TOKYO (Reuters) - A strong earthquake with a preliminary magnitude of 6.8 jolted northeastern Japan off Fukushima prefecture on Friday, the Japan Meteorological Agency said, although no damage was reported and a tsunami advisory for the area was lifted after no waves were sighted.

Some highways were closed and high-speed bullet trains were halted after the quake, public broadcaster NHK said.

A 50 cm (20 inch) tsunami advisory was issued for the coastal areas of Fukushima and Miyagi prefectures that were severely damaged by the massive March 11 quake and tsunami, but was lifted about 35 minutes later.

Tokyo Electric Power Co said no abnormalities had been found at radiation monitoring posts at the crippled Fukushima Daiichi nuclear power plant, about 240 km (150 miles) northeast of Tokyo, or the nearby Daini plant, and that cooling operations at the damaged reactors were continuing.

Tohoku Electric Power said there were no abnormalities at its Onagawa nuclear power plant, which has been shut since the March disaster.

The focus of the tremor was off the coast of Fukushima, 20 km below the earth's surface, the Japan Meteorological Agency said.

On March 11, the northeast coast was struck by a magnitude 9 earthquake, the strongest on record in Japan, and a massive tsunami that triggered the world's worst nuclear crisis in 25 years at the Fukushima Daiichi plant. The disaster left about 20,400 dead or missing.

Royal Dutch Shell says there are now only two barrels of oil a day leaking from one of its North Sea rigs. But with an estimated two hundred tons having leaked into the water over 6 days, environmentalists say the clean-up could take some time. It’s said to be the worst spill in British waters in more than a decade, and began last Wednesday. But it was only acknowledged by Shell two days later. Adam Ramsay from the UK-based People and Planet student organisation, thinks Shell and the government have been complicit in oil industry cover-ups for ages.

The Mid-Atlantic and northeastern U.S. are not the only areas dealing with holiday snowfall. Ireland was recently swathed in white on December 22, 2010. When NASA’s Terra satellite passed overhead, the Moderate Resolution Imaging Spectroradiometer (MODIS) instrument captured a true-color image of the snow. The overnight arrival of 15 cm (6 in) of snow at the Dublin airport forced its closure. Combined with the closure of the City of Derry airport, travel became quite difficult.

The Emerald Isle was swathed in white on December 22, 2010, when the MODIS instrument aboard the Terra satellite passed overhead, capturing this true-color image.

Ireland enjoys a “temperate ocean climate” (Cfb) based on the Koopen climate classification system. Such climates normally enjoy cool, cloud-covered summers and mild winters. Ireland’s climate is also moderated by the warm waters of the Gulf Stream, which flows off the western shore. Snow commonly falls only in the highest elevations; dustings may occur elsewhere a few times each year. Significant accumulations anywhere in the country are rare.

The winter of 2009-2010 was unusually cold and snowy. Called “The Big Freeze” by the British media, it brought widespread transportation problems, school closings, power failures and twenty five deaths. A low of -22.3°C (-8.1°F) was recorded on January 8, 2010, making it the coldest winter since 1978/79.

Although it has just begun, the winter of 2010-2011 threatens to be just as challenging. The earliest widespread snowfall since 1993 occurred on November 24, primarily affecting Great Britain and Scotland. Two days later snow began to cover Ireland, and the continuing severe weather has taken a toll. It has disrupted air, road and rail travel, closed schools and businesses, and caused power outages. Livestock and horses have had difficulty finding grass to eat, some relying on volunteer feeding efforts for survival. Local temperature records were broken, including a new record low for Northern Ireland of -18.7°C (-2°F) at Castlederg on December 23. As of that date, 20 deaths had been attributed to the winter weather and associated hazards.

Japan Held Nuclear Data, Leaving Evacuees in Peril*

FUKUSHIMA, Japan — The day after a giant tsunami set off the continuing disaster at the Fukushima Daiichi nuclear plant, thousands of residents at the nearby town of Namie gathered to evacuate.

Given no guidance from Tokyo, town officials led the residents north, believing that winter winds would be blowing south and carrying away any radioactive emissions. For three nights, while hydrogen explosions at four of the reactors spewed radiation into the air, they stayed in a district called Tsushima where the children played outside and some parents used water from a mountain stream to prepare rice.

The winds, in fact, had been blowing directly toward Tsushima — and town officials would learn two months later that a government computer system designed to predict the spread of radioactive releases had been showing just that.

But the forecasts were left unpublicized by bureaucrats in Tokyo, operating in a culture that sought to avoid responsibility and, above all, criticism. Japan’s political leaders at first did not know about the system and later played down the data, apparently fearful of having to significantly enlarge the evacuation zone — and acknowledge the accident’s severity.

“From the 12th to the 15th we were in a location with one of the highest levels of radiation,” said Tamotsu Baba, the mayor of Namie, which is about five miles from the nuclear plant. He and thousands from Namie now live in temporary housing in another town, Nihonmatsu. “We are extremely worried about internal exposure to radiation.”

The withholding of information, he said, was akin to “murder.”

In interviews and public statements, some current and former government officials have admitted that Japanese authorities engaged in a pattern of withholding damaging information and denying facts of the nuclear disaster — in order, some of them said, to limit the size of costly and disruptive evacuations in land-scarce Japan and to avoid public questioning of the politically powerful nuclear industry. As the nuclear plant continues to release radiation, some of which has slipped into the nation’s food supply, public anger is growing at what many here see as an official campaign to play down the scope of the accident and the potential health risks.

Seiki Soramoto, a lawmaker and former nuclear engineer to whom Prime Minister Naoto Kan turned for advice during the crisis, blamed the government for withholding forecasts from the computer system, known as the System for Prediction of Environmental Emergency Dose Information, or Speedi.

“In the end, it was the prime minister’s office that hid the Speedi data,” he said. “Because they didn’t have the knowledge to know what the data meant, and thus they did not know what to say to the public, they thought only of their own safety, and decided it was easier just not to announce it.”

In an interview, Goshi Hosono, the minister in charge of the nuclear crisis, dismissed accusations that political considerations had delayed the release of the early Speedi data. He said that they were not disclosed because they were incomplete and inaccurate, and that he was presented with the data for the first time only on March 23.

“And on that day, we made them public,” said Mr. Hosono, who was one of the prime minister’s closest advisers in the early days of the crisis before being named nuclear disaster minister. “As for before that, I myself am not sure. In the days before that, which were a matter of life and death for Japan as a nation, I wasn’t taking part in what was happening with Speedi.”

The computer forecasts were among many pieces of information the authorities initially withheld from the public.

Meltdowns at three of Fukushima Daiichi’s six reactors went officially unacknowledged for months. In one of the most damning admissions, nuclear regulators said in early June that inspectors had found tellurium 132, which experts call telltale evidence of reactor meltdowns, a day after the tsunami — but did not tell the public for nearly three months. For months after the disaster, the government flip-flopped on the level of radiation permissible on school grounds, causing continuing confusion and anguish about the safety of schoolchildren here in Fukushima.

Too Late

The timing of many admissions — coming around late May and early June, when inspectors from the International Atomic Energy Agency visited Japan and before Japan was scheduled to deliver a report on the accident at an I.A.E.A. conference — suggested to critics that Japan’s nuclear establishment was coming clean only because it could no longer hide the scope of the accident. On July 4, the Atomic Energy Society of Japan, a group of nuclear scholars and industry executives, said, “It is extremely regrettable that this sort of important information was not released to the public until three months after the fact, and only then in materials for a conference overseas.”

The group added that the authorities had yet to disclose information like the water level and temperature inside reactor pressure vessels that would yield a fuller picture of the damage. Other experts have said the government and Tokyo Electric Power Company, known as Tepco, have yet to reveal plant data that could shed light on whether the reactors’ cooling systems were actually knocked out solely by the 45-foot-tall tsunami, as officials have maintained, or whether damage from the earthquake also played a role, a finding that could raise doubts about the safety of other nuclear plants in a nation as seismically active as Japan.

Government officials insist that they did not knowingly imperil the public.

“As a principle, the government has never acted in such a way as to sacrifice the public’s health or safety,” said Mr. Hosono, the nuclear disaster minister.

Here in the prefecture’s capital and elsewhere, workers are removing the surface soil from schoolyards contaminated with radioactive particles from the nuclear plant. Tens of thousands of children are being kept inside school buildings this hot summer, where some wear masks even though the windows are kept shut. Many will soon be wearing individual dosimeters to track their exposure to radiation.

