Ulterior Aim Sought by US-S. Korea in Extending Transfer of OPCON Blasted

Pyongyang, July 3 (KCNA) -- Traitor Lee Myung Bak during his recent foreign trip committed such treachery as begging U.S. President Obama to extend the "transfer of wartime operation control (OPCON)" till 2015 and wresting an agreement on the proposal.

Rodong Sinmun Saturday observes in a signed commentary in this regard:

The above-said action betrays the scenario for a war of aggression pursued by the United States and the south Korean puppet group against the DPRK as it was a product of the sordid collusion and tie-up between the American master and his servant.

As a matter of fact, the extension of the transfer of the OPCON is little short of completely giving up the command over the armed forces of south Korea.

The group created a "security crisis" under the pretext of the warship case and adamantly opposed the transfer of the OPCON, giving the impression that something very serious would happen if south Korea received it from the U.S. under that pretence. But this is nothing but sheer sophism to cover up its traitorous nature and an unpardonable mockery and insult to the south Korean people.

It is the U.S. that got windfall from the extension of the transfer of the OPCON. The Obama administration behaves as if it had done for south Korea great favor at the south Korean puppet authorities' "request" though it was its commitment to transfer it. Lurking behind this is a sinister aim of the U.S.

It is by no means fortuitous that the above-said action created rumor that the U.S. has an initiative in all aspects such as the issue of concluding "a free trade agreement" with the south Korean puppet authorities, the issue of "sharing the upkeep for the U.S. forces " and the issue of dispatching troops to Afghanistan and the south Korean people have come under all the ensuing enormous burdens.

Having the south Korean authorities in its tight clutches in the wake of the extension of the transfer of the OPCON, the U.S. is now seeking to use the conservative group as a shock brigade for igniting a war of aggression against the DPRK.

Through its imploration and dirty bargaining for the extension of the transfer of the OPCON the Lee group self-exposed in the eyes of the world that it is the most faithful lackeys of the U.S., concludes the commentary.

Regarding President Benigno Aquino III's upcoming mess

Last last week, our dear beloved President promised us of a bright future, all completed with confetties, star-studded guests and of ideas willing to flow. The event seemingly gave us a time to get in touch with him as he spoke all the sugar-coated statements that as if like opium to ease our feelings.

But then,
As he gained over and worked in his first few days of his administration, same problems were and are still encountered by the people. Land reform, extrajudicial killings, including Gloria Arroyo's scandals still haunting him and his term and now trying to unscathe the sword of war as the administration also reaffirm the "age-old" tradition of destroying the left, both legal, semilegal and illegal initiators of action.

True, as according to the recent events being told by our news sources:

"The violent dispersal of peasant demonstrators near Mendiola Bridge last July 3 2010, wherein 40 peasant demonstrators were arrested during the violent dispersal. Among the demonstrators were farm workers from the Aquino-Cojuangco-owned Hacienda Luisita in Tarlac."

"A municipal councilor and Bayan Muna member, whose name is Fernando Baldomero was shot in front of his house in Estancia, Kalibo, Aklan, last July 5, 2010 around 6:15 a.m. by two unidentified men."


All of these, aside from the Arroyo-initiated killings and atrocities (like the Morong 43, the Maguindanao Massacre, and other AFP and paramilitary-initiated actions) continue to create a widespread hindrance to change as what the President said to. True, since the actions being taken were and are contrary to the words being spoken like "putting the murderers to justice" and the like.

And as what I have expected, will the government do so? For sure it end up unresolved especially to the atrocities made by the military, Palparan for example, would still insist his actions as "related to anti-insurgency" operations as what the Inquirer article entitled "An official guide for spotting communists" said:

"...Communism must be wiped out, says the ex-general. It is easy to distinguish a communist. A communist follows a set of unquestioned beliefs, and promotes his ideology as if it will lead to paradise. As by his definition devout Roman Catholics can also be considered enemies of the state, it is to the benefit of Catholics (as well as Christians, Muslims and Bayani Fernando supporters) that the good congressman offered another standard for hunting down communists. A communist, says Palparan, can also be distinguished by body language."

