Pyongyang, July 30 (KCNA) -- The British Association for the Study of Songun Policy and the British Group for the Study of the Juche Idea released a joint statement on July 24 in support of the statement issued by a spokesman for the DPRK National Defence Commission.

The DPRK was entirely just when it took a measure for self-defense to cope with the evermore undisguised racket of the U.S. imperialists and the south Korean puppet authorities for sanctions against the DPRK to stifle its socialist system and the frantic provocations, the statement noted, and went on:

The U.S. imperialists and the south Korean puppet forces are mulling staging all sorts of madcap war maneuvers for invading the DPRK including the joint naval exercises, the Ulji Freedom Guardian joint drills and the joint anti-submarine drills.

These war maneuvers are a wanton challenge to the peace, a grave infringement upon the sovereignty of the DPRK and despicable moves to suffocate the Korean-style socialism which has provided the Korean people with an independent and creative life.

We fully support the statement issued by a spokesman for the DPRK National Defence Commission, clarifying that the army and people of the DPRK will start a sacred retaliatory war to protect the nation's interests.

Pyongyang, July 30 (KCNA) -- The U.S. is nowadays showing an ill-boding military move in the Asia-Pacific region, describing it as one intended to keep "stability and peace" in the region from someone's "threat" and ensure "freedom" of sailing there.

This is a wicked trick to justify its criminal military movement and attain its ulterior aims by misleading public opinion, points out Rodong Sinmun Friday in a signed commentary.

The real intention of the U.S. is evidently to contain big powers by its military upperhand in the Asia-Pacific region and maintain and strengthen the military domination over the region, the commentary says, and goes on:

The U.S. has massed huge armed forces in the Asia-Pacific region. Nevertheless, it continues to deploy military equipment based on up-to-date techniques while intensifying the joint military maneuvers with its followers. Typical of such moves are the RIMPAC joint military exercises and deployment of F-22s in Hawaii. This clearly shows that the U.S. scheme for domination over the region has reached the grave phase.

The U.S. arms buildup and war exercises in the Asia-Pacific region pose a threat to the countries in this region including China.

The U.S. cooked up an anti-DPRK farce with south Korean puppet authorities and has recently conducted the largest scale nuclear war exercises with it as a pretext. This is an extremely dangerous military provocation and adventure as it is intended to stifle the DPRK.

It is anachronistic fancy for the U.S. to dominate the region by military strength. The U.S. should squarely look into the reality and renounce its criminal scheme to maintain and strengthen the military domination in the region.

A total of 180,000 Chinese soldiers were killed while they fought with North Korea against US aggression in the early 1950s, a Chinese major general said ahead of the 60th anniversary of the Korean War, which fell last Friday.

More than 110,000 members of the Chinese People's Volunteer Army died in combat in the war that involved 18 countries, Major General Xu Yan, who is also a professor with the Chinese People's Liberation Army's National Defense University, wrote in an article in the latest issue of WenShi Cankao, a periodical under the People's Daily.

Before China's reform and opening up in the early 1980s, the casualty figures of Chinese troops in the Korean War had not been released.

In the 1980s, an increasingly transparent China said a total of 360,000 soldiers were killed or injured, but the number of deaths remained a mystery.

Xu said in the article that from October 1950 until July 1953, a total of 2.97 million Chinese soldiers fought in the War to Resist US Aggression and Aid Korea, as it is known in China.

According to statistics compiled by the army's medical departments and hospitals, 114,084 servicemen were killed in military action or accidents, and 25,621 soldiers had gone missing. The other about 70,000 casualties died from wounds, illness and other causes, he said.

To date, civil affairs departments have registered 183,108 war martyrs, Xu said.

China's involvement enhanced China's international standing and boosted its people's self-confidence, Xu added.

The Korean War was fought from June 25, 1950 until July 27, 1953. China entered the war on North Korea's side in October 1950.

Military researcher Major General Luo Yuan told China Daily last week the military's institution for retired veterans is currently collecting information about those who fought in the war. But Luo did not know if any commemorative event would be held around this October.

In March, Luo put forward a proposal to the annual Chinese People's Political Consultative Conference, China's top political advisory body, for a commemoration on Oct 25 to mark the 60th anniversary of China's involvement in the war.

Despite conflicting views about the conflict's origins, China's mainstream scholars said there should be no doubt China responded to defend its territory from US troops.

"We could not tolerate the flames of war burning at our own gates," said Huang Youfu, director of the Institute of Korean Studies at Beijing-based Central University for Nationalities.

"It was shortly after the arduous war of liberation when the nation was in desperate need of reconstruction, " Huang said.

"We should pay tribute to the sacrifices of soldiers, who, despite being poorly equipped, won a peaceful environment for us to develop in."

Chinese Assistant Foreign Minister Hu Zhengyue said in Pyongyang Friday China is committed to consolidating ties with the Democratic People's Republic of Korea (DPRK).

In a meeting with Yang Hyong Sop, vice president of the Presidium of the DPRK Supreme People's Assembly, Hu said Chinese leaders attache great importance to the bilateral relationship.

It is China's steadfast policy to continuously consolidate and enhance the good neighborliness and friendly cooperation with the DPRK, which will better serve the interests of the two countries and the two peoples, said the Chinese official, who arrived in Pyongyang on Monday at the invitation of the DPRK Foreign Ministry.

Yang said under direct guidance from the leaders of the two nations, bilateral relations have been further consolidated and developed. The DPRK will work with the Chinese side to advance the bilateral cooperation and exchange in all areas.

During the visit, the Chinese official also exchanged views with senior DPRK diplomats on bilateral ties and other issues of common interests.

Pyongyang, July 29 (KCNA) -- The Pyongyang Maternity Hospital has been birthplace of at least 710,000 children since its foundation on July 30, Juche 69 (1980) and many barren women became mothers there.

The women in the DPRK call the hospital the benevolent baby's palace and their parents' home as they enjoy the benefits of free medical care.

More than 390 triplets and quadruplets were born and over 600 triplets have grown up there for the past 30 years since the birth of the first triplet in September 1980.

During this period competent mobile medical service units rushed to different parts of the country to assist more than 220 women in childbirth of triplets and helicopters flew to several places of the country including its northern tip and the secluded mountainous villages to bring 16 triplets back to their life by a miracle.

The hospital is equipped with all possible conditions for women diagnosed to have been conceived with triplets to receive hospital treatment for several months for easy delivery and a system of bringing them up till they weigh 4 kg each.

When the first triplets arrived in July 1947 President Kim Il Sung put his heart and soul into bringing them up and taking care of their health, saying it was a very auspicious event that the first triplet was born in the liberated country. He saw to it that the state takes special care of triplets and their mothers with responsibility in the future.

General Secretary Kim Jong Il initiated the construction of the best maternity hospital in the world and personally chose its site. He even made sure that the wonderful floor studded with jewels decorated in the pattern of beautiful flowers was paved at the hospital and has steadily sent advanced medical appliances and equipment, valuable medicines, honey and tonics more than hundred times.

Whenever triplets were born, he wished them happy future before anybody else and saw to it that they are given different kinds of gifts including not only clothes, blankets and nutritious food but cloths for their wedding dresses. He also made sure that silver-decorated knives (for baby boys) and gold rings (for baby girls) with the date of their birth carved were given to them as gifts to be memorable in their lifetime.

So all triplets who were born after the country's liberation and their parents received those gifts.

Today the party and the state make sure that the triplets are taken care of by doctors, nurses and nursery school teachers exclusively in charge of their upbringing from the moment of their birth. Their lives and health have been protected in a scientific way thanks to the state system of general medical examination and health care. They grow up at provincial baby homes until they become four years old and then their parents are granted state benefit till they reach 8 years old.

Pyongyang, July 29 (KCNA) -- The United States is stepping up the development and production of up-to-date conventional weapons. This goes to prove that the "reduction" of nuclear warheads advocated by the U.S. is no more than a deceptive trick to tone down the world public's demand for the termination of nuclear weapons.

Rodong Sinmun Thursday says this in a signed commentary.

It goes on:

The U.S. puts spurs to the production of new-type weapons and their updating in substitute for "reducing" the nuclear warheads. It cannot be construed otherwise than replenishment and renewal of nuclear weapons.

The U.S. seeks to produce and retain sophisticated weapons with larger offensive and destructive power in place of removing outdated nuclear weapons, which means arms buildup and considerable increase of offensive ability.

Such scheme for arms buildup on the part of the U.S. is aimed to provide advanced weapons and equipment in keeping with its priority strategy and regional strategy. After the end of the Cold War the U.S. newly formulated its strategy for world domination and, under this strategy, has worked toward to supplying the light and high-performance weapons as well as the reorganization and deployment of its troops. Nevertheless, it advertises that it is bringing change in the disarmament.

The U.S. arms buildup and updating are fanning up the world-wide arms race and brining about the danger of a new war.

The reality requires the progressive countries to heighten their vigilance against the U.S. deceptive "disarmament" trick and thoroughly prepare themselves to take military counteraction to it.

Recently the U.S. strategic strike forces including nuclear-powered aircraft carrier have stormed south Korea and its surrounding areas like a flock of crows to get hell-bent on the war games, driving the situation to the phase of war.

The grave situation prevailed on the Korean Peninsula more clearly proves that it is quite natural and right for the DPRK to have concentrated efforts on bolstering up its defense capability.

North Korea signed an economic and technical cooperation agreement with China today, a week after U.S. Secretary of State Hillary Clinton announced further trade sanctions to halt the regime’s nuclear-weapons program.

Liu Hongcai, the Chinese ambassador to North Korea, and Ri Ryong Nam, the nation’s Minister of Foreign Trade, signed the agreement during a ceremony held in Pyongyang, according to the state-run Korean Central News Agency. It didn’t elaborate.