At Elementary School No. 4 here, sixth graders were recently playing shogi and go, traditional board games, inside. Nao Miyabashi, 11, whose family fled here from Namie, said she was afraid of radiation. She tried not to get caught in the rain. She gargled and washed her hands as soon as she got home.

“I want to play outside,” she said.

About 45 percent of 1,080 children in three Fukushima communities surveyed in late March tested positive for thyroid exposure to radiation, according to a recent announcement by the government, which added that the levels were too low to warrant further examination. Many experts both in and outside Japan are questioning the government’s assessment, pointing out that in Chernobyl, most of those who went on to suffer from thyroid cancer were children living near that plant at the time of the accident.

Critics inside and outside the Kan administration argue that some of the exposure could have been prevented if officials had released the data sooner.

On the evening of March 15, Mr. Kan called Mr. Soramoto, who used to design nuclear plants for Toshiba, to ask for his help in managing the escalating crisis. Mr. Soramoto formed an impromptu advisory group, which included his former professor at the University of Tokyo, Toshiso Kosako, a top Japanese expert on radiation measurement.

Mr. Kosako, who studied the Soviet response to the Chernobyl crisis, said he was stunned at how little the leaders in the prime minister’s office knew about the resources available to them. He quickly advised the chief cabinet secretary, Yukio Edano, to use Speedi, which used measurements of radioactive releases, as well as weather and topographical data, to predict where radioactive materials could travel after being released into the atmosphere.

Speedi had been designed in the 1980s to make forecasts of radiation dispersal that, according to the prime minister’s office’s own nuclear disaster manuals, were supposed to be made available at least to local officials and rescue workers in order to guide evacuees away from radioactive plumes.

And indeed, Speedi had been churning out maps and other data hourly since the first hours after the catastrophic earthquake and tsunami. But the Education Ministry had not provided the data to the prime minister’s office because, it said, the information was incomplete. The tsunami had knocked out sensors at the plant: without measurements of how much radiation was actually being released by the plant, they said, it was impossible to measure how far the radioactive plume was stretching.

“Without knowing the strength of the releases, there was no way we could take responsibility if evacuations were ordered,” said Keiji Miyamoto of the Education Ministry’s nuclear safety division, which administers Speedi.

The government had initially resorted to drawing rings around the plant, evacuating everyone within a radius of first 1.9 miles, then 6.2 miles and then 12.4 miles, widening the rings as the scale of the disaster became clearer.

But even with incomplete data, Mr. Kosako said he urged the government to use Speedi by making educated guesses as to the levels of radiation release, which would have still yielded usable maps to guide evacuation plans. In fact, the ministry had done precisely that, running simulations on Speedi’s computers of radiation releases. Some of the maps clearly showed a plume of nuclear contamination extending to the northwest of the plant, beyond the areas that were initially evacuated.

However, Mr. Kosako said, the prime minister’s office refused to release the results even after it was made aware of Speedi, because officials there did not want to take responsibility for costly evacuations if their estimates were later called into question.

A wider evacuation zone would have meant uprooting hundreds of thousands of people and finding places for them to live in an already crowded country. Particularly in the early days after the earthquake, roads were blocked and trains were not running. These considerations made the government desperate to limit evacuations beyond the 80,000 people already moved from areas around the plant, as well as to avoid compensation payments to still more evacuees, according to current and former officials interviewed.

Mr. Kosako said the top advisers to the prime minister repeatedly ignored his frantic requests to make the Speedi maps public, and he resigned in April over fears that children were being exposed to dangerous radiation levels.

Some advisers to the prime minister argue that the system was not that useful in predicting the radiation plume’s direction. Shunsuke Kondo, who heads the Atomic Energy Commission, an advisory body in the Cabinet Office, said that the maps Speedi produced in the first days were inconsistent, and changed several times a day depending on wind direction.

“Why release something if it was not useful?” said Mr. Kondo, also a retired professor of nuclear engineering at the University of Tokyo. “Someone on the ground in Fukushima, looking at which way the wind was blowing, would have known just as much.”

Mr. Kosako and others, however, say the Speedi maps would have been extremely useful in the hands of someone who knew how to sort through the system’s reams of data. He said the Speedi readings were so complex, and some of the predictions of the spread of radiation contamination so alarming, that three separate government agencies — the Education Ministry and the two nuclear regulators, the Nuclear and Industrial Safety Agency and Nuclear Safety Commission — passed the data to one another like a hot potato, with none of them wanting to accept responsibility for its results.

In interviews, officials at the ministry and the agency each pointed fingers, saying that the other agency was responsible for Speedi. The head of the commission declined to be interviewed.

Mr. Baba, the mayor of Namie, said that if the Speedi data had been made available sooner, townspeople would have naturally chosen to flee to safer areas. “But we didn’t have the information,” he said. “That’s frustrating.”

Evacuees now staying in temporary prefabricated homes in Nihonmatsu said that, believing they were safe in Tsushima, they took few precautions. Yoko Nozawa, 70, said that because of the lack of toilets, they resorted to pits in the ground, where doses of radiation were most likely higher.

“We were in the worst place, but didn’t know it,” Ms. Nozawa said. “Children were playing outside.”

A neighbor, Hiroyuki Oto, 31, said he was working at the plant for a Tepco subcontractor at the time of the earthquake and was now in temporary lodging with his wife and three young children, after also staying in Tsushima. “The effects might emerge only years from now,” he said of the exposure to radiation. “I’m worried about my kids.”

Seeds of Mistrust

Mr. Hosono, the minister charged with dealing with the nuclear crisis, has said that certain information, including the Speedi data, had been withheld for fear of “creating a panic.” In an interview, Mr. Hosono — who now holds nearly daily news conferences with Tepco officials and nuclear regulators — said that the government had “changed its thinking” and was trying to release information as fast as possible.

Critics, as well as the increasingly skeptical public, seem unconvinced. They compare the response to the Minamata case in the 1950s, a national scandal in which bureaucrats and industry officials colluded to protect economic growth by hiding the fact that a chemical factory was releasing mercury into Minamata Bay in western Japan. The mercury led to neurological illnesses in thousands of people living in the region and was captured in wrenching photographs of stricken victims.

“If they wanted to protect people, they had to release information immediately,” said Reiko Seki, a sociologist at Rikkyo University in Tokyo and an expert on the cover-up of the Minamata case. “Despite the experience with Minamata, they didn’t release Speedi.”

In Koriyama, a city about 40 miles west of the nuclear plant, a group of parents said they had stopped believing in government reassurances and recently did something unthinkable in a conservative, rural area: they sued. Though their suit seeks to force Koriyama to relocate their children to a safer area, their real aim is to challenge the nation’s handling of evacuations and the public health crisis.

After the nuclear disaster, the government raised the legal exposure limit to radiation from one to 20 millisieverts a year for people, including children — effectively allowing them to continue living in communities from which they would have been barred under the old standard. The limit was later scaled back to one millisievert per year, but applied only to children while they were inside school buildings.

The plaintiffs’ lawyer, Toshio Yanagihara, said the authorities were withholding information to deflect attention from the nuclear accident’s health consequences, which will become clear only years later.

“Because the effects don’t emerge immediately, they can claim later on that cigarettes or coffee caused the cancer,” he said.

The Japanese government is considering monitoring the long-term health of Fukushima residents and taking appropriate measures in the future, said Yasuhiro Sonoda, a lawmaker and parliamentary secretary of the Cabinet Office. The mayor of Koriyama, Masao Hara, said he did not believe that the government’s radiation standards were unsafe. He said it was “unrealistic” to evacuate the city’s 33,000 elementary and junior high school students.

But Koriyama went further than the government’s mandates, removing the surface soil from its schools before national directives and imposing tougher inspection standards than those set by the country’s education officials.

“The Japanese people, after all, have a high level of knowledge,” the mayor said, “so I think information should be disclosed correctly and quickly so that the people can make judgments, especially the people here in Fukushima.”

The government of the Philippines has long since targeted to increase mining investments in the country, citing as priority the mineral-rich regions of Compostela Valley in Mindanao and the Cordillera region. Particular in the Cordillera region, where all six provinces have mining applications, Abra is considered priority as a result of the pending mining applications of large scale mining companies in the entire province. Processing of these mining applications as well as mining operations continue not only in the Cordillera but also in the entire country in pursuance with the government’s target to attract $ 10-13 B despite opposition from different sectors and communities, more importantly those directly affected by these mining operations.

