-conspirator, but now the guerrilla struggle is carried out, as a general rule, by a worker-fighter or simply an unemployed worker "(p.5-6).
"Guerrilla struggle is an inevitable form of struggle at a time when the mass movement is actually ready for an uprising, and when enter more or less large intervals between "major battles" in a civil war" (p.7).

"A Marxist stands on the class struggle, and not on social peace. In certain periods of acute economic and political crises, the class struggle develops to outright civil war, i.e. armed struggle between two sections of the people "(p.8). "In the era of civil war, the ideal party of the proletariat is a belligerent party "(p.8). And Lenin concludes: "It should learn to fight" (p.9).

“In such an era, in an era of nation-wide political strikes, the uprising cannot be moulded into the old form of individual acts, limited by very short time and very small areas. It is natural and inevitable that the revolt takes higher and more complex forms of a continual civil war covering the whole country, i.e. armed struggle between the two sections of the people "(p.11).

"Social-Democracy (communists -FB) must necessarily set its goal of the establishment of such organizations, which would be most able to lead the masses in these large-scale battles and, if possible, in small skirmishes. Social democracy (communists) in an era of intensified class struggle up and to civil war, should set itself the task of not only participation, but also the leadership role in this civil war. Social democracy (communists) must educate and prepare their organizations to ensure that they really act as a belligerent party, and not to miss a single opportunity to inflict damage on enemy forces" (p.11).

The Draft resolution “guerrilla fighting operations”, as proposed by the Bolsheviks to the IV (amalgamating) Congress of the RSDLP (Russian Social Democratic Labour Party) (April 1906) was written precisely in the Leninist revolutionary spirit. The Congress however, where the majority were Mensheviks had adopted the more subdued version of the Resolution. But on the V (London) RSDLP Congress (April-May 1907), when it became clear that the revolution had subsided, the Bolsheviks in the draft resolution to Congress “About guerrilla actions" wrote: "At the moment, in the absence of conditions for a mass revolutionary upheaval, guerrilla actions are undesirable and congress recommends an ideological struggle with them, and that it is also permissible under the conditions of mass revolutionary struggle, guerrilla performances can be carried out only at the initiative of local party committees, with the permission of the regional centres, and under their strict control. A system of party militia, which consists of military training for all party members within the existing party cells are a form of combat organizations, with the most appropriate task of training the militant vanguard of the proletariat for an armed uprising, (CPSU in Resolutions and Decisions of Congresses, Conferences and Central Committee Plenums, Moscow, Politizdat, 1983 , Volume 1, s.254-255).

Today, the DPRK (North Korea) celebrates the 62 - anniversary of its foundation by the great leader Comrade Kim Il Sung. The people of the DPRK call their country "Kim Il Sung Korea."

The history of socialist Korea is a story of constant struggle for independence and an independent course of development, for social and economic progress. This is a grand story of creation, which began from zero, from the day of national liberation on August 15, 1945, and reached at this time, the heights of civilization, culture, education, high-capacity in the economy, science and defence deterrence, achieved in extremely difficult conditions of constant confrontation with the aggressive imperialist world led by the United States. The history of the DPRK is a history of building a socialist state relying only on its own strength, which makes a special tribute to the heroic labour of the people of the DPRK and its leaders - Comrade Kim Il Sung and Comrade Kim Jong Il. In the DPRK, everything is placed at the service of the peoples’ masses.

A highly developed society in all respects can be created only when the population is of a high-level of education, with a high degree of availability to each person to enjoy the achievements of human civilization. The first question on the agenda of the young newly born country in 1948 became the organization of public education, universal compulsory education, a network of primary and secondary schools, colleges and universities. As a result of the tremendous work in this direction, the country with a total of 12 people with higher education in August 1945, in a short period of history became a country of universal literacy, where training covers all segments of the population of all ages. National cadres, trained by their own strengths, play a leading role in science, economic management and the state... The DPRK carefully relates to its 5-thousand year old country's history, developing distinctive Korean culture.