Clinton announced sanctions that target government officials and the foreign banks that help sustain the North’s weapons industry during a visit to Seoul last week. The U.S. has backed South Korean claims that the North torpedoed one of its ships and has been pressing for an international effort to put more pressure on Kim Jong Il’s regime.

China has so far refused to condemn North Korea for the attack on the Cheonan, which killed 46 South Korean sailors. China accounted for 79 percent of the North’s 2009 international trade, according to the Seoul-based Korea Trade-Investment Promotion Agency. China provides almost 90 percent of energy imports and 45 percent of the country’s food, according to a July 2009 report by the New York-based Council on Foreign Relations.

China’s Foreign Ministry had no knowledge of the agreement and the Commerce Ministry didn’t immediately respond to a fax seeking comments.

Pyongyang, July 28 (KCNA) -- The Ethiopian Youth Study Group of the Juche Idea published its bulletin No. 12 on the occasion of the June 25-July 27 month of anti-U.S. joint struggle.

The bulletin in an article recalled that the U.S. likes to publish a lengthy "human rights report" every year to pull up other countries. It accused the U.S. of releasing "a human rights report" this year, too, to attack other countries.

The bulletin cited facts to prove that even the elementary rights of the black people and inhabitants of minorities are being violated and they are subject to all sorts of contempt due to extreme racial discrimination in the United States and prisoners are maltreated and put to torture in the prison of the Guantanamo Base and other detention camps and prisons in various other countries and regions of the world at the tacit connivance of the U.S. administration and under its prodding.

All facts prove that the U.S. is, indeed, the worst human right abuser in the world.

Pyongyang, July 28 (KCNA) -- More than 130 pieces of historic relics that belong to the Ri Dynasty were put up at an auction in Michigan, United States, some time ago.

The relics, including art works, furniture and ornaments, are what the U.S. imperialists took away from the Deogsu Royal Palace in Seoul during the past Korean War.

The articles for sale at auction were just a small part of their loot.

A large number of Korean cultural assets such as Koryo celadon, metal craftworks and furniture are on display at museums and art galleries in Washington, New York and many other cities of the Unites States.

According to data available, the U.S. imperialists destroyed or took away tens of thousands of cultural assets, with some 6,700 pieces of priceless historic relics included, from history museums of Korea during their temporary occupation of the northern part of Korea.

They despoiled the Korean Central History Museum of several thousand pieces of cultural assets, the Myohyangsan History Museum of Buddhist relics, including several hundred Buddhist images, and craftworks and the Haeju History Museum of more than a hundred pieces of relics.

They also robbed Yongmyong Temple on Moran Hill, Songbul Temple on Mt. Jongbang and other Buddhist temples of many historic relics, including gold statues of Buddha and Buddhist images.

Besides, they pillaged several hundred ancient tombs in the area of Jongbaek-dong, Rangnang District, Pyongyang, of thousands of relics and ransacked even houses of their heirlooms.

The U.S. imperialists destroyed, seized and burnt up many cultural assets in the southern part of Korea, too. The historic relics they snatched from the History Museum of the Kyongbok Palace and the Art Gallery of the Deogsu Palace in Seoul total more than 7,200.

The United States is obliged to send all the loot back to Korea without condition and apologize and compensate to the Korean people for the enormous spiritual, cultural and material damages and losses it inflicted upon them.

Pyongyang, July 28 (KCNA) -- Choummaly Saynasone, general secretary of the Central Committee of the Lao People's Revolutionary Party and president of the Lao People's Democratic Republic, met and had a friendly talk at the Presidency on July 26 with a DPRK delegation headed by Foreign Minister Pak Ui Chun on a visit to Laos.

The president said he was pleased with the great achievements made by the Korean people in defending the country and building socialism under the wise leadership of General Secretary Kim Jong Il.

He expressed conviction that the Korean people would certainly fling open the gate to a thriving nation in 2012, the centenary of birth of President Kim Il Sung.
Noting that President Kaysone Phomvihane and President Kim Il Sung provided the traditional friendly relations between Laos and the DPRK, he said that Laos sets great store by these ties.

He reiterated the efforts of Laos to boost the cooperation between the two countries in the future, too.

Bouasone Bouphavanh, prime minister of Laos, also met and conversed with the DPRK delegation on the same day.

The prime minister said that the traditional friendly relations between the two countries are steadily growing stronger under the care of Choummaly Saynasone and Kim Jong Il.

Pyongyang, July 28 (KCNA) -- To remove the source of war and ensure peace becomes the urgent task under the present situation in which the U.S. and south Korean puppet forces are escalating their moves to ignite a war against the DPRK, says Rodong Sinmun Wednesday in a signed article.

It goes on:

At present there is not any legal guarantee for peace and security of the Korean Peninsula. The Korean Armistice Agreement has already been reduced to a mere scrap of paper due to the maneuvers of the bellicose forces at home and abroad threatening peace and security of the peninsula. All the inter-Korean agreements on removing the military confrontation and tension were nullified and the north-south dialogue and cooperation, which had been kept even in the era of confrontation, were suspended under the present south Korean conservative authorities' policy of stamping out the inter-Korean declarations. This is the aftermath of the deliberate and premeditated maneuvers on the part of the U.S. and the south Korean puppet forces seeking to provoke the second Korean war at any cost.

Any problem can not be correctly solved without ensuring peace and security on the Korean Peninsula.

The main source of disturbing peace on the peninsula is the U.S. constant hostile policy toward the DPRK. The U.S. should stop at once its criminal hostile policy that escalates the military confrontation and tension on the peninsula and brings the danger of a war against the DPRK.

The unstable armistice system lasting more than half a century becomes a source of military tension and possible outbreak of war. The Armistice Agreement should be replaced with a peace treaty to establish a durable peacekeeping mechanism.

Large-scale joint military exercises and arms buildup, being ceaselessly conducted in south Korea, are the most realistic danger. The reckless anti-DPRK joint military exercises and arms buildup in south Korea, which pose military threat to the fellow countrymen and bring the danger of a war, should be discontinued unconditionally.

Present there on invitation were Cuban Ambassador to the DPRK Jose Manuel Galego Montano and staff members of the embassy.

On hand were Mun Jae Chol, vice-chairman of the Korean Committee for Cultural Relations with Foreign Countries and concurrently vice-chairman of the DPRK-Cuba Solidarity Committee, officials concerned and teachers and students of the school.

The participants of the meeting looked around the "room of friendship with Cuba" and classroom of "Jose Marti Class" and educational facilities of the school.

They appreciated an art performance given by students and talked about contributing to the development of the relations between the two countries, deepening the sentiment of friendship.

DPRK leader commemorates end of Korean War anniversary Kim Jong Il, top leader of the Democratic People's Republic of Korea (DPRK), delivered a speech commemorating the 57th anniversary of the end of the Korean War, the official Rodong Sinmun newspaper reported Wednesday.

He gave the speech while attending a concert given by the State Merited Chorus. He said the historic victory in the Korean War "proved in reality that no force on earth can bar the Korean people from advancing toward independence, sovereignty and socialism."

Kim expressed his satisfaction with the performance and thanked all organizers and performers.

The Premier of the DPRK Cabinet Choe Yong Rim, the Korean People's Army's Vice Marshal Kim Yong Chun and Vice Chairman of the National Defense Commission Choe Thae Bok also attended the concert.

A series of activities such as national meetings, dance parties and concerts were held in the DPRK to commemorate the anniversary.

The Korean War broke out on June 25, 1950, and the armistice agreement was signed at Panmunjom on July 27, 1953.

BEIJING (AFP) - A senior Chinese diplomat is currently visiting North Korea, state media reported Wednesday, amid rising tensions in the region as South Korea and the United States conduct a major naval exercise.

Hu Zhengyue, a Chinese assistant foreign minister, is leading a delegation to North Korea at the invitation of the reclusive state, Chinese foreign ministry spokeswoman Jiang Yu told the official Xinhua news agency.

“It is a normal exchange between the two foreign ministries,” she said, without providing more details about how long the visit would last or what specifically was on the agenda.

The visit comes amid high tensions in the region as the United States and South Korea conduct a big naval exercise – opposed by Beijing – in the Sea of Japan.

The National Democratic Front of the Philippines (NDFP) is hereby proposing a Concise Agreement for an Immediate Just Peace (CAIJP) to the Government of the Republic of the Philippines (GRP), be it the incumbent regime or the new one that may arise soon. Every point in this proposal is demanded by the people and is for their benefit.

The civil war ends and a just peace begins as soon as the GRP co-signs this 10-point concise but comprehensive peace agreement with the NDFP. Alliance and truce become the modus vivendi of the GRP and the NDFP.

The NDFP rejects the proposal of the GRP for a sham peace agreement which requires the revolutionary forces of the NDFP to surrender to the GRP in exchange for empty promises or to engage in a ceasefire agreement for obscuring and freezing the people's demands for major reforms.

The ten points of the peace agreement of the NDFP are as follows:

1. Unite the Filipino people through a broad alliance of patriotic and progressive forces and a clean and honest coalition government for genuine national independence and democracy against any foreign domination or control and against subservience.

2. Empower the toiling masses of workers and peasants by respecting their democratic rights and providing for their significant representation in organs of the coalition government and for assistance to the organizations, programs and projects of the toiling masses.

3. Uphold economic sovereignty, carry out Filipino-owned national industrialization and land reform and oppose imperialist plunder and bureaucratic and military corruption in order to develop the national economy.

4. Cancel the foreign debt and reduce the appropriations for the military and other armed organizations of the GRP in order to provide adequate resources and savings for economic development, improvement of the means of livelihood, the alleviation of poverty, the realization of gender equality, promotion of children's rights and welfare and healthy environment.