Over 14059.000 hectares in the municipalities of Bucloc, Boliney and Daguioman in South Central Abra are currently under application for a mining exploration permit by Adanacex Resources Inc. Pending applications are required to undergo thorough processes prior to approval such as the Environmental Compliance Certificate (ECC) and the Free and Prior Informed Consent of all the affected communities, not only by the LGU or a group of elders.

Consultations conducted by the National Commission on the Indigenous People (NCIP) have started since 2008. In 2009, the affected communities of Boliney adamantly opposed the exploration followed by Bucloc in June 2011 after series of consultations. Due to the failure to obtain the consent of the two municipalities, extra effort is being exerted in order to get the approval of the citizens of Daguioman. They even went so far as to bring some 40 residents of Daguioman to serve as an exposure trip to a mining site.

This, aside from consultations/talks that already took place wherein barangay captains and one elder per barangay were called upon to represent their respective communities. It is clear that Adanacex is set on obtaining the approval of the exploration permit.

Under the Philippine Mining Act of 1995, it is stated that exploration is already defined as a mining operation. This is to straighten any apprehension the people of Daguioman may be having regarding mining applications that although preliminary, once explorations prove fruitful, this marks the beginning of full-blast mining operations.

The Armed Forces of the Philippines have always been called upon by the puppet government to aid in its development aggression. Such was the experience of the people of Abra when the Cellophil Resources Corporation (CRC), with the now defunct Philippine Constabulary (PC) as its security forces, rampantly ravaged the forests while the people suffered from brutality in the hands of the PC. More recently, the previous regime of Gloria Macapagal-Arroyo implemented 10 years of the counter-insurgency program Oplan Bantay Laya 1 & 2. It was during this time that exploration by the Olympus-Pacific Mining Company was underway in Licuan-Baay, Abra and massive military operations were being conducted by the 503rd Brigade in upland municipalities in the province where the people are strongly opposed to large scale mining. The AFP has once again proven its role as security forces for mining companies through the deployment of the entire 50th IB in South Abra and 41st IB in North Abra whose operations are focused in municipalities where there are mining applications. This is under the pretense of peace and development through the Aquino regime’s Oplan Bayanihan.

In Lacub, Abra, where explorations are also currently pending, the entire Alpha Coy of the 41st IB was dispersed in all its six barangays. The municipality of Daguioman which for almost two decades has not experienced direct AFP presence is currently witness to the deployment of the Bravo Company of the 50th IB in all 4 barangays (Ableg, Tui, Pikek, Kabaruyan) led by Capt. Tambio.

Mining companies such as Adanacex Resources Inc. are hell-bent on continuously amassing large profits through extracting the country’s resources. To attain this objective, they resort to deception and dirty tactics in order to lure the people to give up their rights to ancestral land in exchange for infrastructures and other services which the government has refused to offer.
In the end, these mining operations only serve the interests of the imperialist and the local ruling class while the majority of the Filipino people suffer from the consequences of destructive mining.

The revolutionary movement is firm and resolute in its stand against all destructive, anti-people projects such as dams, large-scale mining and large-scale logging.

Collective experience has taught us that large-scale mining has neither benefited nor improved the lives of the people. As is the case in Benguet, where the longest-running mining operation by Lepanto Mining is located, many families have been displaced, livelihood destroyed, and the workers continue to struggle for their rights. We continue to face challenges bequeathed by the tireless exploitation of the ruling class. May the people of Lacub who collectively stood up against the attempt of mining companies to explore their communities serve as an inspiration to those who continue to struggle for land, life and rights. The people of Bucloc, Daguioman, Boliney, and Sallapadan (BuDaBoSa) are going to face tough challenges ahead of them. Let us not forget, however, that through collective action alone do we stand a chance of succeeding over these fights.

A YEAR after the US-Aquino2 regime took power, the miserable situation in the Ilocos-Cordillera region mirrors the dismal state of the nation. From the impoverished tobacco and palay farmers in the Ilocos provinces to the indigenous people plowing hybrid corn fields, vegetable gardens and rice terraces in the Cordillera, the empty promises of the Aquino regime are reflected in the continuing violations and betrayal of the people’s right to land, livelihood and resources.

The real boss of the Aquino administration turns out to be not the Filipino people, but US Imperialism as it furiously expands its economic interests as well as large scale corporate mines and geothermal and hydroelectric power projects in Northern Luzon and rams down the nation’s throat its Oplan Bayanihan (OPB), the so-called internal peace and security plan. It is these that exacerbate and continue to heighten the national oppression that reached ethnocidal proportion being suffered by indigenous people of the Cordillera and the Filipino people in general.

Indeed, Aquino’s Daang Matuwid turns out to be no different from the substandard Halsema Highway with its erosions and slides, close-open status and serving mainly foreign interests in extracting super profits from the region’s resources.

Despite it’s deceptive psy-war features, Oplan Bayanihan (OPB) is fast showing up it’s true vicious character compared to its failed predecessor, Oplan Bantay Laya 1 & 2 of the unheralded and despicable US-Arroyo regime. The 5th IDPA and the NOLCOM of the AFP have overzealously applied its age-old imperialist master’s tactics of ‘divide and rule’ by exploiting indigenous social, economic and political systems in its counter-insurgency operations. They target not only combatants but more so innocent civilians including minors and the elderly. Coining nice sounding contraption to hide the harshness and vileness of Oplan Bayanihan does not succeed in erasing the notoriety of the AFP as armed units of the ruling class. Changing its notorious ”Reengineered Special Operations Teams” to ”Peace and Development Operations Teams”does not do the desired trick. It succeeds though in sowing intrigues and beclouding clear provisions of peace pact pagta where armed units (AFP/PNP and/or NPA) are not covered.

Operating troops continue to quarter in schools, day-care centers, barangay halls and clinics, private homes and other public and sacred places contrary to clear provisions of CARHRIHL and Protocols of the Geneva Conventions. In many cases, families are broken up as a result of soldiers’ womanizing. Young female students are also vulnerable to abuses especially where detachments are near schools. In one case, the whole tribesmen of a young lass have to be mobilized to demand accountability of the soldier’s tribes mate when a married soldier impregnated a young first year college student. Also drunken soldiers always spark troubles with youngsters even at the flimsiest of reasons.

Oplan Bayanihan does not spare even the elderly. There is no let up to the violations of human rights even under the present regime, contrary to what the regime promised to respect human rights upon its ascension to power. In the wee hours of May 27, combat troops of the 54th IB led by a certain Lt. Roland Carinan, forced open the door of the house of the CPDF Spokesperson’s octogenarian father at Butigue, Paracelis, Mountain Province. In neighboring Alfonso Lista in Ifugao, three peasants were dragged out of their huts and brought to detachment barracks on mere suspicion of aiding or housing Red fighters. When it was found out that false charges could not prosper, the troops resorted to gathering the entire community and threatening them with reprisal if any complaint is filed against the military. And in Tinoc, Ifugao, a drunken PNP personnel under the Regional Mobile Force implementing Oplan Bayanihan in the area ran amok and killed several of his companions, killing two villagers including the civilian homeowner who invited them for a drinking sortie, and wounding another.

The outskirts of villages in Southern Abra have turned into a virtual free-fire zone as two 105 mm. howitzers were placed in Kili, Tubo from May 22-29 this year, while a mortar shell was fired several times from the church grounds of Beew, Alangtin in the same town. A civilian who purchased a carabao last May 24 in Tabacda (Baclingayan), also in Tubo, was arbitrarily accosted by a 21-man section under 2Lt. Aries M. Tagayun and got the scare of his dear life when army men arbitrarily harassed him by firing bullets near his feet three times. Movements of the population in and out of the barrios are controlled, with the troops of 50th IB commander Col. Anquillano listing the names and destination of each individual limiting their labor time thus aggravating the economic hardship of the villagers. Often, when a soldier does not like an answer from a resident, punches are thrown; and a civilian from Kili was even stripped naked for the flimsiest of accusations and detained for several hours. Fences keeping carabaos from farm fields were deliberately damaged by the military, letting loose carabaos to the rice fields causing heavy losses and destruction to their crops.

The human rights abuses run smack against the pretension of the Aquino regime to reforming the military. The continuing rampage of military operations ridicules any pretentious human rights concerns. Its ”winning the peace” mantra is nothing more than a camouflage of their concept of “peace of the graveyard” as the hallmark of OPB. Moreover, these are desperate attacks on increasingly organized people resisting the heightened intrusion of mining and other corporate economic ventures that the mercenary AFP is instructed to protect.