A lot of attention is paid by the state and the Workers’ Party of Korea (WPK) to public health.

Recently, in the sphere of health, a network system of health care based on modern scientific and technological achievements has been established. Computer diagnosis using fiber optics, ensure timely diagnosis of disease and disease prevention by skilled people, even in the most remote areas from the capital of the country.
Housing issues are also always in the spotlight of the Party and State. Everywhere there is construction of new housing and renovation of housing already in use. This concerns not only the capital and cities, but also the counties.

It always has been and remains the focus of the Party and the state in providing people with quality food and sturdy household items. Exhibitions of achievements of the national economy for a wide selection and implementation of new high quality products are held. There is continuing large-scale reconstruction of fields in agriculture for the use of mechanical tillage and crop removal, to realize new high-yield varieties of crops. Work widely carried out on the development of fisheries in agricultural cooperatives. The work goes on everywhere with enthusiasm in the wake of a new great revolutionary upsurge in the construction of a powerful socialist nation.

The state ideology of the DPRK is a communist ideology of Juche, the state policy - the policy of Songun. The DPRK is developing intensively.

In recent years, thanks to the development of domestic science in the field of space and nuclear technology, the DPRK launched into space two artificial earth satellites and built a nuclear weapon, becoming a world's nuclear power - a strong deterrent against any machinations of imperialism to wage war on the Korean peninsula, and thus - a third world war.

On appeal in 2009, by the great leader Comrade Kim Jong Il, the whole nation is taking an active part in the general offensive on the country's transition to the level of a powerful and prosperous power in 2012, the year of the 100 anniversary of the birthday of President Kim Il Sung.

He is the brain of the Party and State, an experienced military strategist and a gifted practitioner in the most severe battle against world imperialism, always winning victory in this confrontation between unequal forces. His work, successes in the development of the country, and its prestige in the international arena speak of the authority and majesty of the Leader. Therefore, the people assigning him the status as - Great - is recognition of his contribution in leading the state and concern for the welfare of the people.

We congratulate Kim Jong Il, on the 62-anniversary of the forming of the DPRK by Great Leader Comrade Kim Il Sung. On this auspicious occasion, we congratulate the leading staff of the Korean revolution and the heroic Korean people.

We also congratulate Kim Jong Il, on the the 7-th anniversary of his re-election to the highest state post in the DPRK - Chairman of the National Defence Commission of the DPRK.

On September 22, 1949 untimely passed away the wife and close friend of Kim Il Sung, the mother of Kim Jong Il, anti-Japanese heroine Kim Jong Suk.

Pyongyang, September 18 (KCNA) -- The U.S. describes sanctions and blockade as unavoidable "punitive" measures against "problematic countries" allegedly to ensure global "peace and security" and "democracy" and guarantee "human rights". But this is nothing but sheer sophism to cover up its sinister intention.

The UK Korean Friendship Association, noting that on September 8th it was 65 years since US troops first landed in south Korea, calls for the unconditional and complete withdrawal of US imperialist troops and nuclear weapons from south and the dismantlement of US bases in south Korea.Our meeting on the 18th of September wholeheartedly supported the call of the Korean Committee For Solidarity with the World People for the withdrawal of US troops from south Korea.

US troops landed in south Korea when it was not necessary for them to do so and suppressed the peoples committees.They have enforced neo-colonial rule in south Korea ruining all areas of life.The US imperialists are exploiters and plunderers.

Last September 21 1972, President Ferdinand Edralin Marcos, President of the Republic of the Philippines signed Proclamation No. 1081, placing the entire country under his firm grasp.

This measure, according to him as well as to the loyalists who supported the late dictator's measures was made in response to the growing threat of insurgency, rampant corruption, and a need for a so-called "paternalistic discipline" that may also create a new order, that is propsperous and peaceful.

Dubbed as "The revolution from the center", Proclamation 1081 boasted much of modern infrastructure, youth participation though the Kabataang Barangay, alleged progress and even land reform courtesy of a proclamation being made and signed by the late dictator-in front of farmer's organizations and landlords who supported to his cause.