5. Promote and support a patriotic, scientific and pro-people culture through the educational system, mass media and mass organizations, cherish the cultural heritage of the Filipino nation and all the ethno-linguistic communities in the countries.

6. Recognize the right to self-determination and autonomy of national minorities, ensure proportionate representation in organs of the coalition government and institutions and provide for affirmative action to countervail longrunning discrimination and wrongs.

7. Investigate and try government officials who are liable for treason, corruption and human rights violations.

8. Carry out a truly independent foreign policy for world peace and economic development, oppose imperialist acts of plunder and foreign aggression and intervention, and prevent the basing and stationing of foreign troops and weapons of mass destruction in the country.

9. Maintain normal trade and diplomatic relations with all countries and develop the closest of relations with other ASEAN countries, China, South and North Korea, Japan and Russia, emphasizing equable exchange of goods, acquiring goods for industrialization and guaranteeing energy supply.

10. Inaugurate a truce between the warring forces of the GRP and NDFP for the purpose of alliance and other constructive purposes as stated above.

The above ten points are substantive general statements of principles and policies in the national and democratic interest of the Filipino people. We challenge and urge the GRP to discuss these points and agree on them with the NDFP immediately.

Our proposal is responsive to the demands of the broad masses of the people for basic reforms. Only the rabid puppets, oppressors, plunderers and brutal violators of human rights are opposed to the ten points.

The civil war between the GRP and the NDFP shall cease and a just peace shall ensue within the very day that the GRP and NDFP co-sign the proposed Concise Agreement for an Immediate Just Peace.

Otherwise the Filipino people and revolutionary forces are more than ever justified to continue the new democratic revolution through people's war, even as efforts may be exerted to pursue the peace negotiations within the framework of The Hague Joint Declaration.

The Communist Party of the Philippines (CPP) today said the National Democratic Front of the Philippines (NDFP) has long put forward substantive and concrete proposals for socio-economic and political reforms and challenged the Aquino government to immediately compose its counterpart negotiating panel and appropriate subcommittees in order to commence discussion on these draft agreements and the rest of the peace agenda in line with agreed upon procedures.

At the same time, the CPP cautioned the Aquino government against forcing the issue of an immediate ceasefire agreement which is premature at this stage when talks have yet to resume. The CPP said that this should be duly taken up in the later stage of the peace negotiations as substantive agreements are made in accordance with the agenda.

This was the reaction of the CPP to Philippine President Benigno Aquino III's call on the revolutionary forces to agree to an "immediate ceasefire." and "put forth concrete solutions rather than pure criticism and finger-pointing." Aquino made the call during his state of the nation address yesterday.

"The NDFP has long declared its willingness and readiness to engage the Aquino regime in peace negotiations. The NDFP negotiating panel and its subcommittees continue to function and await only the next steps of the Aquino government," said the CPP. "Negotiations between the NDFP and the Government of the Republic of the Philippines (GRP) will prosper as long as both sides seriously work hard to come up with mutual agreements addressing the socio-economic and political roots of the armed conflict."

Among the principal documents signed by the GRP and NDFP are The Hague Joint Declaration of 1992 which sets the principles, framework and sequence of agenda of the talks, the Joint Agreement on Safety and Immunity Guarantees (JASIG) signed in 1995 and the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) signed in 1998.

The CPP explained that the signing of the CARHRIHL comprises the completion of the first of the four-part substantive agenda of the peace talks. Discussions on the second part of the negotiations which covers social and economic reforms have long been stalled after the Arroyo government threw one monkey-wrench after another at the peace negotiations in order to justify launching its allout war of terror during the entirety of its reign from 2001 to 2010.

The CPP said that "The Arroyo regime unilaterally suspended the JASIG; carried out the abduction and forced disappearance of Leo Velasco, Prudencio Calubid and a number of other NDFP peace consultants and staff members; filed trumped-up murder charges against NDFP senior consultant Jose Ma. Sison to cause his arrest and detention in 2007; and persecuted, arrested and illegally detained several other consultants as well as other critics of the reactionary government. The Arroyo regime earlier also colluded with the US and other imperialist governments to have the CPP, NPA and Prof. Sison included in the "foreign terrorists" listing of the US and European Union in a desperate effort to defame the Philippine revolution, hinder the peace process and pave the way for its war of terror.

"For peace negotiations to prosper under Aquino, he simply must commit to uphold all previously signed agreements and undertake concrete measures to undo the harm caused by the actions of the previous regime and to enhance the process," said the CPP.

At the same time, the CPP advised Aquino "to abide by the agreed upon agenda and discuss the matter of ceasefire in its proper time when fundamental questions of social, economic and political reforms have been forged and start to be operational."

"If Aquino is really interested in effecting a ceasefire the soonest, he can have the peace process hastened in an agreement with the NDFP on the Concise Agreement to End Civil War and Achieve Just Peace put forward as a proposal by the NDFP National Council in 2005," added the CPP. The proposed agreement "lays the basis for the early attainment of truce and just peace on the basis of mutual agreement on principles and policies upholding national independence and democracy and common efforts to resolve the basic political, socio-economic and other problems of the Filipino people."

The Negotiating Panel of the National Democratic Front of the Philippines (NDFP) has repeatedly declared its readiness to resume peace negotiations with the Government of the Republic of the Philippines (GRP) under the Aquino II administration. It has also signalled its willingness to receive in The Netherlands or Norway a senior emissary or a team of emissaries of said administration to discuss the possible course and perspective of the GRP-NDFP peace negotiations.

On my part, as chief political consultant of the NDFP Negotiating Panel, I have long proposed the resumption and acceleration of the GRP-NDFP peace negotiations, especially with regard to social and economic reforms, in accordance with The Hague Joint Declaration and subsequent major agreements.

I have also gone so far as to propose a concept of immediate truce and alliance on the basis of a mutually acceptable declaration of principles and policies upholding national independence and democracy, confronting the basic problems of the Filipino people and adopting effective measures of social, economic and political reforms. It is unjust for anyone to expect that the revolutionary forces and the people to simply cease fire and surrender to a rotten ruling system that shuns patriotic and progressive demands and refuses to engage in basic reforms.

I hope that the Aquino II administration can consider seriously the two proposals for the benefit of the people. Like the NDFP, I welcome any serious step of said administration towards the attainment of a just peace and national unity by addressing the roots of the armed conflict and arriving with the revolutionary forces and the people at agreements on basic social, economic and political reforms.

I urge the Aquino II administration to override such counterrevolutionary notions as those previously spelled out by its officials that the military can get anything it wants despite the severe economic crisis and bankruptcy of the reactionary government, that the revolutionary forces and people surrender and that they can be destroyed and pacified in the next three years.

I challenge the Aquino II administration to reject the US Counterinsurgency Guide and take the path of seeking a concord of just peace and national unity with the NDFP by addressing the roots of the armed conflict and forging agreements on social, economic and political reforms. It is malicious and unjust to construe the people's resistance to injustice, oppression and exploitation as the problem rather than as the consequence of foreign and feudal domination.

Such monstrous problems as foreign monopoly capitalism, domestic feudalism and bureaucratic corruption are the longrunning and current causes of underdevelopment, unemployment, poverty and misery. All well-meaning forces and people must unite and work together to confront and solve these problems and work for a new and better Philippines that is truly free and democratic, socially just, progressive and peaceful.

The then U.S. secretary of Defense, Marshall, confessed that the myth was broken and that the United States was not such powerful a country as others thought.

The defeat of the U.S. imperialists in the Korean War was a punishment inflicted by the Korean army and people, led by Kim Il Sung, a great strategist and ever-victorious iron-willed brilliant commander, upon the aggressors. It put an end to the myth of their "invincibility. "

It is the basic way of bringing this grave situation under control to replace the outdated Armistice Agreement by a new peace treaty as early as possible so as to establish a lasting peace-keeping regime on the peninsula. Now is the time for the U.S. to make a decision to replace the AA which exists in name only with a peace treaty. If the U.S. truly stands for settling the issue of the peninsula, it will not be hard for it to conclude a peace treaty and the denuclearization process will make rapid progress.

Everything depends on the stand and attitude of the U.S. It should not evade its heavy responsibility as the arch criminal that strained the situation on the peninsula and sparked off a nuclear crisis but respond to the DPRK's just call for replacing the AA with a peace treaty as early as possible.

Doing so is beneficial not only to the peace and security in Northeast Asia and the rest of the world but to the U.S.

Pyongyang, July 27 (KCNA) -- The U.S. and the south Korean puppet group kicked off the largest-ever joint naval exercises to invade the DPRK in the East Sea of Korea on July 25 with ultra-modern war hardware such as nuclear-powered aircraft carrier involved, talking about the "demonstration of deterrent to contain north Korea and armed forces."

They are contemplating frantically staging exercises for a war of aggression against the DPRK in the sea, air and ground till the end of this year one after another including the Ulji Freedom Guardian joint military exercises slated to be waged in mid-August.

In the meantime, the U.S. and the south Korean puppet group held what they called "talks of diplomatic and defense chiefs" in Seoul when their plot to cook up a "resolution on additional sanctions against the DPRK" went bust. A spokesman for the Committee for the Peaceful Reunification of Korea in a statement issued on Tuesday condemned this action as another serious provocation to the DPRK and a blatant challenge to the peace-loving public opinion at home and abroad.

All the movements of the U.S. and the south Korean puppet forces go to prove that a final examination of Washington's scenario for a war of aggression against the DPRK has been over in the diplomatic and military aspects and is set to enter the phase of actual actions. They plugged the Japanese reactionaries into the anti-DPRK smear campaign and the racket for confrontation with the DPRK in a bid to tighten the military nexus among the U.S., Japan and south Korea.