Economic Hardship alongside Neglect

With half of the Cordillera land area covered by various mining permit and exploration applications, further ruin of hinterland communities can be expected. Long-term effects of proposed deep-seated mining, as the Lepanto-Goldfields venture envisions, would exacerbate the destruction already impacted on municipalities such as Mankayan in Benguet. The mining operations of the US giant mining company, Phelps Dodge in Patiacan, Quirino, in Ilocos Sur and Batong Buhay, Pasil, Kalinga; Lepanto’s nine front companies planning to drill in 311,853 hectares more in 29 municipalities across six provinces; the 33 mining applications covering 292,600 hectares criss-crossing Abra; as well as Nickel-Asia’s take-over of the 194,640 hectares covered by Cordillera Exploration/Anglo-American Exploration all make a mockery of the Free Prior & Informed Consent (FPIC) process. Since the National Commission on Indigenous
Peoples (NCIP) makes it a point to invent and recognize organization of elders that eventually grant FPICs despite opposition from genuine people’s organizations, the provisions of the Indigenous People’s Rights Act (IPRA) has become a mechanism that acts as a milking cow for the corrupt bureaucracy.

With the anticipated artificial energy crisis generated by the reliance of the bulk of the country’s power supply on fossil fuels, 5 geothermal and 38 hydroelectric power projects in the Cordillera would create great havoc on the environment, not to mention the effect on the livelihood from inundated fields. Gargantuan profit is assured to these energy contractors/providers as they play in the Wholesale Electricity Spot Market wherein power supply fluctuations lead to price manipulations.

Farming communities along the Abra and Agno rivers have to contend not only with heavily-silted and highly-polluted river systems brought about by mine tailings, but also by low farm-gate prices of their produce brought about by intensified monopolization of the tobacco industry with the merger of Philip Morris and Fortune Tobacco. BT Corn farmers of eastern Ifugao and eastern Mountain Province are likewise rendered helpless under the control and manipulation of traders that press down prices to even less than P11.50 per kilo. Prices of seeds for planting are pegged at exorbitant cost wherein a kilo of corn seeds is sold at P5,000. This chemical fertilizer-dependent genetically-engineered BT Corn needs to use an herbicide called Dekalb that is also produced by the seed supplying company, Monsanto. The escalating prices of petroleum-based fertilizers and pesticides have pushed vegetable farmers in particular and all types of farming in general to an increasingly loosing venture. As a result more and more people are desperately and increasingly shifting towards the more dangerous, destructive and anarchic but relatively lucrative small-scale mining.

The Aquino regime has not only sustained but intensified the so-called quick but palliative imperialist dictated poverty alleviation program of the preceding Arroyo government– that of the dole out Conditional Cash Transfer (CCT), otherwise known as Pantawid Pamilyang Pilipino Program or 4Ps—insulting and turning the productive forces into beggars. So much funds have been spent already and yet health and school infrastructures in the 49 CCT areas in the Cordillera region have not improved or have even deteriorated. Even in the province of Benguet, ironically one of the five richest provinces in the country and also a CCT recipient, one out of three schools do not meet the minimum standard of one seat for every student. As much as 20% of the P20 billion earmarked for CCT nationwide goes to trainings, additional staff and printing of manuals and not to the actual beneficiaries – a source of corruption for the DSWD. A third of this amount is sourced out from multilateral finance institutions such as the World Bank and the Asian Development Bank, which have to be paid within 25 years. Interests alone will fetch an additional P44 billion.

Despite the more-than-modest contribution to the nation’s coffers – consistently contributing 2% to the Gross National Product – the Cordillera region’s national budget allocation only equals that of the lone province of Pangasinan and worst, five of its six provinces belong to the bottom 15 poorest in the country. Its infrastructure profile highlights the following stark data: The Cordillera region has the least total length of paved roads (899 kms.) among all regions nationwide, and the least number and length of concrete bridges (173 for 6,114 kms.) as well as the least number of total permanent bridges (250 concrete and steel) despite being the source of major tributaries and rivers that run the five mega dams in Luzon. Abra province has the least number of concrete bridges (7) nationwide.

Fomenting Political Warlordism

The shifting of political alliances facilitated by party turncoatism to strengthen the administration coalition has brought about warlord wannabes. This early, politicians have sought to consolidate control and influence over stakeholders, wherein even a state college president has been a victim of vicious ploys to replace the position with a lackey of the incumbent Congressman.

To further co-opt Cordillera political leaders and facilitate further the exploitation of its rich natural resources, a third attempt has been initiated to push for an Organic Act creating a bogus Cordillera Autonomous Region. Regional autonomy is meaningless and counter-productive when political power is held by imperialist lackeys and the elite classes of landlord-comprador bureaucrat capitalists, as well as criminals, opportunists, and hypocrites. Genuine regional autonomy can only be achieved when the nation is truly sovereign and free from the domination of imperialist and local ruling classes. When the ruling classes shout "autonomy," what the latter actually means is, "Ituno mi ti Cordillera"—“We will roast the Cordillera!" solely for their class interests.

Corresponding to this maneuver is the dangling by the Office of the Presidential Assistant for the Peace Process (OPAPP) of a so-called P400 million livelihood fund to the newly cosmetized merger group that seek to regroup the fractious and moribund Cordillera People’s Liberation Army (CPLA). The Aquino regime seeks to resuscitate the comatose CPLA in order to project some progress in peace talks that it currently sabotages thus stalling the GPH-NDFP peace negotiations. In addition, the proposed arming of allegedly 1,200 remnants of the CPLA – a dubious figure since this was the same number it presented previously when the reactionary government formally integrated them in the AFP in September 2008 – poses a threat to the stability of the political climate as another private army of Ampatuan notoriety would only be at the service of regional warlord wannabes and lackeys of any resident of Malacañang, aside from resuming its status as a special paramilitary force against the revolutionary forces.

Lessons of Advancing Struggles

It is in sheer desperation that the reactionary forces are scampering frenziedly to hamper and thwart the growing strength of the revolutionary movement and the NPA as it strives to advance the struggle to a higher stage of the people’s war in the coming years. From OPB to the resurrected CPLA, from dole outs to regional warlords, an array of obstacles, albeit futile, is being hurdled at the surging people’s struggle.

The progressive legal mass movement has made significant strides in defending the land, livelihood and rights of the indigenous people. Barricades to stop drilling, mass actions to question fraudulent FPICs launched alongside petitions and signature campaigns and confrontations from the different affected areas, all illustrate the picture of people’s response against political and economic aggression in the region.

Village folks have answered militarization by holding confrontations with CMO units right at their detachment doorsteps. Militant delegations are daringly being staged whenever rampant abuses have been committed by the military, despite their attempts to placate the civilians with psy-war savvy and an increasingly indigenized officers’ corps as well as rank and file. The genuine Cordillera Day in April this year was successfully concluded by thousands of participants despite the employment of different forms of sabotage including the use of spikes to delay vehicles along the road. Painstakingly but steadily, the revolutionary government is fast developing in the countryside, alongside genuine agrarian revolution that improves the socio-economic condition of the masses.

Noynoy Aquino can say whatever he wants in his State of the Nation, no matter how empty and unreal. He can keep parroting his hollow ‘Matuwid na daan’ line to cover up his regime’s ‘bagsak’ performance grade. His political apologists can always say, it’s too early to judge the failures of his regime in quelling both poverty and abuses in the civilian government and military establishment.

In the Ilocos-Cordillera region, the Aquino regime failed miserably. There is no clear cut difference between the present Aquino regime and the Arroyo regime it preceded. As in all the previous regimes, the Aquino regime in its first year in office failed to address but instead continued to perpetuate the historically rooted issue of national oppression being suffered by the national minorities of the Cordillera.

It failed to repeal national laws and policies that continue to violate the rights of the indigenous people over their ancestral lands and resources. Instead, it continues to deploy and launch massive militarization that continues to spawn human rights abuses—against individuals and against the collective rights of indigenous peoples. Alongside militarization comes the renewed frenzied efforts of large scale mining companies to intensify their mining ventures. Despite favorable court orders, it failed to compel its mercenary AFP and PNP to produce the body of James Balao a victim of enforced disappearance. It continues to create agencies and coddle, resuscitate and fund the comatose CPLA to misrepresent the interests of the Cordillera people.