"...For Palparan, the entire left is communist. Progressives are communist. All moderates, says Palparan, will all become communist..."

"...He believes all communists should be prosecuted, not only members of the New People’s Army. His legislative platform boils down to a single promise: to return the repealed Anti-Subversion Law, the same law repealed in 1986 that gave President Ferdinand Marcos the excuse to throw thousands of lawyers, doctors, journalists, human rights activists and the occasional senator into jail, the same law that has been repealed all over the democratic world, in recognition of the fact that freedom of expression and assembly cannot be penalized simply because what is expressed is contrary to the state..."

"Given Palparan’s definition of what a subversive is—a leftist-cum-moderate-cum-human rights activist—an anti-subversion law will toss a feminist whose body language seems “communist” into prison, as well as half the Inquirer’s editorial staff."

And lastly, his statement, that really unveiled his colours as a butcher:

"Perhaps I inspired some people. My involvement, if I have to be guilty, is that I inspire people to violate the law."

If that's the case, will the current government be brought him to justice no matter how "achievements" he did? For sure like the Nazis, Ustase and other right wingers would call it "an order" but it end up enjoying it. And in a system where vendetta is government sponsored, right-wingers like him are still worthy no matter how atrocities are made "as long as it benefits the rotten system."

Well...
Noticing the "step-by-step" unveiling the sword of war over the Progressives, what is change and of the promised unity and reconciliation with justice if the system insists in extrajudicial action sponsored by the imperialists and of the elite? Like the President's mother, as well as the past administration, for sure a new wave of atrocities will come amongst the ranks of right-wingers posing as democrats. People! We must remain vigilant before these happens again!

Pyongyang, July 2 (KCNA) -- July 3 is the 80th anniversary of the formation of the Society for Rallying Comrades, the first revolutionary party organization in Korea.

On this occasion, the Korean people are recollecting the feats performed by President Kim Il Sung in creating a brilliant example in founding a Juche-type revolutionary party in his teens on the basis of the historic truth that the party plays the role of the general staff in the revolution and that victory in the revolution depends on the role of the party,.

He chose a new road in formulating the principles and mode of party founding and explored a new way of preparing hard-core leading members and the mass foundation. He, with ceaseless thinking and revolutionary practice, set forth a unique policy of founding a party not from top level but from lower level with the formation of a basic party organization. A day after the Kalun meeting, he formed the Society for Rallying Comrades.

The name of the organization embodies the high aims and will of the President, who was taking the first step in the revolution by winning over comrades, and who was determined to develop the revolution and achieve its final victory by continually mustering and rallying comrades who would share the same fate with him.

He wrote in his reminiscences "With the Century", "We felt the urge to fire big guns, not just pistols, in commemoration of the formation of the first party organization" .

The first party organization, the embryo and seed of the Workers' Party of Korea, served as the parent body in forming and expanding the basic organizations of the party.

KCNA Commentary Refutes Declaration of G-8 Summit

Pyongyang, July 2 (KCNA) -- The declaration adopted at the Canada G-8 summit criticized the DPRK, linking it with the "Cheonan" case.

This can not but be an unjust and arbitrary practice openly perpetrated by the G-8 against the DPRK, dancing to the tune of the United States.

The declaration pulled up the DPRK, though indirectly, referring to south Korea's "results of investigation" into the "Cheonan" case. This is an insult to the DPRK.

The results are beset with doubts and contradictions. Heads of state of G-8, however, hastily handled the case in a deliberate manner only to prove that they sought a sinister political purpose.

A touch-and-go situation is now prevailing on the Korean Peninsula.

The inter-Korean relations have been completely cut off and the situation is inching close to a war phase. It is highly regretful that the G-8 summit played into the hands of specified forces at this sensitive moment, serving as a tool for attaining their political purpose while paying no heed to regional and world stability.