They are translating the plan to create a "triangular military alliance" into reality by inviting even Japan's "Self-Defense Forces" to participate in the on-going joint naval exercises under the cloak of "observers."

All facts go to prove with added clarity that the case of the sunk warship of the south Korean puppet navy is a hideous conspiratorial farce orchestrated by the U.S. in an effort to stifle the DPRK, invent a pretext for launching a war of aggression against the DPRK, bolster up the force to dominate Northeast Asia and knock into shape a military "alliance" for aggression. If they ignite a war in any waters of the East Sea or the West Sea of Korea, this war will spill over not only into the Korean Peninsula but into the rest of Northeast Asia and rapidly develop into a new global war.

It is the spirit and mettle of the DPRK to react to "force" in kind and foil sanctions in kind. The army and people of the DPRK will decisively react to the enemies' "demonstration of deterrent" with more powerful and horrible deterrence built up by dint of Songun as already clarified.

The U.S. and the south Korean puppet group would be well advised to stop their reckless acts, well aware that their stand-off with the DPRK and war moves will bring them nothing but disgrace and a miserable defeat.

PYONGYANG, July 27 (Xinhua) -- A Democratic People's Republic of Korea (DPRK) newspaper urged the United States Tuesday to quickly respond to the DPRK's proposal of signing a new peace agreement to replace the current Armistice Agreement.

Although the war was temporarily halted by the Armistice Agreement, signed 57 years ago, complete peace had not been achieved and tensions had not been alleviated, a commentary in the Minju Choson said.

It said the Armistice Agreement must be abandoned and a peace agreement signed in order to thoroughly prevent war.

The commentary also said the peace of the Korean Peninsula was closely related to the U.S. position.

To put the process of denuclearization on the agenda, the DPRK and U.S. should build mutual trust and sign a peace agreement, which was good for the peace and stability of Northeast Asia and the world, the newspaper said.

The commentary said the DPRK would continue to make efforts to prevent war from breaking out again and safeguard the peace of the peninsula.

The Armistice Agreement was signed at Panmunjom on July 27, 1953.

PYONGYANG, July 27 (Xinhua) -- The Democratic People's Republic of Korea (DPRK) on Tuesday declared it did not fear "military threats" and "warnings" by the United States and South Korea, the official news agency KCNA reported.

A spokesman for the Committee for the Peaceful Reunification of Korea said the large-scale war games held in the Sea of Japan, planned maneuvers for later this year and new sanctions threats against Pyongyang were "serious provocations" to the DPRK and "rude challenges" to the international community appealing for peace.

Japan's participation in the military drills in the name of an "observer" indicated the U.S., South Korea and Japan were forming a "Military Confederation Triangle," the spokesman said in a statement.

He warned the war flame ignited by the U.S. and South Korea would spread to the whole of Northeast Asia and develop into a new world war, adding the DPRK would counter the war plot with stronger and tougher measures.

The four-day war games launched on Sunday involve the Nimitz-class aircraft carrier USS George Washington, 20 ships and submarines and 200 aircraft, with about 8,000 troops on board. Japan sent four military officials to observe the drills.

In the wake of the sinking in March of a South Korean warship, the United States and South Korea also announced new sanctions against Pyongyang and a series of joint military exercises in the waters off the coast of the Korean Peninsula.

Pyongyang has labeled the war games "an unpardonable second military provocation to the DPRK" after Seoul's publication of investigation results of the sinking of the "Cheonan" warship, which killed 46 sailors.

A South Korea-led international investigation blamed the DPRK for sinking the warship "Cheonan" with a torpedo but the latter denied any involvement.

From 25 June to 27 July, traditionally in the DPRK and a number of countries that support the independent and autonomous political and economic policy of the DPRK is conducted a Month of Solidarity in joint struggle against American imperialism. June 25, 1950 – was the beginning of the Fatherland Liberation War of the Korean people under the leadership of the great general Kim Il Sung against the U.S. armed forces and the armed forces of their satellites. July 27 – marks the victory of the Korean people in this terrible massacre against the armed with the latest military equipment U.S. aggressors who wanted to end the DPRK as a sovereign socialist state. Probably, the Americans still cherish the hope to gain revenge for the long-standing defeat, and every year with manic urgency several times a year near the borders of Korea, organize a demonstration of its military power, together with its loyal subjects "allies."

Here and now near the borders of North Korea is a demonstration of intimidation against the DPRK.

From July 25 in the Sea of Japan are being held for a period of 4 days, a joint large-scale military "exercise" by the U.S. and South Korea. The nuclear aircraft carrier George Washington and 20 other ships and submarines of the U.S. Navy, as well as 100 aircraft and 8,000 troops are taking part. The second stage of the "exercises" will be held in the Yellow Sea. Robert Gates (Secretary of Defense) called these exercises "an open letter for the DPRK, with the demand to renounce nuclear weapons." Such increased aggressiveness and arrogance by U.S. officials due to the use of false pretext against North Korea - the provocative sinking by the armed forces of the USA of the South Korean warship Cheonan, which the unprovenly falsely accused North Korea of doing.

U.S. Secretary of State Hillary Clinton said that the new sanctions by the U.S. and saber rattling are "primarily directed against the North Korean leadership and its assets." The U.S. "aims to isolate the leadership of the DPRK to apply pressure on it and force North Korea to stop the development of its nuclear energy".

The visit by Hillary Clinton, along with Robert Gates, to the border post in Panmundzhon and the viewing of North Korean positions in binoculars is clearly provocative. The statements by Clinton and Gates that the new (stifling) sanctions against North Korea – “will not affect the population of North Korea, but that they are directed against the North Korean authorities, " sound beyond naive and even foolish, and suggest a profound misunderstanding of the essence of socialist Korean society.

The weakening by the day "great power" America does not want to take into account the monolithic unity of the leaders and people of the DPRK which is stronger than any weapon that can not be separated from one another, and that every citizen of the DPRK is ready to give their life in defense of the Korean revolution and personally its Supreme Commander Comrade Kim Jong Il. So hysterical another show of force by the United States near the borders of the DPRK only shows the historical unconscious of Americans who shamefully lost the Korean War in 1950-1953. Apparently HISTORY has taught nothing to the ambitious dirty sack full of fake worthless green papers, soiled by blood and sweat of those who are robbed by the U.S. constantly and everywhere around the world. Americans are also afraid of the future inevitability of the unification of the Korean nation as a weakening of its bridgehead in Northeast Asia. And the rising giant in the third world - IRAN – is making the United States very worried. Not without reason during the international World Cup football hysteria, the Americans quietly pulled into the Mediterranean huge armed forces, but still not decided to start a military conflict. Therefore, with frenzied rage they attack the DPRK, struggling to set alight the wick of a fire of a world nuclear carnage on the Korean peninsula. The only thing stopping them is the possession by the DPRK of its own nuclear weapons as a powerful deterrent to any aggressor.

This is nothing but rigmarole to cover up the danger of the joint maneuvers, which may render the situation in the Korean Peninsula and its surrounding areas extremely tense and lead it to the brink of war, and justify its frantic anti-DPRK war provocation moves.

The saber-rattling is a prelude to the second Korean War, to all intents and purposes.

What should not go unnoticed here is the danger of the joint exercises now underway in the East Sea of Korea by the U.S. and south Korean warmongers with huge armed forces involved. They are military exercises in word but, in fact, a three-dimensional test war for mounting an all-out attack on the DPRK.

The puppet forces plan to stage at least 10 joint military exercises with the U.S. one after another till the end of this year, including Ulji Freedom Guardian and anti-submarine exercises in the wake of the on-going joint naval maneuvers.

The reality goes to clearly prove that the warlike forces at home and abroad made it a fait accompli to provoke the second Korean War and they can launch the war of aggression against the DPRK any time.

It is quite natural that the domestic and foreign public opinions strongly urge the U.S. and the south Korean authorities to stop the joint naval maneuvers, vehemently denouncing them for bringing dark clouds of a nuclear war to hang over the Korean Peninsula.

They will have to pay a dear price if they persist in the criminal act of harassing peace and security on the peninsula, defying our repeated warnings and turning a deaf ear to the domestic and foreign demand for the settlement of outstanding issues of the peninsula in a peaceful way through direct talks and negotiations.

Pyongyang, July 26 (KCNA) -- In the period of the Fatherland Liberation War (June 1950-July 1953), the U.S. imperialists resorted to every sort of desperate plots and attempts to make up for repeated defeats they suffered from the first period of the war.

They mobilized elite divisions which were armed with modern combat and technical equipment and well "experienced" in a number of aggression wars, and inveigled even forces of its fifteen satellite countries into the war.

They, availing themselves of their numerical and technical superiority over the Korean People's Army, launched a "summer offensive" in August 1951, but met with a setback.

Later, they staged an "autumn offensive", called "command operation", but it was also doomed to failure, confronted by a heroic fight of the KPA.

After failing in ensuing attempts such as "suffocation operation", "scorched-land operation" and "Kimhwa offensive" they prepared a new offensive, "Eisenhower Offensive", in 1953 in the hope of retrieving themselves from a series of defeats.

As part of the offensive, they organized a battle on Jonghyong Hill as a "model battle" by mobilizing forces much more than defensive forces of the KPA.

Their failure to occupy the hill, however, augured the ruin of the offensive.

The same held true for other offensives they unleashed afterward.

July 27, Juche 42 (1953) is the day of the victory the army and people of the DPRK won by defeating the U.S. imperialists in the three year-long hard-fought Fatherland Liberation War under the wise leadership of President Kim Il Sung.