Aquino can never stem the people’s advancing struggle regionally and nationally. The peoples’ struggle for their political and economic liberation is just and is for their bright future. Genuine agrarian reform and national industrialization perfectly serves their interests. Thus, the people’s militant and concerted action will surely continue to surge forward alongside the advancing armed struggle in the countryside, so long as the revolutionary party of the proletariat correctly leads.

It is only the national democratic revolution that will ensure genuine political autonomy and self-determination for the Cordillera people, in a people’s war that would end the ongoing ethnocide of the national minorities.

Nature is furious because of the exploitation of the big foreign capitalists, bourgeois compradors and bureaucrat capitalists. It’s high time to drive away these giant mines from our lands, mountains and seas.

This is the message that Nature wants to convey in the series of earthquakes especially in the 6th District wherein Sipalay was the hardest hit.

We cannot deny the fact that there is a fault line running the 6th District and extends up to Central Negros, Bayawan and Basay in Negros Oriental. The movements in the fault line resulted to earthquakes in the past and the present. These quakes become frequent and stronger because of the mining activities in the mountains by the recently punished Philex Mining Corp, Selenga Mining Corp, San Dominico Mining and Industrial Corp and the Maricalum Mining Corp.

The nearby seas of Cauayan, Sipalay and Hinobaan will be mined by the Philippine Alliance Integrated Mineral Development Inc. That covers 21,000 hectares to take out magnetite. The NPA is still investigating if reports are true that Chevron-Texaco has an oil exploration in the sea waters of southern Negros.

Besides the continuing quakes, the people of Sipalay is also in grave danger of the possibility that the sinking pond caused by the open pit mining of Maricalum Mining Corp will be damaged. The said pit served as a graveyard of more than 100 innocent victims murdered in the area. There is also the danger of the toxic waste to spill out when there are heavy rains since Maricalum Mining has not made any appropriate rehabilitation.

Some councilors of Sipalay has made a good move particularly SP Edmund Garenganao in pursuing an on-site inspection of Maricalum Sinking. However this fell short of pressuring the mines in its obligations of rehabilitating the surroundings and the communities cause by damages before and in the future. This is also besides their obligations to the workers and the security guards. There is an urgent need for your strong anti-mining stand.

We are reminding the officials and Brgy Captains of Sipalay led by Oscar Montilla who have agreed to welcome giant mining firms in the City that the kickbacks and grease money you received will not be enough to the damages to be caused by these mines. The people and nature itself will pursue you for retribution.

Surely these corrupt officials will even exploit these quakes to declare these areas of responsibility as calamity areas and will use the people to demand for government funds so they can dip their dirty fingers.

We call on the people to arise and demand to close these mines and for them to pay for the damages they have caused to the environment and the people. The people must also demand that government provides material and financial support cause by these quakes that have affected their livelihood.

Let us unite and act in defending the environment. Foreign mines must go. The Phil Mining Act of 1995 must be totally scrapped!

After failing to protect the environmental destroyer PHILEX Mining Corporations , the AFP particularly the 303rd Bde PA is now calling for the deployment of more troops in the mining areas of Sipalay-Hinobaan-Candoni. The 303rd Bde has recommended to the 3rd ID PA to set up more detachments, patrols and civil-military psy war operations aimed to harass poor peasants who are active against land grabbing and destruction of the environment by the mining giants. The Maranon-Montilla-Alvarez clique has become paranoid even equating destructive mining as favorable to eco-tourism and thus be fully secured by the AFP-PNP.

Cheap serial liar Col Jonas Sumagaysay has now upgraded his script from a fabricator of fantasies to a “war strategist-analyst” of the operations of the AFP vs the NPA but yet his poor understanding of the tenets of guerrilla warfare only expose him as a wheelchair commander and poor student of the science and art of war.

The NPA is a genuine peoples army because it fights for the interests of the people especially the majority who are the poor peasants and workers. The NPA is fed, clothed and cherished by the people, and its 42 fighting years of existence is a testimony of the unwavering broad and deep mass support. The NPA struggles for genuine land reform and nationalist industrialization as the key to real peoples progress, peace and developmet.

The NPA employs guerrilla strategy and tactics against a well financed and armed AFP-PNP which by nature is puppet , mercenary and fascist. Guerrila warfare is an irregular warfare using everything favorable to the NPA like terrain, weather, peoples support, alliances , tactics etc. It’s basic principle runs like this .. “ if the enemy attacks we withdraw, if the enemy camps, we harass, if the enemy withdrew we (pursue) attack.” The AFP-PNP hates fighting guerrilla warfare because of their “gunpowder” mentality and their anti-people orientation. Their gimmicks like medical missions and militarization of social services are designed to deceive and divide the people under Oplan Bayanihan that aims to destroy the revolutionary movement by force or by isolation . Such kind of publicity stunts will ultimately fail.

The AFP-PNP-CAFGUS and the equally fascist private security guards-goons, warlords and the bandit RPA are the best source of weapons of the NPAs and its local militias since it’s founding in 1969 and until now. Analytical wisdom grounded on scientific study of the situation including the enemy’s (moral & capacity) patience and painstaking masswork among the people and alliance work that extend even to some sections of the enemy are comprehensively used by the NPA guided by the CPP to launch tactical offensives that it view as winnable and favorable to the people and the revolutionary advance. Punishing the destroyers of the environment like the giant mining firms is morally correct and part of the peoples agenda for safeguarding and preserving our natural resources, ecology, food supply and livelihood of the masses.

For Sumagaysay and the AFP to belittle the NPA, insult the people and pay homage to the giant mining companies only show their real worth and value—narrow-minded, puppet and mercenary at the core.

The NPA fighting with and alongside the people will frustrate the environmental plunder and aggression of the giant mining corporations again and again.

To bring in more AFP-PNP-CAFGU troops to the mining areas under the operational responsibility of the Armando Sumayang Command will only save the NPA the effort of target acquisition and direct source of arms and logistics. The deployment of more troops will also give way to the NPAs actual training and practicum for launching tactical offensives and alliance work among disgruntled AFP-PNP-CAFGU troopers. Col Sumagaysay”s antics and fantasies that will surely come along with this repositioning of AFP-PNP troops in southern Negros will provide the NPA and the people a good source of jokes for generations to come.

TOKYO (AP)-- A strong earthquake with a magnitude of 7.1 hit Japan's northeastern coast on Sunday, prompting a tsunami warning for the area still recovering from a devastating quake and killer wave four months ago.

Residents in coastal areas were warned to evacuate, but there were no immediate reports of damage.

The quake hit at 9:57 local time (0057 GMT), and a warning of a tsunami was issued for most of the northeastern coastline. The epicenter of the quake was in the Pacific Ocean off the coast of Japan's main island, Honshu, at a depth of about 6 miles (10 kilometers).

Japanese officials predicted the quake could generate tsunami of up to 20 inches (50 centimeters), but the initial waves were only about 4 inches (10 centimeters).
Japan's northeastern coastline was devastated by an earthquake and tsunami on March 11 that left nearly 23,000 dead or missing and touched off a nuclear crisis at a badly damaged facility in Fukushima.

Officials said there were no reports of abnormalities at the Fukushima plant caused by Sunday's quake. Airports in the area were also functioning normally.

Japan is one of the world's most earthquake-prone countries. Dozens of strong aftershocks have been felt since the March 11 disaster, which measured a 9.0 magnitude and was the strongest in Japanese history.

Sunday's quake registered 4 on the Japanese scale of 7, meaning it was felt as moderately strong. Because of the damage from the March quake and tsunami, however, many buildings in the area are structurally weak and seawalls have been destroyed, making the region more vulnerable to relatively weaker quakes.

The New People's Army-Southwest Front implemented the demand of the people to punish the giant Philex Gold Mining Corp/Bulawan Mining Corp because of the damages it created against the lives, livelihood, health and environment of the people. The punishment-operation was aided by the masses and allies.

It is on record that PHILEX Mining Corp has committed crimes against the people of Sipalay City and Hinobaan because of its intentional dumping of toxic wastes in Mantuboy Creek, Bacuyangan River and the Sipalay River that resulted to fishkill in the shorelines of Sipalay City, lost of water source for irrigation of the peasants of Sipalay and Hinobaan that resulted to decrease or losses in production.

There was massive dislocation in Camindangan, Sipalay City and 10 sitios that has 158 houses and 898 residents covering 1,400 hectares planted to corn, coffee, banana, tobacco because of the exploration of Carles and Cauayan Mining Corporation and Philex Gold Phils. Also in Brgy Manlocahoc, Cabadiangan and San Jose, Sipalay City and Brgy Camalandaan, Cauayan, 13 sitios with 234 houses, 1,459 residents and 1976 hectares planted to rice , corn, banana, coffee and root crops are affected. Included also is the forested area of Brgy Camalandaan which is part of the Watershed areas of Cauayan.