However,
That "Revolution" he and his allies conceived was and is, not a revolution. It is more of a reaction that they used much populist flavor in order to curry popular support, using mere paper reforms and projects funded by foreign capital, yet on the other hand lies blood stained hands coming from them-of torture, forced disappearances, salvaging, even warantless arrests on the pretext of "capturing destabilizers" such as Communists and the legal opposition.

For sure most of us think September 21 more of a grim past trying to create a bright future, all just because of "alleged" reforms and infrastructure being made, yet despite its appeal to the people poverty remains still so are the injustices being made, with its victims yearning for justice against those who, using military responsibilities as its reason, end up being used for personal ones like silencing those who oppose their policies.

And as time goes by, this kind of a dark legacy, worthy to be remembered by the people, also becomes a day for revenge against those who oppress in the name of the system. Like in Cambodia during the socialist Heng Samrin days, wherein they celebrated the "Day of Hate", remembering and at the same time swearing to fight against the Khmer Rouge at that time. And among the slogans chanted on that so-called "Day of Hate", one of the most often repeated was "We must absolutely prevent the return of the former black darkness". And perhaps in the Pilipino setting, people would steadfastly repeated over and over again: "Never again, Never again, Never again to Martial Law!" or, in a radical sense, may chanted "Peoples war is the solution to Martial Law!"

people, remnants of the past continues to creep over and over against us. And thus, in this so called day of remembering a dreadful past, must also be a day of vigilance against the system and its schemes putting an end to the spirit of people's power. We are tired of blood soaked fools trying to vent their rage against us, and so we must respond to their wrath-in the name of genuine change, in the name of revolution.

Today, September the 21st, the National Democratic Front of the Philippines -- Mindanao (NDFP-Mindanao) joins the Filipino people in recollecting the tens of thousands of victims of grave human rights abuses upon the declaration of Martial Law. It was the Dictator Marcos's virulent edict that plunged the nation into the darkest period of its history -- 14 years of brutality when the people's national democratic aspiration was single-handedly snuffed out through unrivalled and widespread repression.

Today, 23 years since the ouster of the fascist Marcos, and after the rule of four almost equally brutal regimes from Corazon Aquino to Gloria Arroyo, the symptoms of those dark years remain with us as summary executions, enforced disappearances, barefaced militarism and other appalling forms of human rights violations continue to persist.

On account of the newly installed Aquino government, it has carried on the infamous militarist legacy of the vile period of Martial Law despite the euphoria created by Mr. Aquino's pre-programmed victory in the recent presidential elections and its hard sell campaign for 'change.'

Point of fact: During the election period, human rights violations seemed to have ebbed as the AFP neared its OBL 2 deadline. But, when it became obvious that Mr. Aquino would be the next president of the GRP, his assumption into power led to the extension of Oplan Bantay Laya 2, the resumption of which escalated to a more vicious nationwide military campaign.

Human rights abuse cases in Mindanao have risen as a direct result of this more brazen and intensive military campaign. In three regions in the island alone, Noynoy Aquino demonstrated in his 80 days in office a staggering record of 90 cases of human rights abuses, victimizing close to a thousand families and more than 8,000 individuals.

In the Southern Mindanao Region (SMR), where more than a dozen AFP battalions have been mobilized to counter revolutionary forces, 42 human rights violations cases, affecting 640 families and 7,721 individuals, have been documented. In the North Eastern Mindanao Region (NEMR), 41 cases of 14 various types of human rights abuses that affected 286 families, 1,252 individuals, 3 communities and 1 school have been recorded. The recent evacuation of nearly 300 families from communities in Surigao del Sur, Agusan del Norte and Surigao del Norte as a result of heightened AFP combat operations marked the height of barefaced militarism in the region. In the Far Southern Region of Mindanao (FSMR), 7 cases of human rights abuses committed by government troops, including rape, looting and illegal arrests, were initially documented in the months of July and August.