In this war they protected the independence of the country and the sovereignty of the nation from the imperialist allied forces' aggression, shattered the myth of "mightiness" of the U.S. imperialists, who boasted of being the "strongest" in the world, and brought the beginning of the downhill turn for them.

KPA Vice Marshal Kim Yong Chun, vice-chairman of the DPRK National Defence Commission and minister of the People's Armed Forces, said in a report delivered at the meeting that the victory in the war was a miracle recorded in the history of modern war, a product of the Juche-oriented military idea and strategy, matchless pluck and outstanding commanding art of the President.

Under the outstanding leadership of Kim Il Sung the Korean people won a shining victory in the war, honorably defending the glorious DPRK and the gains of the revolution, frustrating the moves of the U.S. imperialists for a new world war and protecting the security and peace of mankind, the reporter noted, and continued:

The undying feats the President performed by winning the victory in the war and the ever-victorious tradition of heroic Korea have been steadfastly carried forward generation after generation under the outstanding Songun revolutionary leadership of Kim Jong Il.

He made a scientific analysis of the international environment and the rapidly changing situation of the Korean revolution at a time when a stern ordeal befell the country and the nation. He, on this basis, enforced Songun politics in all fields on a new higher level, the politics which calls for giving priority to military affairs and regarding revolutionary armed forces as main forces, thereby providing a firm political and military guarantee for final victory in the confrontation with U.S.

This great victory clearly testified to the fact that eternal are the ever- victorious history and tradition of the army and people of the DPRK who have Kim Jong Il at the helm of the Songun revolution and there is no force on earth that can overpower the might of the Korean people single-mindedly united around him.

The U.S. should realize that its war of aggression like the Korean War started by it on June 25 is bound to end in the victory of Songun Korea just as it ended in the victory of the Korean people on July 27.

The DPRK will further bolster its nuclear deterrence in a new advanced manner to cope with the increasing nuclear threat of the U.S.

This is a legitimate sovereign right of the DPRK and a mode of merciless counteraction of its revolutionary armed forces as they have always emerged victorious in the fight against the enemies by displaying the pluck and offensive spirit of Mt. Paektu.

Should the U.S. imperialists and the Lee Myung Bak group of traitors finally ignite a new war of aggression in Korea despite the repeated warnings of the DPRK, it will mobilize the tremendous military potential including its nuclear deterrence for self-defence and thus wipe out the aggressors and blow up all their strongholds. By doing so it will clearly show what a real war will look like and completely eradicate the root cause of war.

The Democratic People's Republic of Korea (DPRK) is to further bolster its nuclear deterrence to cope with increasing nuclear threat of the United States, a senior military official said Monday.

Strengthening the nuclear power is "a legitimate sovereign right of the DPRK and a mode of merciless counteraction" of Korean People's Army (KPA), the official news agency KCNA quoted KPA Vice Marshal Kim Yong Chun as saying.

Kim, also vice-chairman of the DPRK National Defence Commission and minister of the People's Armed Forces, made the remarks in a report delivered at a national meeting held at the Pyongyang Indoor Stadium marking the 57th anniversary of the victory in the Korean War.

He warned that if the United States and South Korea finally ignite a new war despite repeated warnings of the DPRK, it would "mobilize the tremendous military potential including its nuclear deterrence."

It will clearly show "what a real war will look like and completely eradicate the root cause of war," added Kim.

Seoul and Pyongyang remain technically at war following the 1950-53 Korean War, which ended with an Armistice Agreement instead of a formal peace treaty.

The United States and South Korea launched their large-scale war games in waters off the east coast of the Korean peninsula on Sunday, a move feared to further complicate security situation in the region.

The U.S. is set to stage these exercises with 20 odd warships including nuclear-powered carrier "George Washington" and at least 200 warplanes of different types including F-22 Raptors involved.

Minju Joson Sunday observes in a signed commentary carried in this regard:

It is the ulterior intention of the U.S. and south Korean warmongers to ignite a nuclear war against the DPRK when they are given a chance while staging saber-rattling for several months in the waters of the east and west seas of Korea with huge armed forces involved.

Their plan to stage the largest-ever nuclear war exercises against the DPRK under the pretext of the warship sinking case is not only an open military provocation against the DPRK but a criminal act of mocking and insulting the United Nations and the international community.

The U.S. remains unchanged in its hostile policy towards the DPRK to stifle it by force of arms and so does the group of traitors in its intention to do harm to fellow countrymen with the help of outside forces. Instead, they have become all the more undisguised as the days go by.

It is, however, a pipedream for them to try to browbeat the DPRK by force of arms.

The DPRK has the Korean People's Army, an invincible strong army equipped with nuclear deterrent recognized by the world people.

The army and people of the DPRK will take strong retaliatory measures with dignity by dint of their powerful nuclear deterrent, as a spokesman for the DPRK National Defence Commission had declared in his statement, in order to cope with the nuclear war exercises kicked off by the U.S. imperialists and the south Korean puppet warmongers. RIMPAC is an adventurous multinational preliminary war mainly targeted against the DPRK in terms of its period, contents and nature and scale, to all intents and purposes, the article says, and goes on:

The U.S. seeks to hurl its "allies" and followers into reckless collective armed invasion to stifle the DPRK by way of waging this preliminary war.

In recent years the U.S. has staged joint naval exercises, pursuant to PSI which it cooked up mainly for the purpose of conducting "maritime and air intercepting" aimed at the naval blockade against the DPRK.

The main thrust of RIMPAC is to conduct operations for preemptive strikes from sea and air.

This proves that the purpose of the said war exercises is to round off the operations for preemptive naval and air attack on the DPRK.

What merits particular attention in RIMPAC is the fact that the U.S., south Korea and Japan have become brisk in their moves to knock into shape a triangular military alliance.

This indicates that the moves to cook up the above-said alliance to stifle the DPRK by force of arms by bringing together Japan, its junior ally, and the south Korean puppet authorities, its war servant, have reached a more dangerous phase.

The army and people of the DPRK are highly alerted over this very serious development.

They love peace but will never show any leniency towards the aggressors. Should the enemies finally ignite a war against them, they will not miss the chance but settle accounts with the aggressors for all their crimes.

Pyongyang, July 24 (KCNA) -- The U.S. is set to kick off large-scale joint naval maneuvers together with the south Korean puppet forces at any cost from July 25, defying the protest and denunciation of the international community.

According to a plan announced at the U.S.-south Korea talks of "defense chiefs" on July 20, the projected exercises are air, sea and ground joint drills beyond imagination in terms of scale and style.

The U.S. and the south Korean puppet warmongers are contemplating staging the largest-ever joint military exercises in decades with at least 20 warships of various types including nuclear-powered carrier George Washington belonging to the U.S. 7th fleet and huge war hardware and troops including F-22 Raptor involved.

The U.S. had already started the largest-ever joint naval maneuvers with Japan and Australia in waters off Okinawa with task force flotilla with a nuclear carrier as a flag ship, missile cruisers, destroyers, submarines and a lot of aircraft involved.

The reckless military racket kicked up by the U.S. and the south Korean puppet forces is a dangerous military move to ignite a new war on the Korean Peninsula at any cost.

The peninsula, a gateway to Northeast Asia, is a strategic vantage for realizing the U.S. Asia strategy for aggression.

The U.S. which fabricated the "Cheonan" case considers it as a good opportunity for interfering in Northeast Asia by force of arms.

It wants to seize the projected military exercises as a golden chance for shuffling off the responsibility for the warship case upon the DPRK at any cost, defying international public opinion skeptical about the "results of investigation" into the case, and demonstrating its military presence and muscle.

Also lurking behind it is its attempt to contain big powers and put pressure upon them by force worldwide.

Through the above-said saber-rattling the U.S. seeks to "threaten" countries in the region and send a strong "warning message" to somebody.

The above-said war maneuvers are a blatant challenge to the human desire for peace as they are to be kicked off by the U.S. at a time when the international community is faced with an important political task to stabilize the situation on the Korean Peninsula and ensure lasting peace in the region.

There is no doubt that the enemies' escalated military stand-off with the DPRK would compel the latter to reinforce its retaliatory measures to safeguard the supreme interests of the country and the nation.

It is the steadfast mode of counteraction of the DPRK to return fire for fire. It never makes an empty talk.

The U.S. and the south Korean warlike forces should immediately cancel the projected reckless nuclear war exercises, clearly facing up to the reality.

Pyongyang, July 24 (KCNA) -- A spokesman for the DPRK Foreign Ministry gave the following answer to a question put by KCNA Saturday in connection with the fact that the U.S. moves to isolate and stifle the DPRK have reached a more dangerous phase:

At the recent U.S.-south Korea talks of "foreign and defense chiefs", the U.S. officially announced that it would stage large-scale war exercises against the DPRK and slap additional sanctions against it.

The U.S. state secretary and defense secretary, touring the Demilitarized Zone along the Military Demarcation Line, made no scruple of letting loose anti-DPRK outbursts, fanning up war fever.

The U.S. has gone so fool as to try to browbeat the DPRK by brandishing a nuclear stick. This military provocation reminiscent of the "gunboat diplomacy" in the last century goes to prove that the U.S. has not yet discarded the Cold War way of thinking but has pursued confrontation, relying on outdated "military alliance".

The DPRK clarified internally and externally its will to settle the issue through the six-party talks on an equal footing, prompted by its desire to preserve peace and security on the Korean Peninsula and in the region.

The U.S., however, is driving the situation to an extreme phase after opting to escalate confrontation with the DPRK under the pretext of the "Cheonan" case with which the DPRK has nothing to do. The U.S. denied all dialogues including the DPRK-U.S. talks and the six-party talks, thus reneging on all its commitments before the international community and increasing its pressure upon the DPRK through war exercises and sanctions.