The DPRK flatly rejects the declaration as a clumsy hackwork which admits of no argument.

What is of paramount importance at present is to pay primary attention to objectively probing the truth behind the case of warship sinking in face of the U.S. high-handed and arbitrary practices and make correct judgment favorable for peace and stability of the region.

Should some forces persist in their anti-DPRK moves as evidenced by the G-8's hasty adoption of the declaration critical of the DPRK based on unilateral "results of investigation" , not on objective confirmation of the truth, they will have to bear full responsibility for the ensuing consequences.

It is a pipe dream of a fool to try to shift the responsibility for the case of warship sinking on to the DPRK and put international pressure upon it.

The Communist Party of the Philippines (CPP) today condemned the violent dispersal of peasant demonstrators near Mendiola Bridge yesterday afternoon, calling the act "a signal fire of the new Aquino regime against the mass movement of peasants and their continuing clamor for genuine agrarian reform."

At least 40 peasant demonstrators were arrested during the violent dispersal. Among the demonstrators were farm workers from the Aquino-Cojuangco-owned Hacienda Luisita in Tarlac. A number of demonstrators were hurt and brought to hospitals.

The demonstrators led by the Kilusang Magbubukid ng Pilipinas (KMP) have been camping out at the vicinity of the Mendiola Bridge since Aquino's inauguration last Wednesday. They intended to stay in the area to press the new government to address the issue of land reform, and specifically to voice their demand to scrap the Stock Distribution Option (SDO) and thus allow the distribution of the Hacienda Luisita land to the farmers and farm workers.

"Yesterday's dispersal cannot but make us recall the Mendiola Massacre of 1987 during the incumbency of Corazon Aquino where thousands of demonstrators demanding land reform were dispersed with gunfire, killing at least 13 marchers," said the CPP. "It also reminds us of the Hacienda Luisita Massacre of 2004, for which current president Noynoy Aquino was personally culpable, and the subsequent killings of leaders and advocates of the peasant movement in Tarlac."

The CPP noted that the Aquino government has yet to make any commitment to undertake land reform. "He has spoken of providing marketing services to farmers, but ignores the more fundamental problem of land monopoly ownership by landlords that has been subjecting millions of peasants to oppression and exploitation for centuries."

"By turning a deaf ear to the growing clamor for land reform, Noynoy Aquino is bound to incite more peasant unrest," said the CPP. "His callousness to the demands of the peasant masses will only succeed in pushing more and more people to the path of revolutionary armed struggle."

The Communist Party of the Philippines (CPP) today welcomed the statements of the Aquino government's peace adviser Teresita Deles reciprocating earlier declarations of the National Democratic Front of the Philippines (NDFP) that it remains open to the resumption of formal peace negotiations between the NDFP and the Government of the Republic of the Philippines (GRP).

Deles yesterday said the Aquino government is committed to providing a "negotiated settlement" to the raging armed conflict in the Philippines. She said she has already sent messages to the NDFP seeking the resumption of peace negotiatations.

To resume and push forward the peace negotiations, the Aquino government needs to commit itself to all previous agreements, including The Hague Joint Declaration of 1992 which set the guiding principles, framework, agenda and procedures for the talks, the Joint Agreement on Safety and Immunity Guarantees (JASIG) and the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL).

The CPP also urged the Aquino government to resolve the outstanding cases of abduction and enforced disappearance of NDFP peace consultants including Leo Velasco, Prudencio Calubid and Rogelio Calubad and their staff members. It also called for the immediate release of Eduardo Sarmiento, Eduardo Serrano, Edgardo Sacamay, Glicerio Pernia, Angela Ipong, Jaime Soledad, Randy Malayao, Alfredo Mapano, Jovencio Balweg, and other NDFP consultants who were arrested during the previous Arroyo regime and continue to languish in the GRP's detention centers.