The giant PHILEX Mining Corp, has an approved and pending application for mining and exploration covering 19,048.1431 hectares of land area in the whole 6th district of Negros Occidental besides the current area being operated.

For sure after the punishment of PHILEX Mining Corp, the Maranon-Alvarez- Montilla group will surely react because their source of questionable income and kickbacks are at stake. It is a fact that the local government of Sipalay is earning a big sum by renting it's equipments to the mining corporations at least P100,000.00/day for a single equipment alone. This is in return of the worsening poverty caused by the displacement of peasant lands and livelihood.

What happens to the fabricated stories of "trying-hard & frustrated" scriptwriter of 3ID Col Jonas Sumagaysay on this incident? We heard him say that the NPA in Southwest Negros has been neutralized and they have informants within the NPA? Did your contacts informed you that the NPA will be burning the equipments of PHILEX? Oh come on, It's better that you look for better propaganda line because you are fast losing public credibility because of your lies.

The Communist Party of the Philippines has repeatedly declared it's opposition and dismantling of foreign mining corporations. The NDF-Negros has also called for the dismantling of these mines and the NPA has implemented these orders.

More than ever the NPA is united, solid and determined under the guidance of the Communist Party of the Philippines to frustrate Oplan Bayanihan of the US-Aquino 2 Regime, and realize the long expected demands of the people against exploitative and repressive foreign monopoly capitalists, big comprador borgeisie and landlords. We are united to lead the march of the whole revolutionary movement towards the strategic stalemate until victory of the new democratic revolution and socialism.

Antimining struggles are spreading like wildfire in entire landholdings, coastal and upland areas in Cagayan Valley. From the town of Gonzaga, where the mass struggles began in 2007, they have spread to the towns of Buguey, Sta. Teresita, Dugo, Lallo, Sta. Ana, Camalaniugan, Aparri and other nearby municipalities.

National Democratic Front-Cagayan Valley (NDF-CV) spokesperson Salvador del Pueblo said more than 13,843 hectares of land and coastal areas are being seized and destroyed by foreign corporations in the extraction of magnetite, manganese and other minerals. The most prominent among these companies is Lian Xing Philippines Stone Carving Corporation in Barangay Batangan, Gonzaga which conducts magnetite sand mining.

The expansion of mining operations has resulted in the eviction of poor peasants and fisherfolk and the destruction of their land and natural resources from which they derive their livelihood. Half of the land area of Barangay Bisagu in West Aparri has sunk. The shorelines in the villages of Lallo and Camalaniugan have been eroded due to the loss of magnetite which protects rivers and coastal areas from erosion.

The people are angered no end at the tons of mineral ore that is being exported directly to Taiwan and other countries, leaving potholes in the soil and ruined rivers and shores. This clearly constitutes plunder of the people's natural wealth at the cost of the destruction of the country's resources and the people's lives and livelihoods.

But the foreign capitalists and their cohorts among the local bureaucrats could not care less, Gonzaga mayor Carlito Pentecostes Jr. said the people have nothing to complain about since the mining activties are all covered by government permits. Pentecostes' group is the main advocate of imperialist corporations and the exploiting classes of Gonzaga. They are also protected by the Enrile dynasty (Rep. Jackie Enrile and his father Senate President Juan Ponce Enrile) which has long been lording it over Cagayan province and which has the blessings of Benigno Aquino III's regime.

Pentecostes has stepped up the militarization of Gonzaga in order to perpetuate the mining projects. Pentecostes himself mauled a peasant leader to stop the farmers from launching their protest action last April 30. To defend the "legality" of the mining operaions, troops from the Special Operations Team-Bayanihan-17th IB of the Philippine Army and the Regional Mobile Group (RMG) of the Philippine National Police have been deployed to six of Gonzaga's 25 barangays. This is on top of three military camps in the area. More than 30,000 people are being victimized because of their opposition to the sinister scheme of imperialists, big comprador capitalists and landlords.

Akbayan and other co-conspirators in plunder. Counterrev-olutionary groups that pose as propeople and antimining are co-conspirators of the ruling classes. Among them are Akbayan, Alyansa Tigil Mina and PADER. These organizations have been poisoning the people's minds, peddling the erroneous idea that mining could be stopped by supplicating the government which benefits from such exploitation.

The NDF-CV spokesperson said that these groups pretend to oppose illegal mining in order to cover up the glaring fact that the biggest culprit in grabbing the lands of the peasants and destroying the environment is no other than the government. These groups are merely riding on the issue of mining and the destruction of the Cagayan River to extract funds from international funding agancies and other groups that pretend to be environmental advocates. Their goal is to derail the masses from the path of militant struggle.

The NDF-CV clarified that the solution to the problems faced by the Gonzageños and the entire people of Cagayan Valley does not lie in supplication, dialogues or leaving things to fate. It is but right for the toiling masses to give their all in joining in and contributing to the advance of people's war. As Red political power develops, the implementation of the laws of the people's democratic government is further ensured, among them the defense of the people's lives, land and livelihood against plunder and seizure by foreigners and their local minions.

The Valentin Palamine Regional Operations Command (NPA-FSMR) commends the Yunit Milisya of the NPA in Davao del Sur for a battle well fought against the 27th IB-AFP on June 6, 2011 in Barangay Malawanit, Magsaysay, Davao del Sur. In this battle, the 27th IB suffered 6 casualties (2 died and 4 wounded), while one member of the Yunit Milisya died – Antonio “Dondon” Camag, Jr., 22 years old and a brave warrior of the B’laans.

Dondon’s death will always be remembered by the people of Magsaysay, especially the B’laans, as another milestone in their continuing fight to defend their ancestral lands from the encroachment of big mining companies such as Xstrata-SMI and Alberto Mining Corp. (AMC), which uses the 27th IB-AFP as their investment defense force. Alberto Mining, which has taken 8,000 hectares and is listed as an asset of the Lucio Tan Conglomerates, is another dummy of the Xstrata-SMI which operates in the FTAA of the defunct Western Mining Corp. This FTAA covers 99,400 hectares in the gold-rich quadriboundaries of South Cotabato, Sultan Kudarat, Saranggani Province and Davao del Sur and includes thousands of hectares of ancestral lands.

For as long as the giant multinational companies and their dummies continue to encroach on our lands and steal our gold and copper and other resources, the people will fight them and blood will. 10th ID spokesman Lt. Col. Lyndon Paniza tries to take the discerning public and the media for a ride by falsely claiming that the 3rd Special Forces troops hit in the NPA ambush Tuesday, June 7, were part of the Department of Environment and Natural Resources (DENR) anti-illegal logging task force. He is lying and obviously, he needs to find more plausible excuses to keep his spin job.

At 6 am yesterday, elements of the 9th Special Forces Company under the 3rd SFBn-Special Operations Command of the Philippine Army sustained six casualties (two killed and four wounded) in an ambush staged by the Red fighters of the Davao-Agusan Command of the NPA-Southern Mindanao in Barangay Belmonte, Laak in Compostela Valley Province.

The 3rd SF soldiers onboard a KM 450 AFP truck were not part of any DENR anti-logging task force but were actually additional reinforcements responding to an NPA harassment action the previous day in Kilometer 16, Barangay Datu Dabaw in Laak. In fact, Tuesday's NPA tactical offensive took place amid a relentless offensive combat operations unleashed by the 10th ID-AFP for 10 straight days now in Laak particularly in Barangays Enakayan, Mabuhay, Belmonte, Andap, Ampawid, Milale, New Bethlehem and Datu Dabaw.

Lt. Col. Paniza's insinuation following the recent ambush that the NPA is protecting illegal logging is a pathetic excuse that finds no resonance with the public. Clearly, Lt. Col. Paniza's job is to lie and also to be silent -- in this case, about the big time loggers in Laak who are active and former members of the Philippine National Police-Davao del Norte and Laak politicians widely known as the "Big 4." Backed-up by an AFP general, the Big 4 is amply protected and tolerated by the PNP and the AFP. Logging trucks of the Big 4 loaded with freshly cut logs routinely pass in full view of 10th ID detachments within the vicinity of the 9th SF Coy headquarters, and in front of the 60th IB HQ in Dona Andrea, Asuncion in Davao del Norte.