The U.S. provocations amount to trespassing on the off-limits fixed by the DPRK and it, therefore, feels no need to remain bounded to the off-limits drawn by the U.S.

It is the mode of the DPRK's counteraction to react to sword brandishing in kind. The DPRK is prepared for both dialogue and war. It will remain unfazed by military threat and sanctions.

The present reality more clearly proves who is the arch criminal harassing peace and stability in the Korean Peninsula and the rest of Northeast Asia.

The DPRK will bolster its nuclear deterrent in a more diversified manner and take strong physical measures as it had already clarified, now that the U.S. opted for military provocations, sanctions and pressure, defying the demand of the international community including the UN Security Council. The U.S. will be held wholly accountable for all ensuing consequences.

The Communist Party of the Philippines (CPP) today reiterated its warning to the Aquino government against using the "immediate ceasefire" line as the premise for the resumption of formal peace talks with the National Democratic Front of the Philippines (NDFP). The CPP has reiterated its readiness to immediately resume the long-suspended formal peace negotiations based on previously agreed principles and agenda and without any preconditions.

The CPP challenged Aquino to "immediately commence negotiations and abide by previous agreements," including The Hague Joint Declaration of 1992 which sets the framework, principles, agenda and sequence of the peace negotiations.

The CPP urged Aquino to "clear all hurdles to the resumption of formal negotiations between the Government of the Republic of the Philippines (GRP) and the NDFP in accordance with previous agreements and let the matter of ceasefire fall in its proper place--that is, in the process of solid gains in agreements in the remaining substantive agenda."

"For the armed revolutionary forces, engaging in peace talks while their weapons are tied up, is violative of revolutionary principles and virtually holds us hostage," the CPP pointed out. "It would be foolish for us to expect to talk on fair and equal terms regarding life-and-death questions with the other side, when we have our arms dropped while the forces on other side have the barrels of their guns pointed at our heads."

The CPP also added that "Aquino should know better than to insist on peace negotiations premised on a ceasefire agreement which was proven unsuccessful during the term of his mother as president."

"The three-month ceasefire in late 1986 to early 1987 did not result in any fruitful agreement in terms of addressing the roots of the armed conflict. Worse, it was used by the first US-Aquino regime to induce inertia among the revolutionary armed forces, and for the puppet reactionary armed forces and intelligence agents to freely enter and intensify surveillance in revolutionary areas."

The CPP pointed out that it was only after the Government of the Republic of the Philippines (GRP) under Ramos agreed to throw away the earlier premise of tying the talks to an immediate and prolonged ceasefire agreement did the NDFP-GRP peace negotiations become fruitful in terms of forging important agreements.

In that period, said the CPP, aside from The Hague Joint Declaration of 1992 which set forth the framework, principles and sequence of peace negotiations, other important agreements mutually signed by the NDFP and GRP include the Joint Agreement on Safety and Immunity Guarantees (JASIG) signed in 1995 and the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) signed in 1998.

"If Aquino insists on having peace talks premised on an immediate ceasefire, he will be reducing his peace declarations to empty rhetoric," pointed out the CPP.

Ang Bayan (AB): Could you describe in brief the conduct and results of the past reactionary elections? How would you describe the electoral victory of Benigno Aquino III? What was the role played by the US imperialists and other key forces and how would this affect the incoming Aquino regime?

Jose Ma. Sison (JMS): As a whole, the 2010 elections were dominated by the political leaders, candidates, parties and coalitions of the local exploiting classes of big compradors and landlords. The US had a direct control over the automated electoral system and made sure that Noynoy Aquino was elected president through electronic pre-programming. The biggest US and local businessmen in the Makati Business Club provided huge campaign funds for him. As a consequence, the Aquino regime will serve the interest of the US and the local big comprador-landlords rather than the interest of the Filipino people.

AB: What do you think would be the principal differences between the incoming Aquino regime and the outgoing Arroyo regime? What would be the commonalities? What do you think would be the highlights in the next six years under the Aquino regime?

JMS: For a short while, the Aquino regime will try to differentiate itself in appearance from the Arroyo regime and will present itself through sleek propaganda in the Philippine, US and global bourgeois media as more democratic than its predecessor. But it would be essentially a continuation of the Arroyo regime in terms of subservience to the US economic policy of neoliberal globalization and the US policy of so-called anti-terrorism and counterinsurgency, which is outlined by the Counterinsurgency Guide and combines US military intervention and state terrorism. Like the Arroyo regime, the Aquino regime is set to be a puppet regime of the US, corrupt and brutal. In the next six years, the socio-economic suffering of the people will become intense. The reactionaries themselves will become more divided against each other. Human rights violations will become more gross and systematic than ever before. The oppression and exploitation of the Filipino people will escalate. As a consequence, the conditions will incite the people to wage revolutionary resistance more than ever before.

AB: What is your assessment of the seriousness and chances of Noynoy Aquino in carrying out his campaign promise of pursuing criminal charges of corruption against Gloria Arroyo? What would be Arroyo's chances and tactics in fighting off such plans? What would most likely be the role and handling of the US on this matter? What should the people's democratic mass movement do to push the prosecution and eventual punishment of Arroyo?

JMS: The pre-programming of the automated electoral system in favor of Noynoy Aquino would not have been possible without the collaboration of the US, Arroyo ruling clique, the Comelec and the Aquino family. I will not be surprised if so soon in a matter of months it will become publicly evident that Aquino has no intention of fulfilling his campaign promise of pursuing Arroyo with criminal charges of corruption. But if contrary to what I say now, Aquino fulfills his promise of sending Arroyo to prison, then I will be among the first to commend and congratulate him.

There is a definite reasonable standard to apply on the question of Aquino fulfilling his promise to send Gloria M. Arroyo to prison. He will have no excuse for failing to cause her arrest and detention within the span of three months. Arroyo was able to cause the arrest and detention of Estrada for plunder in April 2001, some three months after taking power in late January 2001. As president, Aquino has enough powers to cause a speedy investigation and prosecution of Arroyo, unless he is told by the US to go slow and forget about his promise.

Arroyo still has some significant amount of power and influence. This might be enough to persuade Aquino to collaborate with her. But she does not have enough power to fight and overpower a president determined to send her to prison. As in Taiwan and South Korea, the US always sides with the new top puppet when this is really determined to send a predecessor to prison on the charge of corruption. It is up to the mass movement to press for the punishment of Arroyo for corruption and to be ready to denounce Aquino when he fails to fulfill his promise within three months.

AB: Aquino has announced that it will definitely replace Arroyo loyalist Gen. Delfin Bangit as the AFP chief-of-staff. How will this affect the fractiousness of the AFP? How much of an influence does Arroyo retain in the AFP? What are Aquino's options to unite the AFP and consolidate it under his new leadership?

JMS: Gen. Delfin Bangit is notorious for being a running dog of Arroyo and for human rights violations. But he is a minor player. As an individual officer, even as chief of staff, he is impotent by law and habit in relation to the new president as commander-in-chief. He is a creature of the command structure. Upon the change of president, Arroyo would have automatically lost a great deal of influence beyond those officers that she has favored and promoted.

In relation to the outgoing president, the incoming president inherits the obedience of the reactionary armed forces. In the case of Aquino, he also gets the advice of former officers loyal to his mother. And he is now consolidating the officers that he considers as most loyal to him. But beneath any apparent unity of the armed forces, there are contradictions among the thieving groups and criminal syndicates and among the running dogs of conflicting politicians.

Aquino can increasingly lose his grip on the military when his favoritism offends most officers and men, when he commits his own crimes or abuses of authority and becomes unpopular and isolated within and outside the military and when as a consequence a broad united front of opposition forces become strong and effective against him.

AB: How would you picture the contradictions between the Aquino camp and the Arroyo camp vis-a-vis Congress, the Supreme Court and other aspects of the state that the Arroyo camp tries to maintain its hold on, and what effect do you foresee these contradictions would have on the functioning and effectivity of the Aquino regime and the reactionary state? What opportunities does such a situation open for the revolutionary forces?

JMS: There is potential sharpening of contradictions between what you call the Aquino and Arroyo camps. Aquino now might seriously try to cause the arrest and detention of Arroyo on the charge of corruption or plunder. Arroyo might someday find cause to rally her loyalists in the House of Representatives to threaten Aquino with impeachment. The Arroyo appointees in the Supreme Court might make a decision against the Cojuangco-Aquino interest in Hacienda Luisita.

However, do not be too sure about dramatic clashes between the Aquino and Arroyo sides in various branches of the government even as contradictions between both camps may persist. Do not discount the proofs or indications that the Aquino and Arroyo families have already secretly made agreements of convenience during the electoral campaign. These two families have a long history of collaboration. At any rate, Arroyo's remaining power and influence are dwindling. Thus Arroyo would be more inclined to retain as much of these by seeking and making compromises with Aquino.

AB: How do you see the economic prospects under the Aquino regime vis-a-vis the interests of imperialist and local big business on the one hand and the toiling masses and the Filipino people on the other?

JMS: The incoming Aquino regime follows the US-dictated neoliberal line of denationalization, liberalization, privatization and deregulation at the expense of the working people and the entire nation. Under conditions of a depressed agrarian and underdeveloped economy, the imperialists headed by the US and their big comprador-landlord partners will maintain or raise their profits by pressing down wages and exporting raw materials at a low price and will accumulate and concentrate land in the hands of a few at an accelerated rate.

Despite the depressed condition of the economy, the announced policy of Aquino is to impose new taxes and improve tax collection in view of the bankruptcy of the reactionary government. From year to year, austerity measures will be adopted at the expense of the working people. The public debt is now P4.5 trillion pesos and debt service has a crippling effect on the state. And yet, the reactionary state is bound to escalate military spending and all kinds of counterproductive activities. The public debt will continue to mount because the trade and budgetary deficits are ever growing and new debts are incurred despite more onerous conditions of borrowing.