The New People's Army have resolutely fought back by means of launching tactical offensives to defend the well-being of the people and to preserve the gains of the revolutionary movement. There have been 59 tactical offensives thus far launched since Noynoy Aquino took his oath of office. This shows how the NPA defended revolutionary areas and the people's welfare, and how determined Red fighters are to frustrate the exacerbating militarist salvo of the new puppet regime.

Since July, the NPA in SMR was able to launch more than 20 military actions that resulted in the death of 11 enemy soldiers and CAFGU elements, and the wounding of 13. These NPA tactical offensives also led to the confiscation of a number of firearms. Similarly, with the entire Caraga Region saturated with 4 AFP battalions almost simultaneously undergoing offensive military operations, the New People's Army in NEMR has, in defense of the masses, launched 32 military actions that lent stinging blows against advancing enemy forces in the countryside. A series of 4 tactical offensives were initiated in FSMR since June 30, highlighted most recently by Red fighters launching punitive action against the most notorious land-grabber in North Cotabato in the person of Manny Piñol, which disabled his banana plantation machineries and confiscated 7 HPRs of its security personnel in Brgy. Blaas, Tulunan, North Cotabato on September 16.

Similar attacks against human rights have also been committed with impunity by the AFP, the PNP, the Cafgu and other paramilitary groups in the North Central and Western regions of Mindanao. These have been promptly responded to with NPA military action, particularly in the North Central Mindanao Region (NCMR) where 3 tactical offensives were launched.

The killing of media practitioners and workers and other vile forms of repression against them continue to worsen and do so with utter impunity. Barely a hundred days after Aquino's inauguration, three media persons have been murdered in the country. In Mindanao, other media workers face harassment with no let up. The most vicious of these harassments is the outright termination of three media practitioners and the threat of suspension aimed at other personnel of dxDC RMN Davao for their progressive stance in public opinion.

These brazen manifestations of militarist treachery clearly show what the Filipino people could expect under Benigno Aquino III's 6-year term of 'undeclared Martial Law': more human rights violations and suppression campaigns in order to protect the interest of US imperialism and the ruling landlord and big bourgeois comprador classes.

The intensity of violence of Mr. Aquino's 'martial rule' is expected to escalate because the only way for it to prevail is to silence the people's growing clamor for genuine land reform and nationalist industrialization, while it desperately attempts to please US imperial power by agreeing to the basing rights US military forces in the country and falling subservient to its geo-political interests in the Asia-Pacific.

The attacks against revolutionary forces and the people are seen to intensify even further mainly because the New People's Army and the revolutionary masses ever more becoming the major threat to the ever decaying ruling system of the Philippine society. Also because it is a revolutionary movement that continues to stand firm in defending people's rights and is doubly steadfast in its stance against the reactionary government's militarist policies.

It is most disturbing to know that Noynoy Aquino, the son of one of the most celebrated victims of Martial Law - Ninoy Aquino, is now the one on the warpath implementing the Marcos weapon that ultimately killed his father and crushed the entire nation. But he would be mistaken to think that this fascism would go on without reckoning because Noynoy Aquino's dawn of 'undeclared Martial Law' would only usher in the further advance of the people's democratic revolution towards a new and higher level, towards the strategic stalemate phase of the people's war.

In light of these, the NDFP -- Mindanao strongly calls upon the Filipino people to unite and firmly stand against the US-backed Aquino regime's 'undeclared Martial Law' and much more against what it intends to achieve, which is the further exploitation and oppression of the nation.

We call on the NPA to totally frustrate the extension of OBL and further intensify the level of tactical offensives to defend the masses and the revolutionary forces, especially now that it is clearer that Benigno Aquino III is far from being interested in solving the root causes of the armed conflict by way of the peace process.

We also reiterate our challenge to Noynoy Aquino to give justice to the victims of human rights violation during the Martial Law years, of the Mendiola massacre during the term of his mother Corazon Aquino, and of the Hacienda Luisita massacre and other victims of extra-judicial killings during the US-Arroyo regime.