As the revolutionary forces intensify armed resistance, bumbling mouthpieces such as Lt. Col. Paniza utilize all the lies they can muster to perpetuate the biggest lie of all -- that these massive combat operations under Oplan Bayanihan are for peace and development.

According to the report of a guerrilla unit of the New People’s Army in Front 16, they raided without firing a shot, the house of the former mayor of Placer, Surigao del Norte, Chari Mangacop at around 6:00 in the evening of May 25, 2011. They confiscated two (2) M16 armalite rifles, one (1) shotgun and two (2) .45 calibre handguns and several ammunitions.

They destroyed the machineries and vehicles used for large-scale mining. The machineries were contracted to Tag-anito Mining Corporation, a large scale mining company that have long been extracting minerals in the region and destroying the mountains of Surigao del Norte.

Large-scale mining is rapidly and severely destroying the environment. The extensive flooding of the Caraga region in February of this year was a result of the depletion of the trees in the mountains and loss of land which holds water. The people of Caraga suffered destruction of homes and livelihood because of the floods especially in areas where there is unconstrained mining. The people suffer from the destruction while the large mining companies enjoy the fruits.

Big foreign Mining corporations have no place in Negros island. Land to till and not mines is what is needed by the people in the “kaigangan” , coffee, coconut, sugar, corn and rice land areas.

This is the militant demands of the people in Southwest Negros who were victimized by the giant mines of Maricalum Mining Corporations and Philex Mining Corp and victims of the Oplan Thunderbolt of the former Cory Aquino Regime.

Through the “Pilipinas for Sale” slogan under the Public-Private Partnership Program (4Ps) of the US-Aquino Regime 2 which is deceitful and divisive and under the liberalization program promoting destructive mining, the said areas and people are now open to intensified exploitation by the foreign mining corporations.

According to the Mines and Geo-Sciences Bureau last November 25, 2010, five (5) mining applications have been approved. These are the Philex Gold Phils., Maricalum Mining Corp.,Selenga Mining Corp. (formerly Colet Mining Corp.), Vulcan Industrial and Mining Corp., San Dominico Minerals and Industrial Corp.that has a total of 10,648 hectares of agricultural land. There are also 12,025 hectares approved for exploration permit which are the Carles and Cauayan Mining Corp to be operated by the Philex Mining Corp, San Dominico Mineral and Industrial Corp and Philex Gold Phils. & Bulawan Mining Corp. These are all in the areas of Hinobaan, Sipalay, Cauayan, Candoni and Kabankalan City.

Besides these there are nine (9) mines that have pending application that covers 19,468 hectares covering Hinobaan, Sipalay, Cauayan, Ilog and Bayawan. Another 12 is on the waiting list for exploration permit that covers 38,024 hectares. There are three (3) Financial and Technical Assistance Agreement (FTAA) that cover 75,544 hectares (Eagle Cement, Royal cement Corp and Hinobaan Holdings Inc).

Still not contented of destroying the forests and the environment, there are 29,097 hectares of Offshore Mining that will obtain magnetite in the shorelines and rivers of Sipalay City, Hinobaan and Cauayan.

All in all there are 189,953 hectares or roughly 73% of the total 257,150 hectares land area of Southwest Negros open for mining for the giant foreign corporations.What will happen now to the 450,000 populaton of the south district especially the peasants and the fishermen?

As the greedy public officials jump for joy led by Alvarez, Montilla, Bilbao, Tabujara, Zayco kg Manzano for the entry of these parasitic mining companies, the hungry peasants and fishermen cry as their land and livelihood are being grabbed and eradicated. As the profit-hungry foreign and local mining corporations harvest in abundance gold, copper, silver and fill their coffers with mining incomes the people have to content themselves with “bisul” from the “kaigangan”, face the bullets of the butcher security guards in order to get a piece of scrap iron and some ores to sell in order to buy rice and salt. Worse, they are also victimized by fake buyers of scrap and ores.

The statements of Maranon-Alvarez are tainted with lies that the people want these mining corporations. The statement of Oscar Montilla of Sipalay City that these mines help the people is also untrue. This is a big insult to the morality and wisdom of the peasants and fishermen who were witnesses to the damages created by the mines.

Maybe these public officials forgot the fish kill in Brgy Nauhang, Brgy 2 and 5 in Sipalay City last 1996 because of the intentional release of toxic waste from the tailing ponds of Philex Mining Corp and the epidemic of skin allergies; 1,545 hectares of agricultural land in Brgy San Jose and Gil Montilla in Sipalay City are now useless because of the collapse of the tailings dam of MMC last 1982, 1983 and `1996; the contamination of the rivers of Sipalay and Hinobaan of lead, cadmium, zinc and cyanide (according to DOH) and the death of the Tau-angan River that was made as a toxic garbage dump by MMC, the extinction of the Mantuboy Creek, the high 3.2 acidity of the Sipalay River tributary that is being used by the peasants as a source for irrigation, the denudation of the forest resulting to just 3% remains, 100 persons killed by the security guards of MMC, and the failure to pay of MMC and Philex to their retrenched workers.

Just imagine the more than 158 families in 1400 hectares and the 234 families in 1,976 hectares in Sipalay City and Cauayan’s agricultural area that will lost their means of livelihood because of the mining operations of Philex. More will be affected.

How many times that the NPA was able to talk to the management of these foreign mines and we are are again reminding them that they will have to pay for the damages and destruction they have brought upon the people.

As fighters for the people, the New People’s Army (NPA) is committed to answer the demands of the people to dismantle and boot out these greedy foreign mining corporations. Through our continuous organizing and immersion with masses of the people, we will punish and eradicate these destroyers of our environment and livelihood.

To the local governments of the 6th District, if you are truly for the people, we challenge you to stand up and take steps to fight and banish these mines.

Guerillas belonging to the 3rd Pulang Bagani Company of the Merardo Arce Command-Southern Mindanao Regional Operations Command of the New People’s Army (3rd PBC-MAC-SMROC-NPA) disarmed a security unit of the Russel Mining and Minerals Incorporated -- an American mining company -- in Sitio Lawaan, Barangay Kingking Pantukan, Compostela Valley province yesterday afternoon. Four M4 high-powered rifles were confiscated. One of the mining firm’s armed personnel who tried to give battle to the NPA unit was killed while the others who did not were left unhurt.

This NPA tactical offensive is an enforcement of the People’s Policy of defending the national patrimony against the onslaught of the US-driven imperialist globalization that has gone even faster in the country under the current US-Aquino regime. This pro-Filipino and pro-environment policy requires the people and their People’s Army to oppose every reactionary regime’s drive of allowing foreign monopolies to take over the country’s natural resources, especially its rich mineral resources.

The Aquino regime has accelerated the sellout of the national patrimony, especially in the mining, agriculture and energy sectors. In the provinces of Compostela Valley, Davao Oriental, South Cotabato, Surigao and in the district of Paquibato in Davao City, foreign large-scale mining companies and their big bourgeois comprador partners have been permitted to explore, extract and export as raw materials the area’s ore deposits. Small-scale miners, peasants and whole IP (indigenous people) communities are nowhere in the agenda of the US-Aquino government.

Russel Mining and Minerals Incorporated -- an affiliate of the US global mining company St. Augustine -- and other large-scale mining corporations target the gold ore deposits in the mountains of Pantukan town. It maintains a sizable group of armed personnel who secure their exploration area and the Americans who run the 4,000-hectare operations. And to protect the interests of big foreign and local big businesses, the 10th Infantry Division-Philippine Army-Armed Forces of the Philippines stationed its 71st Infantry Battalion in Pantukan. Combat and CMO operations disguised as “peace and development operations” are conducted in conjunction with the program of imperialist plunder.

It is therefore in the genuine interests of the poor people that the AFP violators of human rights and protectors of the rich classes and their armed security adjuncts are hit by NPA tactical offensives.

If one looks selectively at global temperatures and compares recent decades with say the exceptionally cool period from around 1650 to 1700 (known as the ‘Maunder Minimum’ or ‘Little Ice Age’ when European rivers regularly froze in winter) then it is possible to be fooled into thinking we experienced exceptional global warming in the latter part of the 20th century. In fact, from an examination of the broader sweep of time it is clear that this is not the case. Moreover, in clear opposition to predictions from pro- ‘Anthropogenic Global Warming’ (AGW) climate models, average global temperatures have been declining over the last decade, not increasing along with increased CO2 output as predicted.