The toiling masses of workers and peasants and the entire people will suffer increased oppression and exploitation. They will be driven to make demands for the improvement of their living conditions and respect for their national and democratic rights. But the regime is predetermined to be servile to the economic dictates of the US and the exploiting classes and would be predisposed to blame communists for the ills of the rotten ruling system and to unleash state terrorism.

AB: The Arroyo clique is now on a propaganda binge to cover up its corruption, gross human rights violations and socio-economic malaise with false claims of economic progress under its rule and calls for reconciliation under the incoming Aquino regime. It is likely that the Arroyo camp will also be in a fast draw to also expose corruption under the Aquino regime. What are her chances of getting away from the people's historical judgment in much the same way Estrada was allowed to elude justice under the Arroyo regime?

JMS: The economy has deteriorated drastically since the 2001 beginning of the Arroyo rule. There has been no industrialization and land reform. Incomes of the working people and even the middle social strata have gone down in real terms. Poverty has been aggravated. A quick way of indicating the economic deterioration is to mention the fact that the level of public debt rose from P2.2 trillion pesos in 2001 to P4.5 trillion now.

It is a nasty joke on the people for Arroyo to depict as economic growth the heavy electoral spending in the first half of the 2010. The reality of economic deterioration is too harsh and too clear for Arroyo to be able to get away with false claims to bringing about economic progress. Puppet regimes have kept the Philippines backward, agrarian and semifeudal and have always misrepresented consumption driven by foreign and domestic borrowings by the state as real economic growth.

I would expect that as soon as the Aquino regime engages in corruption, Arroyo and her followers will expose it, unless the Aquino and Arroyo followers agree or come to a mode of collaboration and mutual benefit in a new wave of corruption. Like the two previously feuding wings of the Cojuangco clan, the Arroyo and Cojuangco- Aquino families are not beyond reconciling and collaborating. The imprisonment of Arroyo might never happen. Even when it happens as in the case of Estrada, Arroyo would not be at a loss as regards to ways of getting off the hook.

AB: Corruption and bureaucrat capitalism are seen to worsen under the Aquino regime with the return to power of the Aquino-Cojuangco family and the Kamag-anak Inc. What do you think would be the key issues and tactics in exposing corruption in the incoming regime? Aside from those mentioned, could you identify the biggest comprador-landlords and bureaucrat capitalists who are poised to benefit the most under Aquino's regime?

JMS: The biggest comprador-landlords and bureaucrat capitalists that will benefit from the Aquino regime include the resurgent Kamag-anak Inc. headed by Jose Cojuangco and the business empire of Eduardo Cojuangco and all the other business moguls in the Makati Business Club who contributed heavily to the Aquino campaign fund, like the Ayalas, Lopezes, Razons and Pangilinans.

The list of donors and contributions for the Aquino campaign fund is obviously incomplete. Aquino is a liar for claiming to have spent only a little more than P400 million and having for donors only those openly listed. Right from the beginning, his lack of personal integrity and credibility is showing. He is firmly on the path of deceiving and trying to make fools out of the people. This is clear no matter how much the clowns and sycophants try to hype his supposed cleanliness.

On top of the heap of big comprador-landlord families that are poised to benefit from the Aquino regime are the two wings of the Cojuangco clan, previously feuding but now collaborating to enrich themselves further through corrupt practices. From the very beginning of the Aquino regime, Danding Cojuangco is poised to overcome all the claims of the government against the ill-gotten wealth accumulated by him directly as well as put under his name by the fascist dictator Marcos. Is this not corruption on a grand scale now in the making right before our eyes?

It will take a little length of time before more scandalous cases of corruption will arise under the Aquino regime and make the regime stink to high heavens. Noynoy was lying when he said during the campaign that he could solve the problem of poverty by eliminating or reducing corruption. Corruption and poverty are inherent to the semicolonial and semifeudal ruling system that he wants to preserve. Foreign monopoly capitalism, domestic feudalism and bureaucrat capitalism are the cause of poverty and corruption. No amount of crap from any reactionary politician can conceal this fact.

Even if Noynoy Aquino is given the benefit of the doubt, the mass movement must develop enough strength to be able to compel the new regime to cause the arrest and detention of Arroyo and her top criminal accomplices and to get back the ill-gotten wealth of the Marcoses and his big cronies like Eduardo Cojuangco, Lucio Tan, Jose Campos and others. The progressive forces must also be keen at spotting, denouncing and taking action against the new cases of corruption that will occur under Aquino regime.

The people and the broad range of opposition forces must be vigilant and militant in connection with such issues as the aforesaid ill-gotten wealth in previous regimes. There are also giant cases of tax evasion, smuggling and other major economic crimes. There are the backlog cases and there will be new cases involving Noynoy Aquino's giving big deals and privileges to his relatives, friends and other donors to his campaign fund.

Factual and legal researches must be done without letup so that the opposition forces and the mass movement will be well-equipped in exposing and opposing corruption. There are research organizations, lawyers' organizations and civicspirited organizations concerned with good governance and corruption. They must be mustered to provide facts and support the mass movement. Definitely the mass movement must fight for national liberation and democracy against the imperialists, the local exploiting classes and the high-ranking bureaucrats who altogether are culpable for corruption and the poverty of the people.

AB: The issue of land reform is one of the critical nagging questions that will continue to be faced by the incoming Aquino regime, considering that Aquino belongs to the Aquino-Cojuangco landlord clan of Hacienda Luisita. What are Aquino's options in facing the widespread demand for land reform, including Hacienda Luisita? What are the prospects with regard to the rise of the peasant movement's demand for genuine land reform?

JMS: Noynoy Aquino has made it clear that there will be no land reform in Hacienda Luisita until 2014. He wants the stock distribution option swindle to continue. Quite obviously, he is in agreement with the scheme of his family to use the next four years to further encumber Hacienda Luisita, Inc. with debts and other obligations to other Cojuangco corporations, to reclassify parts of the hacienda and transfer them to other Cojuangco corporations, to lay off all or most of those farm workers and tenants who previously agreed to the stock distribution option and to buy off the minor shares of any remaining farm workers.

Noynoy Aquino wants to cast away the decision of the Agrarian Reform Council under Arroyo that rejected the stock distribution option and put Hacienda Luisita under land reform. He is also bullying the Supreme Court in order to soften up the Arroyo appointees into consenting to uphold the SDO scheme. The position of Aquino on the issues of land reform and the Hacienda Luisita massacre shows that he has no interest in genuine and thoroughgoing land reform under his own nose and anywhere else.

Aquino wants to retain CARPER in order to allow landlords to sell land upon their sole volition and to evade land reform by demanding fair market value for their land, by reclassifying the land to put it beyond the scope of land reform and by using the stock distribution option in order to deceive the landless tillers. Aquino is most likely inclined to give way to the US-instigated global policy of landgrabbing by multinational corporations. It is inevitable for the peasant movement to rise and advance in order to demand genuine and thoroughgoing land reform. The landless tillers are hard pressed by the ever worsening social and economic conditions. They have no choice but to fight for land.

AB: How would you describe the social democrats and other pseudo-progressive and reformist groups that were active in the Aquino campaign? How much influence would they be able to wield in the incoming Aquino regime? What role do you see them playing?

JMS: The social democrats and other pseudo-progressive and reformist groups that were active in the Aquino campaign are special agents of the counterrevolutionary state and do the dirty propaganda job for the worst of the reactionaries. During the electoral campaign, they specialized in Red-baiting the two senatorial candidates of Makabayan and the progressive partylist groups. They acted in concert with their military psywar partners.

The most powerful components of the Aquino regime are the moneygrubbers of the Cojuangco and Aquino families in back offices and their favorites among other big businessmen and the toprung military and police officers. Relative to them, the social democrats or clerico-fascists and other special anti-communist agents are minor players but will have a major special role in continuing with their Red-baiting and anti-communist functions. They are inserted in presidential staff units, press office, education, finance, national security and so-called peace processes.

AB: The fascist violence and violations of human rights perpetrated by the Arroyo regime under Oplan Bantay Laya 1 and 2 generated widespread national and international condemnation. What are Aquino's options with regard to the demand for justice of victims of fascist violence and the investigation and prosecution of cases of human rights violations under the Arroyo regime?

JMS: The widespread national and international condemnation of human rights violations under the Arroyo regime should have an impact on the incoming Aquino regime and should move it to order the immediate release of all political prisoners and cause the investigation, prosecution, trial and punishment of the human rights violators, from the level of Arroyo downwards. But even Philip Alston has expressed doubts that the new regime would dare to act against them and incur the risk of losing the support of the military and police.

Experience has shown that Cory Aquino could easily order the release of all political prisoners in 1986 but she did not dare to go after the human rights violators under the Marcos dictatorship. The victims had to file their tort case in US courts. Cory Aquino was not able to cause the punishment of the murderers of her own husband. Now, Noynoy Aquino is reconciled with Eduardo Cojuangco who used to be regarded as the co-mastermind of Marcos in having Ninoy Aquino murdered.

Noynoy Aquino himself is probably inclined not to go after human rights violators under the Arroyo regime because of his apparent complicity in the Hacienda Luisita massacre and the subsequently killings in Tarlac. Like his late mother, Aquino is again under advice by US operatives to concentrate on armed counterrevolution rather than to hold the military and police accountable for human rights violations. Aquino himself has already started to retreat from his previous promise of stopping and punishing violators of human rights despite his continuing pretense at promoting democracy and avowals of defending the rights of his opponents.