These cases of abduction, enforced disappearance and illegal detention were carried out by the Arroyo regime in gross violation of the JASIG and CARHRIHL.

In 2007, the Arroyo regime also plotted with the US intelligence and Dutch police in filing trumped-up murder charges in a Dutch court against NDFP chief political consultant Jose Ma. Sison and having him arrested in 2007. Sison was subsequently released after the Dutch court determined that Sison was not guilty of the charges.

The NDFP-GRP peace negotiatations have been practically stalled since 2004 when the Arroyo regime reneged on most of its commitments in the peace talks. Among these was the commitment to take steps to undo the Arroyo regime's collusion with the US to campaign for the inclusion of the CPP, NPA and NDFP chief consultant Jose Ma. Sison in the US and other imperialists' list of "foreign terrorists." The NDFP also asked for the release of 14 illegally detained and missing peace consultants, but the Arroyo government only conditionally released two of them.

The Communist Party of the Philippines (CPP) today dismissed "as a big joke" the declaration yesterday by newly installed Armed Forces of the Philippines (AFP) Chief of Staff Lt. Gen. Ricardo David that the military can put an end to the revolutionary armed struggle within three years.

The CPP said "General David's statement is hilarious, coming in the wake of the AFP's failure to meet its previous deadline of reducing the New People's Army (NPA) to insignificance by the end of Arroyo's term last June 30. General David even contradicts the new Defense Secretary Voltaire Gazmin's statement a day earlier that Aquino's administration "would not make the same mistake committed by its predecessor by imposing impossible deadlines for counter-insurgency efforts versus the ongoing people's war."

"Like the June 2010 deadline set by previous regime, the AFP chief of staff's statement which now sets another three years to defeat the revolutionary armed struggle is another pipedream. From as early as the Marcos fascist dictatorship, defense secretaries, AFP chiefs and other top officials of the fascist military have all kept repeating similar declarations only to have these blow up in their faces," said the CPP.

The CPP said further that General David and Secretary Gazmin and the newly installed Aquino regime must resolve among themselves their approach to the ongoing revolutionary war raging in the country, especially after the Aquino regime has reciprocated the National Democratic Front of the Pilippines (NDFP)'s statements that it is open to the resumption of peace talks. Secretary Gazmin said that "We sit down and talk... the more you kill, the more enemies you create."

"In the last nine and a half years, the AFP carried out an all-out military campaign of suppresssion under the Arroyo regime's Oplan Bantay Laya. Not only has the AFP failed in its declared objective, it has further incited the people to take up arms as the military's fascist onslaught left a long bloody trail of killings, abductions, torture, mass terrorism and other violations of human rights and international humanitarian law," said the CPP.

The CPP raised concerns that General David's declaration will bring about a further spread and intensification of human rights abuses by the fascist armed forces. "By setting another three-year deadline, the AFP is bound to become more desperate and resort to intensifying brutalities against communities its fascist military regards as supportive of the NPA."

The CPP also chided the Aquino government's plan to increase the number of soldiers and police, as declared in the inaugural speech of Benigno Aquino last June 30. "Without first resolving outstanding cases of human rights abuses and atrocities perpetrated by the AFP, increasing their number can only be interpreted as a pat on the military's back and lead to more widespread violations of human rights." The CPP noted that Aquino made no similar declaration with regard the number of teachers.

"By waging guerrilla warfare with revolutionary devotion and wide-and-deep people's support, the NPA and the revolutionary forces in the countryside continue to reap victory after victory in launching tactical offensives, building the people's organized strength, advancing their agrarian and other struggles, setting up local organs of people's democratic government and expanding to more areas," added the CPP. "In the past nine years, the NPA has recruited thousands and seized thousands of weapons from the AFP, its paramilitary groups and warlord armies."

The CPP, in its current program, has called on the NPA to fully develop guerrilla warfare in order to bring the people's war from its current stage of strategic defensive to the stage of strategic stalemate in the next five years.