There is in fact no evidence that previous warming trends were anything other than part of a natural cycle and there is no objective evidence that human activity and CO2 increase is causing catastrophic climate-change. AGW climate modellers have “lost” the data that allegedly backs up their claims and failed to present it for proper independent scientific scrutiny, they have heavily relied upon false readings from urban weather station thermometers sited next to air conditioners and the like, they have hid inconvenient data showing temperature declines and they have based famous ‘hockey-stick’ and other graphs they claim support their global-warming theories upon unrepresentative data from just one set of tree rings in Northern Russia! AGW theories are a sham and represent the biggest abuse of the scientific-process since the enlightenment[1].

They do however support a covert Neo-Malthusian Eugenicists’ agenda that is hell-bent on destroying western society by denying energy to industrial economies, massively reducing population levels and concentrating survivors in urban population centres as per ‘UN-Agenda-21′. Although much has been done to conceal this diabolical ‘New World Order’ agenda from ordinary people by the plutocrats planning the imminent global ‘scientific dictatorship’, evidence in the form of documented words from the conspirators themselves is in the public domain. One excellent source of such compelling evidence is ‘The Green Agenda’ Under such circumstances, it is interesting to note therefore that even individuals with a long track record of supporting environmental causes are increasingly warning against matters implicit in such a covert agenda. I draw your attention to just two: Patrick Moore, co-founder of Greenpeace, and Joanne Nova, leading Australian Science Journalist.

Moore has repeatedly warned that post-Maunder warming is entirely a natural phenomenon that is not driven by human industrial activity – see the article ‘Greenpeace Founder Questions Man-Made Global Warming’ pasted below for example. Such is Moore’s concern over anti-industrial environmental Luddism, which has needlessly daemonised fossil fuels, that he is actively warning that we should not be fooled into abandoning Nuclear Power in the wake of the Fukushima incident – see for example the ”Greenie’ backing for uranium’ article pasted below.

Appearing on Fox Business Network with Stuart Varney on Thursday, he said global warming is a “natural phenomenon,” there’s no proof of man-made global warming, and suggested that “alarmism” is driving politicians to create bad environmental policies. He also said he’s not the only environmentalist that believes like him.

Moore is the author of the book, “Confessions of a Greenpeace Dropout: The Making of a Sensible Environmentalist,” in which he exposes the green movement and explains why he left the organization.

A Canadian environmentalist who turned his back on Greenpeace is in Perth to promote uranium mining.

Patrick Moore, who claims to have co-founded Greenpeace in 1971 and was a director of the organisation for 15 years, is in Perth as a guest of Cameco, one of the world’s biggest uranium producers.

Dr Moore will speak at a breakfast organised by Cameco and the WA Chamber of Minerals and Energy this morning on electricity generation, risk and the nuclear power industry.

“In the wake of Fukushima, people are suggesting that this proves that nuclear energy is too risky,” he said.

“It is the safest of all of the major energy electricity generating technologies.”
Dr Moore has been involved in a war of words with Greenpeace since he left the organisation in 1986.

The international environmental group acknowledges Dr Moore was one of its first members but denies he was a co- founder and has attacked his paid lobby work.
“I left Greenpeace because I wanted to work on solutions rather than just being in confrontation politics,” Dr Moore said.

“I believe, beginning around the mid-1980s, they embarked on a course of extremism in their environmental policy.”

Dr Moore, who has a PhD in ecology, said Greenpeace’s initial success in the 1970s was a result of the professional expertise of its early members, well targeted campaigns and practical actions.

“We were the first group that really linked peace and ecology,” he said.
“Many groups were just anti-nuke or anti-war and other groups were environmental.
“The very first campaign was aimed at not only preventing the worst disaster that civilisation could face, which was all out nuclear war, but we said that it would also be a disaster for the environment.”

LOST opportunities are invisible but deadly. On climate change, the call to buy insurance by pricing carbon is a cop-out. Where is the cost-benefit analysis?

We’re thinking of axing Australian medical research yet we’re supporting solar panel manufacturers in China. It doesn’t have to be this way.

All the money spent employing green police, subsidising solar or researching how to pump carbon dioxide underground is money not spent on medical research.

Opportunity lost is a killer. The path not taken could be lined with happier, longer lives. Only the best evidence and real debate have a chance of helping us see through the fog to pick the better road.

While most scientists agree CO2 causes some warming, there is great debate about just how much. If CO2 has only a minor effect on temperature then spending, say, $1 billion on inefficient roof-top solar panels is not just wasted money, it’s a choice that will kill people. We won’t be able to say exactly who it will kill but we can virtually guarantee that some people will die in the future who could have been saved.

Why? Solar energy costs us more than five times what coal-powered energy does. So instead of spending $1bn on solar panels, we could have spent $200 million on cheap electricity and used the other $800m to double our medical research budget.

Right now, the government is planning to cut $133m from our $800m annual medical research budget. The Australian government has spent or will spend $3.8bn on initiatives to combat climate change across four years. (The US government was spending about $7bn a year at last count.) When Julia Gillard spends money on climate-related work instead of medical research, she is making a choice about the net benefits and it’s supposedly based on science. It’s true sooner or later medical research will get the answers right, but for someone who is sick with a deadly disease, sooner makes a life-and-death difference.

If our government-funded climate establishment makes the wrong guess about what humidity does in a warmer world, CO2 emissions become trivial and inconsequential. But the money diverted or delayed from better causes leaves a trail of destruction that cannot be repaired. Money can always be replaced, but lives lost are gone for good.

Julio Licinio, director of the John Curtin School of Medical Research at the Australian National University, put together a passionate, disturbing advertisement two weeks ago, a plea to stop cuts to medical research funding. His sister died aged four from a disease that is treatable today.

Which four-year-old in 2018 will die because Gillard introduced a carbon tax instead of increasing medical research funding? Which father will die in 2022 who would have lived if we had doubled our funding for medical research? It is for people such as four-year-old Fabiola that we should keep fighting for rational debate. Bad science makes for bad policy. Poor reasoning is deadly.

Medical research is blossoming at a phenomenal, historic pace.

The exponential curve in gene therapy, telomerase research, genomics and glycobiology is barely beginning. Four significant breakthroughs were made in medical research in 1996, 1997, 1998 and 2000.

These were the kinds of breakthroughs people had worked for decades to make, and some were not predicted even a few years beforehand. The human genome project was finished five years ahead of schedule and for a fraction of the expected price.

Right now, a year of medical research really does make a difference. These are the areas where we will be left behind and it will hurt. These are the industries where we need to stay at the head of the pack, not just to save lives but to save the economy as well.

Access Economics estimated in 2003 that every dollar invested in the Australian health research and development sector returned at least $5 in national economic development.

When government-funded Australian researchers discover treatments, we own vital intellectual property. We not only export products the world wants, we avoid being beholden to foreign patent holders. Some effective cancer drugs cost $2000 a week. Isn’t that the kind of research we want to own?

If we lead the world in medicine, the world is our oyster. If it turns out clean carbon technology is useful, we can buy it with the spare change from the profits of medical research. We know we need a cure for cancer. We don’t know if the rest of the world will want to pump CO2 underground 10 years from now.

When we lead the world in putting inefficient solar panels on roofs, we only help Chinese manufacturers and we win a race no one wants to win. You can’t export second-hand solar panels or resell old pink batts.

Can we start looking at the cost benefits of all our policies instead of reasoning by fallacy? The precautionary principle is no principle of science: it’s a blind tool that works for both sides of any debate.

To quote Licinio: “In 1964 non-Hodgkin’s lymphoma of childhood was 100 per cent fatal. Now the cure rate is over 80 per cent, thanks to medical research. When Fabiola died I was so upset that it took me decades to recover. From protracted mourning to survivor guilt, the impact of that death shaped my life. For someone like myself who suffered tremendously due to a disease [that] was incurable and whose cure has been subsequently achieved through medical research, the proposed cuts to the NHRMC [National Health and Medical Research Council] budget are unconscionable.

“On a very positive note, my mother, Aurea, lost her own mother early on. My grandmother died at age 47 due to malignant hypertension, which was out of control, and sky-high blood pressures. My mother suffered enormously because of that death; and she knew that she had the exact same disease. Later in life, my mother also developed breast cancer. However, medical research always caught up with her and her blood pressure was always well controlled. When she was diagnosed with breast cancer she had state-of-the-art treatment, guided by medical research. My mother died in 2007 neither from hypertension nor from breast cancer. Medical research gave my mother 40 years of active, happy and highly productive life.”