It is important for the human rights organizations, the lawyers and other professional groups, the religious organizations and the broad masses of the people to persevere in the campaign against human rights violations and demand the punishment of the human rights violators, up to the level of those with command responsibility. With such a campaign, there is a chance for obtaining some amount of justice or reducing the human rights violations. But without such a campaign, the human rights violators would be further emboldened to commit their heinous crimes with impunity.

AB: Would we expect the incoming Aquino regime to support the long standing demand for the compensation of the victims of human rights violations way back under the Marcos dictatorship?

JMS: It should be far easier than anything else for Noynoy Aquino to support and give way to the demand for compensation of the victims of human rights violations under the Marcos dictatorship. He should be able to sympathize with the victims because he, his parents and his entire family were also victims. The US court system decided the case against the Marcos estate and determined those victims that must be indemnified.

The beneficiaries in the US court decision must first be served in one act before there is another act to benefit other victims who are not covered by the said decision. Otherwise the charade will continue from year to year of denying indemnification to the clear beneficiaries and ridiculing them as greedy under the pretext of aiming with one legislative act to indemnify all victims of human rights violations, including those who did not join the suit against the Marcos estate in the US.

By the way, the indemnification of the victims of human rights violations, as determined by the US court decision, is stipulated in the GRP-NDFP Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL). The Aquino regime needs to be reminded that there can never be a final peace agreement without fulfilling the demand for the indemnification of the victims of human rights violations under the Marcos regime.

AB: Do you think Aquino will pursue the same program as the OBL or even a worse one in confronting the ongoing people's war?

JMS: There are clear indications that Aquino is bound by the US Counterinsurgency Guide and will continue Oplan Bantay Laya under a new name. In a speech on peace and security before foreign correspondents on April 22, he did not point to the importance and necessity of peace negotiations as the way of addressing the roots of the armed conflict and forging agreements on social, economic and political reforms in order to lay the basis for a just peace.

He echoed the line of the US Counterinsurgency Guide that the reactionary government can destroy, coopt or render the revolutionary movement inconsequential by operating efficiently without the necessity of peace negotiations. In that context, he presented four guideposts: good governance, delivery of services, economic rehabilitation and development and security reforms. The clear implication is that he can ignore all the demands for peace negotiations so long as he operates according to these guideposts.

Aquino has been chosen as the new chief puppet of the US because he is seen as having the penchant for unleashing violence against the working people and their supporters as in the Hacienda Luisita massacre and subsequent killings in Tarlac. He is already mouthing the terms of the US Counterinsurgency Guide and he is already assuring his US and Filipino handlers that he will allow the review of the Visiting Forces Agreement if only to satisfy the demands of some senators, allow some adjustments but keep the agreement intact and further legitimize the interventionist presence and entry of more US military forces.

AB: The NDFP peace panel has said that it is open to resuming peace talks with the GRP under the Aquino regime. What would you say are the conditions and prospects of the talks?

JMS: In expressing its willingness to resume peace negotiations with the GRP, the NDFP has made clear that the two sides must reaffirm, comply with and carry forward The Hague Joint Declaration, the Joint Agreement on Safety and Immunity Guarantees, the Joint Agreement on the Sequence, Formation and Operationalization of the Reciprocal Working Committees, the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law and other agreements. There is no precondition whatsoever. The two sides are simply to comply with existing agreements.

There is yet no serious preliminary approach from the GRP to NDFP. The GRP-NDFP peace negotiations might never be resumed or will be delayed for a long time if Aquino takes orders from the US regarding peace negotiations and lets military morons and the clerico-fascists control the GRP side of the negotiations like during the time of Arroyo. Like before, the GRP might be interested only in conjuring the illusion of GRP-NDFP peace negotiations to serve as a minor adjunct of the escalating brutal military campaigns of suppression cum fake local peace talks and fake social integration program.

AB: In the past, what were the obstacles to the continuous progress of the GRP-NDFP negotiations? Why such obstacles?

JMS: First, let me point out that the peace negotiations would have progressed greatly since a long time ago if the GRP had complied with The Hague Joint Declaration and subsequent agreements. It is well proven by the successful forging and mutual approval of the CARHRIHL that the GRP and NDFP can make a comprehensive agree- ment if the GRP does not insist on putting up obstacles in violation of The Hague Joint Declaration.

For long stretches of time, the GRP put up obstacles like 1) the demand for holding the peace talks in the Philippines, 2) the demand to take up all four items of the substantive agenda at the same time in a maneuver to frontload the fourth and final item on ending hostilities and to lay aside the second item on social and economic reforms and the third item on political and constitutional reforms, 3) the precondition of an indefi- nite ceasefire, 4) informal talks until a final agreement is to be formalized, 5) the terrorist blacklisting of the CPP, NPA and the NDFP chief political consultant, 6) the illegitimate so-called suspension of the Joint Agreement on Safety and Immunity Guarantees and 7) the abduction, torture and murder of NDFP consultants and staff.

It was clear that the GRP became a party to the bilateral agreements with the NDFP, not to address the roots of the armed conflict and forge agreements on basic reforms for the purpose of attaining a just peace, but only to create the illusion of peace negotiations for the simultaneous purposes of deceiving the people, probing for ways to undermine the revolutionary movement and escalating the military campaigns of suppression against the people and revolutionary forces.

AB: It looks like the feuding families of the Aquinos and Marcoses are happily living together in the enclave paradise of the big compradors and landlords in the Philippines. The feuding branches of the Cojuangco clan have also reconciled with each other and are together poised to take advantage of the Filipino people. How do you respond to them and their propagandists when they attack you as merely on self-exile and enjoying yourself abroad? How do you respond in case Noynoy Aquino himself or any of his major subalterns rhetorically invite or challenge you to return home and they also call on the NDFP negotiating panel to hold formal peace talks in the Philippines?

JMS: It is unfair even for the reactionary mass media to keep on describing me quite casually as self-exiled. The public knows that in 1988, Cory Aquino cancelled my passport in order to compel my return home and set me up for arrest by the military at the airport in Manila. But I applied for political asylum. Since then, I have been on forced exile and I have been recognized as a political refugee.

The wealthy and powerful Aquinos, Cojuangcos, Arroyos and Marcoses and their propagandists are not any better than me because they are in the Philippines. They are malefactors responsible and accountable for exploitation and oppression. They are in the Philippines to exploit and oppress the Filipino people. Their exploitative class of big comprador-landlord-bureaucrats and their military and police minions keep me out of the country and are always on the lookout for my return so that they can do something against me.

Even while abroad, I have been subjected to all kinds of attacks by the US and the Philippine rulers. They have acted to block my asylum, to slander me continuously in the bourgeois press, to subject me to assassination attempts, to put me on the terrorist blacklist, to prevent me from engaging in compensated work, to deprive me of social benefits, to arrest and detain me on the trumped-up charge of murder and to continue imposing on me many kinds of restrictions and prohibitions even now, after the Dutch and European court decisions nullifying the false charges of murder and terrorism against me. Would any sane person say that I enjoy the material comforts that my adversaries and detractors enjoy in surfeit?

You can be sure that the Aquino regime is not interested in resuming the formal peace negotiations as soon as it uses the tactic of calling on me and on the NDFP negotiating panel to go the Philippines for formal peace talks. This kind of tactic would be in violation of the Joint Agreement on Safety and Immunity Guarantees which stipulates a neutral foreign venue for the negotiations. It would be a tactic to put the NDFP panelists, consultants and staff under military surveillance for eventual bloody suppression as had happened during the time of Cory Aquino in 1986 and 1987.

Formal talks even in the countryside are not acceptable to the NDFP because of the need for large mobilizations of forces on both sides and the danger of sabotage from those who oppose the peace negotiations and because the revolutionary forces would be vulnerable to surveillance with the use of drones, GSP, monitoring of electronic communications, thermal heat sensing, night goggles and other technical devices. The NDFP is already well-informed about the military objective of the GRP in wishing to have the formal peace talks in the Philippines.

AB: Are you optimistic that the CPP will greatly develop guerrilla warfare and advance the people's war from the stage of strategic defensive to that of the strategic stalemate in the next five years under the US-Aquino regime? What can the Party and the revolutionary movement do in the new situation and the areas of work that particularly need to be stressed?

JMS: Far more important than my optimism about anything are the clear public pronouncements of the Communist Party of the Philippines on the concrete conditions, political requirements and the strategy and tactics involved in the plan to accelerate the development of guerrilla warfare and advance from the strategic defensive to the strategic stalemate in the people's war.

The CPP has pointed to the ever worsening socio-economic and political crisis of the domestic ruling system and likewise of the world capitalist system as the most important objective conditions for advancing the people's war. The toiling masses of workers and peasants and the middle social strata are suffering extreme forms of exploitation and oppression. And the widespread social discontent gives rise to various forms of mass resistance by the people.

The political requirements involve arousing, organizing and mobilizing the masses along the general line of struggle for national liberation and democracy through the strategic line of people's war. I presume that the CPP has definite ideas about expanding the various types of underground mass organizations in the guerrilla fronts and the urban underground. I also presume that it welcomes and encourages the mass organizations and other progressive formations based in the urban areas.

In its recent message to mark the anniversary of the New People's Army, the CPP Central Committee called on the New People's Army to intensify its tactical offensives in order to seize more arms and build more NPA units and more guerrilla fronts, to complement the tactics of annihilation with the tactics of attrition in order to further debilitate the enemy, to enable the building of the organs of political power and mass organizations in the guerrilla fronts, to train the people's militia and self-defense units as auxiliary forces and to support the undertaking of land reform and other mass campaigns for the benefit of the people. All these foretell the bright future for the revolutionary movement of the people.
